About this file
This is a Statement of Work for on-site paper shredding services at Brookhaven National Laboratory (BNL). The Contractor shall provide monthly secure destruction of paper-based materials performed on-site, utilizing Contractor-provided containers/bins in either 68 or 95-gallon sizes (or equivalent) positioned at BNL's direction. The Contractor will service these bins monthly, with the ability to increase or decrease the number of bins as needed per the BNL Technical Representative's direction. The Contractor must be AAA Certified by NAID.
The service must comply with DOE Order 471.7 requirements for destruction of Controlled Unclassified Information (CUI), employing either single-step or multi-step destruction methods. Single-step methods require cross-cut shredders producing 1 mm x 5 mm particles or smaller, or pulverization using disintegrator devices with 3/32 inch security screens. Multi-step destruction must render CUI unreadable, indecipherable, and irrecoverable, with recycling acceptable only if paper is converted into new paper products. BNL may conduct periodic surveillance to verify CUI compliance. Monthly invoices will include a certificate of destruction, and all bins will be inspected for damage and replaced as necessary. All Contractor personnel accessing the site must obtain a BNL non-construction contractor badge (annual renewal) and complete BNL Contractor Vendor Orientation (CVO) training (annual renewal, offered virtually Monday, Wednesday, and Friday at 8:30 a.m.). Personnel require either unescorted access with current General Employee Radiation Training (GERT) or Radiation Worker (RW-1) certification plus facility-specific training, or escorted access approved by the Collider-Accelerator Department with at least one day advance notice. All personnel must wear required Personal Protective Equipment: steel-toe safety boots, hi-visibility safety vest, safety glasses, and work gloves.

Statement of Work On-Site Paper Shredding Services
Scope:
• The Contractor shall provide monthly secure shredding services by engaging in the destruction of paper-based materials performed on-site at Brookhaven National Laboratory (BNL).
• Sixty-eight (68) or ninety-five (95) gallon (or equivalent sizes) Contractor provided containers/bins will be located on-site at BNL at the direction of the BNL Technical Representative.
• The Contractor will service the containers/bins monthly.
• Bin amounts can be increased/decreased as needed and at the direction of the
BNL Technical Representative.
• Must be AAA Certified by NAID.
Service:
• The service must meet and maintain the requirements in DOE Order 471.7 or its successors for the destruction of Controlled Unclassified Information (CUI). The requirements are currently one of two methods for destruction listed below:
o For single-step paper destruction:
a) Employ cross-cut shredders that produce 1 mm x 5 mm (0.04 in.
x 0.2 in.) particles (or smaller); or
b) Pulverize/disintegrate paper using disintegrator devices equipped with a 3/32 in. (2.4 mm) security screen o For multi-step paper destruction:
When the vendor shreds CUI to a degree that doesn’t meet the single-step paper destruction, the process must result in CUI that is unreadable, indecipherable, and irrecoverable.
Recycling hard copy (paper) satisfies CUI destruction as part of a multi-step destruction process only if the process recycles the CUI into new paper (e.g. paper towels, toilet paper).
• BNL may conduct periodic surveillance of the vendor’s destruction process to verify CUI compliance
• Invoice will be billed monthly, and a certificate of destruction will be issued with each invoice.
• All bins will be inspected for any damage and will be replaced as necessary.
Required Badging and Training:
• All contractor personnel who will access the site shall obtain a BNL non-construction contractor badge which has an annual renewal period.
• All contractor personnel who will access the site shall attend BNL Contractor Vendor Orientation (CVO) training which has an annual renewal period.
o The CVO training is given virtually every Monday, Wednesday, and virtually on Friday at 8:30am
• All personnel must meet the following requirements before entering the posted Controlled Areas. Failure to comply could lead to a Reportable Occurrence and a Price Anderson Amendment Act (PAAA) violation:
o UNESCORTED ACCESS requires up-to-date General Employee Radiation Training (GERT) or Radiation Worker (RW-1) and facility specific training o ESCORTED ACCESS may be granted by contacting Ann-Marie Luhrs, Ext. 7007.
