About this file

This is a Statement of Work (SOW) for upgrading the Intrusion Detection System (IDS) in Building 2025 at Peterson Space Force Base, Colorado, prepared by Space System Command Detachment 5. The project encompasses three rooms (120, 160, and 163) with distinct objectives: Room 160 requires installation of a fully compliant and functional UL 2050-compliant IDS to meet accreditation standards for open storage of classified information; Room 163 requires updating and installing an IDS and monitoring system to support conversion into a Closed Area/Integrated Commercial Area (CPA/ICA); and Room 120 requires installation of a network switch and alarm panels to support additional alarm points for integration into the base intrusion detection system.

The new IDS must be built on the AMAG Symmetry platform and fully integrated with existing Access Control Systems to maintain seamless operation of all functionalities including door ajar alarms. All work must comply with Intelligence Community Directive (ICD) 705, ICS 705, DoD Manual 5200.01 Volume 3, UL 2050, NFPA codes, and Peterson SFB Facility Installation Standards. Room 160 core components include AMAG Symmetry M2150 Controller Boards, a high-security Balanced Magnetic Switch, dual-technology PIR motion sensor, AMAG Javelin keypad reader, Altronix power supply, 24-hour UPS backup, TrendNet 16-port network switch, media converters, optical fiber cabling, and line supervision resistor packs. Room 163 requires installation of a new AMAG Javelin reader, local 120V power supply, dedicated electrical conduit runs to the facility network panel, and programming/configuration to guarantee robust network connectivity. Alarm monitoring must immediately report all conditions to Peterson SFB's base alarm system monitored 24/7 by the 21st Security Forces Squadron, with minimum Symmetry software version 10.1, fully supervised and encrypted data communication, and no new monitoring stations required. Contractor deliverables include a comprehensive project plan with installation timeline, as-built drawings showing exact locations of all security/IDS components and conduit runs, a 24-hour critical system failure response plan, comprehensive equipment list with makes, models, and serial numbers, signed functional test results, and a standard one-year warranty. Work hours are restricted to 0730-1600 hours Monday through Friday, with daily cleanup and trash removal mandatory. Final project acceptance requires successful joint inspection and functional testing witnessed by government security representative and 21SFS/ESS personnel, verification of alarm reporting to 21 SFS, and formal accreditation by the Site Accrediting Official.

Prepared By:

Space System Command (SSC)

Detachment 5

Product Support Facility, Bldg. 2025

Peterson SFB, CO 80914-2902

SCOPE OF WORK

1. General

This scope of work outlines the requirements for upgrading the existing Intrusion Detection

System (IDS) in Building 2025, Rooms 120, 160 and 163, on Peterson SFB. This system is a critical component required to meet accreditation standards for the open storage of classified information.

• Room 160 Project Objective: Install a fully compliant and functional IDS to meet accreditation standards for the open storage of classified information.

• Room 163 Project Objective: Update and install an Intrusion Detection and Monitoring system pursuant to converting Room 163 into a Closed Area / Integrated Commercial

Area (CPA/ICA).

• Room 120 Project Objective: Installation of network switch and alarm panels in Room

120 to support additional alarm points for the integration into the base intrusion detection system and connectivity requirements.

• The contractor must provide a comprehensive solution encompassing the design, installation, programming, configuration, and testing of a new Intrusion Detection

System (IDS) for each room.

2. Governing Directives and Compliance

All work must be performed in strict accordance with the latest versions of the following standards:

• Intelligence Community Directive (ICD) 705 and Intelligence Community Standard

(ICS) 705 (Physical Security Standards for Scifs/Secure Areas).

• DoD Manual 5200.01, Volume 3, "DoD Information Security Program: Protection of

Classified Information"

• Underwriters Laboratories (UL) 2050, "Standard for National Industrial Security

Systems".

• CISF Site Specifications No. DACA45-92-B-0048 (March 1992).

• CISF Design Drawings No. DACA45-92-B-0048 (April 1992).

• Peterson SFB Facility Installation Standards (FIS) (dated 25 February 2005).

• National Fire Protection Association (NFPA) Codes and Standards (2014 Edition).

• Uniform Mechanical Code (UMC) (2014 Edition).

• All applicable Peterson SFB and U.S. Space Force installation and security standards.

3. Project Description

3.1 System Platform and Integration

The new IDS must be built upon the AMAG Symmetry platform. The contractor must ensure the new system is fully integrated with the room's existing Access Control System (ACS) so that all functionalities, including "door ajar" alarms, operate seamlessly alongside the new IDS.

3.2 Demolition Requirements

• Room 160: No demolition required.

• Room 163: No structural demolition or changes required. Electrical, communication, security, HVAC, and fire protection layouts will remain intact except for the specific security modifications detailed in this SOW. Daily cleanup of all work areas and immediate trash removal is mandatory. Intrusion bar installation (Man-Bars) not required.

Being installed under another project.

• Rm 120: No demolition required.

4. Room 160 Technical Requirements

The contractor must install a new, UL 2050-compliant IDS integrated with the room's existing

Access Control System (ACS) to maintain active "door ajar" alarm and access control functionalities. All three areas (Rms120/160/163) will be rated as CPA areas, requirement for personnel performing work will not require special or higher certifications than standard personnel security clearances.

4.1 Room 160 Core System Components

6.0 Alarm Monitoring and Communication Standards

All alarm states, conditions, and network pathways for both Room 160 and Room 163 must adhere to the following standards:

• The system must immediately report all alarm conditions (including unauthorized entry, motion detection, and tamper alerts) to the existing Peterson SFB base alarm system, which is monitored 24/7 by the 21st Security Forces Squadron (21 SFS).

• Installation requires at minimum Symmetry software version 10.1 or above for compatibility

• All data communication between the local IDS panels, Room 120 network switch, and the central monitoring base system must be fully supervised and encrypted.

7.0 Project Management, Operations, and Deliverables

7.1 Operational Constraints

• Work Hours: All craftsmen, technicians, and installation activities must occur between

0730 and 1600 hours, Monday through Friday, unless otherwise coordinated and approved in writing by the Government.

• Storage: Limited equipment and material storage areas are available and will be designated by SMC Det 5/OBNF.

• Site Cleanliness: Daily cleanup of work areas and complete trash removal is required of the contractor.

7.2 Contractor Deliverables

1. Project Plan: Prior to commencing any physical work, the contractor must submit a comprehensive project plan, containing an installation timeline and task schedule, for government approval.

2. Accreditation Package: Upon installation completion, the contractor must provide a complete documentation package necessary for the formal accreditation of the spaces, including:

o As-built drawings showing exact physical locations of all security/IDS components, switches (including the Room 120 switch), conduits, and junction boxes. No design-build project requirements, shop drawing will suffice.

o Provide a response plan for critical system failures, minimally within 24 hours of reported outage due to the secure area environment.

o A comprehensive equipment list compiling makes, models, and physical serial numbers for all installed parts.

o The final, signed test results from functional system checkouts.

3. Warranty: Provision of a standard one-year warranty covering all materials provided and workmanship.

7.3 Government Furnished Support

• The Government will provide security escorts for the contractor personnel as required to access secure spaces in Building 2025.

7.4 Final Acceptance

Final project acceptance for each room is strictly contingent upon:

1. A successful, joint final inspection and functional testing process witnessed by the government security representative and 21SFS/ESS personnel.

2. Verification that all alarms report successfully and securely to the 21 SFS.

3. Formal accreditation of each room's security system by the government’s Site

Accrediting Official (SAO).
