Scope of Work
Mini-Split HVAC System Installation Project Location:
John Day Fossil Beds National Monument – Maintenance Shop 32651 Highway 19, Kimberly, OR 97848
Project Summary Procure and install a high-performance, cold-climate mini-split heat pump system to serve four rooms within the maintenance facility. The system must provide efficient and reliable heating and cooling year-round in an environment with sub-zero winter temperatures. The contractor shall provide all labor, equipment, and materials required for installation, testing, and commissioning of the new system.
Facility Details
• Room 1 288 sq ft 6,000 BTU unit
• Room 2 900 sq ft 18,000 BTU unit
• Room 3 450 sq ft 9,000 BTU unit
• Room 4 585 sq ft 12,000 BTU unit
• Garage Doors: 3 of 4 rooms have single-stall overhead garage doors (heat loss consideration)
• Ceiling Height: 12 feet throughout
System Requirements/Salient Characteristics
1. High Efficiency Ratings: Minimum SEER 20, HSPF 13, ENERGY STAR® certified.
2. Cold Climate Heating Performance: Operational down to -22°F, e.g., Mitsubishi Hyper-Heating, Fujitsu XLTH, LG RED series.
3. Variable-Speed Inverter Compressor: Variable load response, zone modulation.
4. Advanced Defrost Functionality: Intelligent control, base pan heaters.
5. Environmentally Responsible Refrigerant: R-410A or R-32 (preferred).
6. Smart Controls & Zoning Capabilities: Four Individual zones, Wi-Fi thermostats with diagnostics.
7. Quiet, Compact Outdoor Unit: One condenser <55 dB(A), mounted in location designated by included drawing
8. Complete System Accessories: Air handlers, condensate pumps, line sets, covers, wiring, disconnects, thermostats.
9. Sizing & Installation: Manual J sizing, certified technicians, full rough-in/trim, code-compliant installation.
10. Salient Characteristics. Products offered as equal to the brand requested must meet the salient characteristics described in this section in accordance with FAR Clause 52-211-6 Brand Name or Equal.
Execution Requirements
1. Verify proper sizing of all heat pump units and condensate pumps.
2. Supply all equipment, materials, and labor needed for project completion.
3. Coordinate mobilization and work schedule with the Contracting Officer’s Representative
(COR).
4. Store all materials in protected, dry storage areas until immediately prior to installation.
5. Inspect all delivered materials for damage or defects before installation.
6. Install new HVAC systems including condensate and refrigerant lines, line set trim, rough-in, trim out, and testing.
7. Provide jobsite cleanup daily and complete final site cleanup and demobilization after project completion. Remove all tools, materials, debris, and waste generated by the installation process. Sweep and wipe down work areas to ensure cleanliness. Dispose of all installation-related waste materials in accordance with local regulations and park requirements.
8. Install heat pump systems per IBC 2018, IMC 2018, IECC 2018, IPC 2018, NESC 2017.
9. Install exterior condenser on a UV-resistant, weatherproof equipment pad (e.g., DiversiTech
E-Lite or equal). Rated to support at least 250 lbs. Installation: pad should be placed on compacted level soil, gravel, or harder surfaces. Three-inch minimum pad height required.
10. All materials to be contractor-furnished from outside the park.
11. Government provides electrical service from panel to single disconnect located. The government furnished disconnect location designated by included drawing.
Contractor's Use of Premises
• No construction camp permitted in park.
• Work hours: 7:00 AM – 5:00 PM, Monday–Friday. Weekend work requires CO approval.
• Limit material storage to designated areas identified during preconstruction meeting.
• No food/garbage left outdoors; pets and wildlife feeding are prohibited.
• Confine operations to project limits; repair any damaged natural features.
• Comply with park traffic rules; park only in designated areas; maintain emissions compliance;
report spills immediately; meet DOT requirements.
Deliverables
• Load calculations and design documentation.
• Manufacturer product specifications and performance ratings.
• Installation schedule and milestone timeline.
• Operation & Maintenance (O&M) manuals for each installed unit.
• System testing and commissioning report.
• Final inspection sign-off by COR.
• Manufacturer warranties (10-year compressor minimum).
• Contractor workmanship warranty (1-year minimum).
• Documentation of thermostat setup and system connectivity.
Final Inspection Readiness Ensure that all affected areas are clean, complete, and visually consistent with the building’s pre-installation condition prior to final inspection by the Contracting Officer’s Representative (COR). Any deficiencies identified during inspection shall be corrected at no additional cost to the Government.
All restoration work shall be completed to the satisfaction of the COR. The Contractor is responsible for coordinating all repairs and final cleanup to minimize disruption to park operations and preserve the functional integrity of the facility.
Demonstration & Training Contractor shall demonstrate full functionality of the installed mini-split system, including each indoor unit, the outdoor condensing unit, and all thermostats. The demonstration shall confirm that each zone operates properly in all modes and that the system responds appropriately to user input. The contractor shall also provide on-site training to NPS maintenance staff covering the normal operation of the system, use of thermostats and basic maintenance.
Closeout Submittals
• Preventive maintenance schedule for major components.
• Operating instructions for thermostats and equipment.
• Material and equipment cut sheets.
• Updated as-built drawings, if applicable.
• Manufacturer and contractor warranty documentation.
• Final acceptance confirmation and punch list resolution.
