Statement of Work for Fire Extinguisher Replacement/Inspection/Maintenance Services Cheyenne VAMC
1. Purpose: The Department of Veterans Affairs, Cheyenne Medical Center requires the replacement, inspection, maintenance, and servicing of ABC Fire extinguishers on the Cheyenne campus.
A. The fire extinguisher replacement/inspection/maintenance contractor shall remove and replace all fire extinguishers in the base year of the contract within 30 days of award and provide annual inspections of all fire extinguishers on the Cheyenne VAMC campus. Contractor will be responsible for the disposal of the “old” removed fire extinguishers and the decommissioned stock mentioned later in this Statement of Work (SOW).
2. General Information
A. Base Year Installation: Contractor shall remove and replace all existing fire extinguishers currently in service on the Cheyenne VAMC campus including fleet vehicles. Refer to fire extinguisher information for anticipated counts.
B. Removal and Disposal of decommissioned fire extinguishers: Along with the removal and disposal of the fire extinguishers currently in service the contractor shall remove and dispose of the backstock of decommissioned extinguishers located on the main level of Building 11.
Decommissioned extinguisher counts:
· 2.5 lbs. – qty: 6
· 8 lbs. – qty: 6
· 10 lbs. – qty: 12
· 15 lbs. – qty: 70
C. Inspections: Fire extinguishers shall be inspected, tested, and maintained annually in accordance with the most recent NFPA 10 requirements.
a. Contractor shall provide COR a minimum two (2) weeks’ notice of anticipated inspection date so COR can coordinate with available staff.
b. Contractor performing inspection shall be a certified portable fire extinguisher technician.
D. Deliverables: Contractor shall provide a comprehensive report for each fire extinguisher. Inspection report shall be received by COR within 30 days of completion of each inspection.
a. Provide one (1) printed and bound copy of the inspection report.
b. Provide one (1) electronic file of the inspection report in PDF/Excel/Word.
c. Inspection reports shall include but not be limited to:
· Location in designated place.
· Visibility of the extinguisher or means of indicating the extinguisher location.
· Access to the extinguisher.
· Pressure gauge reading or indicator in the operable range or position.
· Fullness determined by weighing or hefting.
· Indicator for non-rechargeable extinguishers using push-to-test pressure indicators.
· Visual inspection
· Verify that operating instructions on nameplates are legible and face outward.
· Check for broken or missing safety seals and tamper indicators.
· Examine for obvious physical damage, corrosion, leakage, or clogged nozzle.
d. Contractor shall provide inspection record tag in laminated sleeve on all fire extinguishers. Tags shall be fixed to extinguisher via plastic tie. Inspection tag shall have designated spaces for monthly extinguisher inspections.
E. Maintenance/Servicing: Contractor shall provide servicing and maintenance in a manner that will ensure their serviceability and prevent deterioration in value of effectiveness and in compliance with NFPA10 standards and requirements.
a. Contractor performing maintenance/servicing shall be a certified portable fire extinguisher technician.
b. Extinguisher components requiring maintenance, servicing and repair shall include but not be limited to:
· O-rings
· Valve Stems
· Gauges
· Hose Bands and Clips
· Pull Pins
· Nozzles
· All other fire extinguisher components as deemed necessary.
Maintenance Procedures include the examination of the following:
· Mechanical parts of all fire extinguishers.
· Extinguishing agent
· Expelling means
· Physical condition
c. If emergency/deficiency repair services are required, the contractor shall submit a detailed quote to both the Contracting Officer and the COR. The quote shall include the appropriate labor hour rate, an itemized list and cost of parts, and the estimated number of labor hours required to complete the service. The quote must be approved by both the Contracting Officer and the COR prior to the commencement of work.

5. Security Requirements
A. The contractor shall comply with agency personal identity verification procedures identified in the contract that implement homeland security presidential directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and federal information processing standards publication (FIPS PUB) number 201.
6. Contractor Furnished Property
A. The contractor shall provide all management, scheduling, labor, transportation (vehicles), carts, equipment/parts and tools as necessary to provide services in accordance with service calls.
7. Impaired Personnel
A. The contractor shall immediately comply with any Government requests to remove any contractor personnel whose actions or impaired state raises reasonable suspicion that a clear and present danger, or physical harm exists to contractor employee(s), government personnel, or the impaired individual. Removal of contractor personnel for cause does preclude the contractor from providing sufficient personnel to execute any requirements (work orders) issued under contract.

9. Period of Performance
A. Base year: September 30th, 2024 to September 29th, 2025 Option year 1: September 30th, 2025 to September 29th, 2026 Option year 2: September 30th, 2026 to September 29th, 2027 Option year 3: September 30th, 2027 to September 29th, 2028 Option year 4: September 30th, 2028 to September 29th, 2029
B. Contractor is expected to conform to agency normal operation hours on Monday through Friday from 8:00am – 4:30pm (MST) excluding federal holidays, unless otherwise noted. Work hours subject to approval of COR. Work outside of normal operation hours will require coordination with the COR. Provide a minimum of 48 hours advanced notice to the COR for work outside of normal operation hours.
10. Escort and Security Police Check In:
A. All contractor personnel working onsite at the VA facility shall check in and out with VA Police dispatch located in the main hospital building (Room B1-84). Access to work areas and performance monitoring will be provided by VA CORs. In all cases, the COR and Supervisory Facilities Manager shall be notified of any changes which may affect the response time of vital equipment.
