STATEMENT OF WORK

FOR

MAINTENANCE OF

OIL/WATER SEPARATORS,

GREASE TRAPS, AND HOLDING TANKS

Hurlburt Field AFB 7 August 2024

STATEMENT OF WORK

FOR

MAINTENANCE OF OIL/WATER SEPARATORS,

GREASE TRAPS, AND HOLDING TANKS

1. BASIC SERVICES. The contractor shall provide all management, tools, supplies, equipment, labor, and transportation necessary to maintain oil/water separators, grease traps, sewage lift stations and holding tanks located at Hurlburt Field, Florida. Work shall include the removal of all liquid, oil, fuel, grease, solids, sand, and miscellaneous debris from equipment at various locations in accordance with this Performance Work Statement. See Appendix A and B for the list of oil/water separators, grease traps, lift stations, and holding tanks and the service schedule. The Government reserves the right to modify/change this schedule for any of the listed facilities/locations. All work shall comply with Government and industry standards and practices, as well as applicable local, state, and federal regulations.

1.1. SPECIFICATIONS AND DESCRIPTION OF WORK.

The following list of federal regulations pertaining to liquid wastes is not all-inclusive.

• Resource Conservation and Recovery Act (as amended by the Hazardous and Solid Waste amendments of 1984), subtitle C, “Hazardous Waste Management.”

• Oil Pollution Act of 1990, Section 1001.

• The Clean Water Act, Title 3, “Standards and Enforcement”, and Title 4, “Permits and

Licenses”.

• Title 40 CFR 260-282, “Hazardous Waste”

• Title 40 CFR Parts 104-149 “Water Programs”.

• Title 40 CFR Part 110, “Discharge of Oil”.

• Title 40 CFR Part 112, “Oil Pollution Prevention”.

• Title 40 CFR Part 401-471, “Effluent Guidelines and Standards”.

• Title 40 CFR Subpart F, “Releases from Solid Waste Management Units”.

1.2. OIL/WATER SEPARATORS (OWS). Prior to cleaning and pumping operations, the contractor shall determine the amount of oil, water, and solids in the OWS. This information will be communicated to the Government. The Government will provide waste profiles for each of the OWS in Appendix A. This profile will be used for the transport and disposal of the material from the OWS. Manifests will be signed by government qualified personnel. If there is an estimated quantity of more than 50 gallons oil or petroleum product in the OWS, the contractor will coordinate with the Government on disposal requirements. The environmental office shall be responsible for disposal of hazardous contents. If non-hazardous, the contractor shall proceed with the cleaning. Pump all oil, oil residue, and other waste from separators. Drain separator completely.

Inspect all parts for problems. Wash and drain the separator and fill with clear water as required for the unique configuration of the separator. Transport all materials from oil/water separators to an approved off-base permitted treatment and/or disposal facility. Contractor shall provide the environmental office with a copy of the non-regulated manifest. All oil/water separators listed in

Appendix B shall be pumped and cleaned in accordance with this PWS schedule or as requested to maintain proper operation.

1.3. GREASE TRAPS. Pump out all grease and residues from trap; remove waste build up from trap or pit walls and all associated equipment within the pit. Flush down with water and pump out remaining residue as required by the unique configuration of the grease trap. Residual or recharge water must be higher than lower inlets. Clear obstructions in inlet/outlet pipes to ensure unrestricted flow. Transport all materials from grease traps to an approved off-base storage facility.

1.3.1 All grease traps listed in Appendix B shall be pumped and cleaned in accordance with this PWS or as requested to maintain proper operation. If the grease trap must be pumped out more than required due to excessive build up, the contractor shall pump out the trap at no additional cost to the Government. At no time shall the contents of the grease trap be recycled and dumped back into the grease trap.

1.4. SEWAGE LIFT STATIONS. The services performed on the lift stations shall either be general or confined space entry. General services do not require the contractor to physically enter the wet well, however the contractor shall be responsible for pumping out all liquid, oil, fuel, solids, grease, sand, and miscellaneous debris from within the wet well, in addition to the removal of waste build up on the wet well walls.

1.4.1. A confined space entry shall require the contractor to enter the wet well and plug the incoming sewer line(s) (See Appendix C), while the lift station is being serviced. This procedure may be omitted if the Contractor is able to provide the same results as plugging the wet well and ensuring the safety and well-being of entrant personnel. In addition, a confined space entry shall require the contractor to remove any debris accumulated on float wires, motor lead wires, and all associated equipment. The contractor shall provide on-site rescue and emergency services for permit-required confined spaces (PRCS's) when performing operations at these locations (See Appendix C). All collected waste products shall be handled in accordance with local, state, and federal health requirements and disposed at an approved off-base facility.

1.4.2. If the contractor plugs the inlet of the lift station, the task must be completed in the sufficient amount of time, so sewage DOES NOT escape at any location in the collection system serviced by the lift station. If an environmental hazard is created, it shall be the responsibility of the contractor for cleanup and all associated fines from State or Federal agencies.

1.4.3. Lift stations shall be pressure washed with water or cleaned manually to remove any build up grease, grit, etc. and pumped out to remove remaining residuals. The inlet pipes shall be cleared to ensure un-restricted flow. The contractor shall be required to remove sand and/or sludge from the bottom of the lift station pit. Any residual water may be left in the pit. The contractor is permitted to de-water excess uncontaminated fluids into the base sanitary sewage system under the supervision of an Authorized Government Representative (AGR).

1.5. HOLDING TANKS. There are two containers classified as “holding tanks” (See Appendix B).

Two holding tanks shall be pumped out and free of all liquid, oil, fuel, solids, grease, sand, and miscellaneous debris. One of the structures is an equalization basin (approximately 55’ x 50’) with an adjacent channel (approximately 3’ x 10’). The basin and channel shall be dewatered, and any remaining grit and residual influent shall be removed by the contractor.

1.6. EMERGENCY SERVICE CALLS. Normally, all work will be in accordance with the contractor’s work schedule. Unexpected services may be required in the event of natural disasters or other unscheduled repairs to pipes or other infrastructure involving oil/water separators, grease traps, and lift stations. If servicing is required outside the contractor’s schedule, the contractor shall begin the service within four (4) hours after notification. On-call service shall be priced separately as negotiated in the contract.

1.6.1. The contractor shall provide a telephone number where they can be contacted between 0700 and 1530 (7:00 A.M and 3:30 P.M), Monday through Friday, in addition to an emergency number to be used during evenings, weekends, and holidays.

1.7. SAFETY AND HEALTH STANDARDS. The contractor shall initiate and maintain programs to comply with the provisions of the Occupational Safety and Health Standards Act concerning entry requirements in confined spaces and handling potential hazardous substances and hazardous waste.

1.8. EQUIPMENT. All equipment used in performance of this contract shall be specifically designed to be used in the emptying and cleaning of oil water separators, grease traps, lift stations, and holding tanks. No improvised or makeshift equipment will be permitted in performing this contract. Based on the Service Schedule in Appendix B, sufficient vehicles shall be used to satisfy this requirement. Access to some work sites is limited, therefore the contractor should plan accordingly as to the number and size of vehicles to be used. Each vehicle shall be equipped with at least 180 feet of suction hose. The contractor shall provide all pressure washing equipment necessary to meet the requirements of this PWS. Each vehicle shall be equipped with spill or leak mitigation materials such as absorbent pads so the Contractor can clean any leakage resulting from minor spills. Plugs (test balls) of various sizes (See Appendix D), meeting or exceeding 13 psi maximum back pressure rating shall be utilized to complete the work.

Trucks/vacuum equipment deemed by the AGR not to be in accordance with industry standards and practices, manufacturer’s instructions or failing to operate within factory tolerances (accurate vacuum pressure, serviceable seals/no leakage from vehicle) for that specific equipment, shall be removed from the installation and the remainder of the work shall be rescheduled at no additional cost to the Government.

1.9. AREA CLEANLINESS. The contractor shall maintain the work area in a neat and orderly manner. The contractor shall clean up any spillage or other debris generated by service operations. The contractor is responsible for oils, fuels, and other liquids leaking from their vehicles. The contractor shall repair pavements and driving surfaces damaged due to negligence during maintenance operations at his/her own expense.

1.10. DISPOSAL. Disposal of collected materials from oil water separators, grease traps, sewage lift stations, and holding tanks shall be as follows: Solids (grease, sand, and miscellaneous debris) and contaminated liquid wastes pumped from oil water separators, grease traps, and sewage lift stations shall become the property of the contractor and shall be removed from Hurlburt Field. The contractor may de- water excess uncontaminated fluids into the base sanitary sewage system only under the direct supervision of the AGR. The disposal of this collected material shall be accomplished in accordance with all local, state, and federal regulations. If the Contractor causes or discovers an oil, fuel, hazardous or non-hazardous spill, it shall be reported immediately to the Hurlburt Field 1st SOCES Environmental Flight, whether caused by the contractor or not. If the spill results from the Contractor’s operations, the contractor shall immediately contain and clean up the spill. Any spillage beyond the contractor’s ability to contain or clean-up, which requires the U.S Air Force to accomplish or assist in clean-up action, may result in the contractor being charged for expenses incurred. The contractor shall make every effort to prevent contamination of surface water. Precautions must be taken to prevent a release of fuel, oil, lift station and grease trap contents and other hazardous materials at the job site. In the event of an accidental spill, the first person to notice the release shall immediately notify the base fire department by dialing 911, regardless of quantity spilled.

1.10. REPORTING. The contractor shall immediately notify the Hurlburt Field 1 SOCES Environmental Flight. The contractor should be prepared to give the following information:

1. His/her name.

2. Location of spill.

3. Number of injured persons and nature of injuries (if applicable)

4. Substance spilled.

5. Source of spill.

6. Approximate quantity of spill and rate material is currently spilling.

Extent spill has traveled.

7. Waters which may be affected.

8. Cause and time of spill.

9. Any action underway to confine or clean up the spill.

2. SERVICE DELIVERY SUMMARY.

Performance Objective SOW Para Performance Threshold Clean and Maintain Oil/Water Separators, Grease Traps, and Lift Stations.

Initial check documented. Document all safety hazards on all separators, traps, and tanks during inspections. Remove and properly dispose of non-hazardous oil, grease, and sludge. Clean all systems and fill with clean water as required. Ensure lift stations are in good working order.

1.1. - 1.4. No more than 3 customer complaint per service month.

Emergency Service Calls.

Service calls handled promptly, and all work completed as specified.

1.5. No deficiencies permitted.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide electricity and water, if available, for performance of services by the contractor for the duration period of this contract. Use of these utilities shall be approved and monitored by Government personnel and shall be conserved by the contractor. The contractor is responsible for providing a back flow preventer when connecting to the installation potable water system.

4. GENERAL INFORMATION.

4.1. CONTRACTOR PERSONNEL.

4.1.1. CONTRACT MANAGER. The contractor shall provide a contract manager who shall be responsible for the performance of the work to ensure it meets the requirements of this contract.

The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer within fifteen (15) days of contract award. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available during normal duty hours within one (1) hour to meet on the installation with Government personnel to discuss contract issues. After normal duty hours, the manager or alternate shall return a call/message from Hurlburt Field within two (2) hours of receiving it. The contractor shall be onsite and commence work within four (4) hours after notification of service required.

4.1.2. ACCEPTANCE OF SERVICES. The AGR will accompany the contractor during performance of these services. The AGR will facilitate access, provide Government oversight, and accept contractor services. If a deficiency is identified, such as excessive debris or grease, the contractor shall immediately correct the deficiency at no cost to the Government. The AGR will re-inspect and accept the services completed to the standards within this PWS.

4.1.3. CONTRACTOR EMPLOYEES. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

4.1.3.1. All contract employees shall be properly trained and certified to perform the required tasks.

4.1.3.2. Contractor employees shall present a neat appearance and be easily recognized as contractor employees.

4.2. CONTRACTOR/EMPLOYEE BASE PASS AND IDENTIFICATION, SPECIAL

CLEARANCES, AND VEHICLE PASSES. The contractor shall obtain base identification and vehicle passes, if required, for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor employees are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.

4.2.1. The contractor shall complete and submit their Contractor Employee Listing to 1 SOCONS within fifteen (15) business days of contract award for employees to gain access to the installation.

4.2.2. DRIVING LICENSE/ON-BASE REQUIREMENTS. The Contractor and employees shall comply with base traffic regulations at all sites. The contractor shall ensure employees have a current and valid state/country driver’s license for the type of vehicle being driven before allowing the employee to operate a vehicle on Hurlburt Field, Florida.

4.2.3. THE CONTRACTOR EMPLOYEE LIST. This form shall list every employee requiring base access. Every time employees change; it shall be updated to reflect additions and/or deletions. Identify those individuals you wish to have escort authority by including the word “escort” or “E” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e., one or two). For work locations use building numbers or areas (i.e., Bldg. 90517, 90232 or 91007). Once completed, email the list to the Contracting Office representative in EXCEL format. The Contracting Officer will then prepare and attach a cover letter and forward the Employee List to the Visitor Control Center.

4.2.4. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

4.2.5. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.

4.3. SPECIAL QUALIFICATIONS. Contractor will comply with all local, state, and federal requirements dealing with the servicing of oil water separators, grease traps and lift stations.

4.4. QUALITY ASSURANCE. The government will evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan.

4.5. GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (May 1997), for contractor’s failure to correct nonconforming services.

4.6. HOURS OF OPERATION. The contractor shall perform the services required under this contract during the base hours of operation: 6:00 A.M. to 6:00 P.M, Monday through Friday. For emergency service calls the contractor shall respond 24 hours a day, 7 days a week, including weekends, nights, and U.S. Government holidays. The Contractor may find it necessary to deviate from the normal base hours of operation (i.e., working on Saturday or Sunday) due to weather conditions or unforeseen circumstances, to ensure timely completion of work under this PWS at no additional cost to the government. Work performed outside of the normal base hours will have to be approved 24 hours in advance by the AG.

4.7. FEDERAL HOLIDAYS. The following dates are considered federal holidays and no preventative maintenance shall be scheduled during these dates; any calls during these dates will be considered emergencies. If performance is required for these holidays, it shall be approved and scheduled in advance with the AG.

4.7.1 The contractor shall perform service on the Main Lift Station (Bldg. 91109) quarterly during the hours of 4:00 PM – 7:00 AM IAW the schedule in Appendix A. Typically low flows times are between the hours of 10:00 PM – 4:00 AM; servicing of the lift station should be accomplished within two (2) hrs. or the amount of time considering the flow rate to avoid spillage or environmental hazard. If the contractor services the lift station in a period of higher flow or exceeds the time commensurate with the flow whereas an environmental hazard is created, the contractor will be responsible for clean-up and any and all fines from State and Federal authorities.

4.8. BASE CLOSURES. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base. Delays caused by the Government or otherwise covered in this section shall not count against the contractor.

4.9. SECURITY REQUIREMENTS. The installation access will be coordinated with the local Installation Fire Chief and Security Forces Squadron. Contract personnel will not enter restricted areas without escort from authorized personnel. The contractor shall restrict personnel to only those areas required to performing work.

4.10. SPECIAL QUALIFICATIONS. Contractor personnel shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements in maintenance of oil/water separators, grease traps, lift stations and holding tanks.

5. SAFETY AND HEALTH STANDARDS. The contractor shall initiate and maintain programs to comply with the provisions of the Occupational Safety and Health Standards Act concerning entry requirements in confined spaces and handling potential hazardous substances. Each member of the rescue/emergency team shall be provided with, and trained in the proper use of, personal protective equipment and equipment necessary for making rescues from PRCS’s. Additionally, all personnel shall possess personal protective/safety equipment.

5.1. SAFETY REQUIREMENTS. The contractor shall submit a comprehensive accident prevention plan with their proposal. This plan shall address the procedures and response methods to be utilized in response to spills, hazardous or non-hazardous, or in the event of an accidental release of fuel, oil, lift station and grease trap contents and/or other hazardous materials at the job site.

5.1.1. The contractor shall submit a safety plan at the time of proposal. This plan shall address all hazards and safety precautions associated with the performance of this contract. For example, the use of gloves, hardhats, and a confined space entry plan. In addition, this plan shall address other areas as applicable, such as: when there is a danger to the public or workers, warning signs must be placed near the hazardous areas. The contractor is responsible for ensuring that all company employees and any subcontractors associated with this contract comply with the company’s approved safety plan.

5.1.2. The work shall be accomplished without compromising the safety of personnel or property, and in accordance with the provisions of local, state, federal, and American Standard Safety Codes, American Standard Association, Base Safety and Fire Prevention Regulations, Air Force Regulations, OSHA, and other measures deemed applicable by the Base Ground Safety

5.1.3. The contractor shall install, when necessary, barricades and/or warning signs to protect the public or workmen in areas where work is being performed. Barricades to keep public out of work areas shall be left in place until after they are no longer required for protection.

5.2. RECORDS. The contractor shall deliver to the AGR service tickets for all work performed at the completion of each day’s services. ALL SERVICE TICKETS WILL

INDICATE TYPE OF MATERIAL REMOVED, LOCATION, AND SITE OF

DISPOSAL. In addition, the contractor shall furnish the AGR with a list of observed defects on oil water separators, grease traps, sewage lift stations, and holding tanks that require repair or maintenance. Negative replies, such as ‘No Defects Identified’, are also required. This “Observed Defects Report” shall be turned in within five (5) business days after each scheduled date of service.

5.3. MANPOWER REPORTING.

5.3.1. Reporting Full-Time-Equivalent (FTE) Data: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at the Contractor Manpower Reporting Application (CMRA) site http://www.ecmra.mil (select the US Air Force logo).

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the eCMRA help desk.

5.3.2. REPORTING PERIOD. The contractor is required to input data by 31 October of each year.

5.3.3. USES AND SAFEGUARDING OF INFORMATION. Information from the secure web site is proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor’s name and contract number associated with the data.

5.3.4. USERS MANUALS. User manuals are available on the front page of the CMRA link at http://www.ecmra.mil.
