36C25924Q0680 Fire Extinguishers Questions and Answers Question 1: Base Year Installation--Do any of the identified locations for existing fire extinguishers require installation or repair to the wall mounts?

Government Response: No; universal wall mounts and/or ‘boxes’ are in place that will accommodate most major brands of fire extinguishers.

Question 2: Does the Cheyenne VA Medical Center have a designated receiving facility for receiving freight shipping? Our current assumption is fire extinguishers will be delivered in bulk to the Cheyenne VA Campus then our employees will move them to the appropriate building and location for installation.

Government Response: Cheyenne VAMC does have a receiving warehouse; however, VA staff cannot receive nor sign off on contractor packages. Contractor shall work with the COR for an on-campus delivery location (staging area) and notify the COR of expected shipping date.

Contractor shall provide the shipper with ‘special delivery instructions’ and keep in close contact with the shipper to ensure Contractor is present for receipt of the delivery at the staging area.

Question 3: Are the fleet vehicles co-located in a motor pool or are they spread around the campus and are there any anticipated access issues to vehicles?

Government Response: Fleet vehicles are located onsite in a common motor pool. VA & COR will assist with vehicle access and there are no anticipated issues with access beyond normal fleet usage constraints (6-8 vehicles per day).

Question 4: Are any of the fire extinguishers located where the following conditions have been identified by the VA Campus and Facility Management Teams?

0. High frequency of fires in the past

0. Severe Hazards

0. Locations that make fire extinguishers susceptible to mechanical injury or physical damage

0. Exposure to abnormal temperatures or corrosive atmosphere

Government Response: No; some extinguishers are in mechanical rooms; however, they do not meet the above description/criteria.

Question 5: Removal and Disposal of decommissioned fire extinguishers -- Are the decommissioned extinguishers located on the main level of Building 11, empty, expired and still have the chemical within the extinguisher, or a mixture of both?

Government Response: All decommissioned extinguishers are expired and still have chemical in them.

Question 6: Inspections -- Clarification is needed for the SOW Paragraph 2.C, is requested annual inspection the “Annual External Examination of All Extinguishers” outlined in NFPA 10 7.3.2? NFPA 10 requirements state that fire extinguishers should be inspected monthly (NFPA 10 7.2.1.2.1) and that persons performing the inspections shall not be required to be certified (NFPA 10 7.1.2.3).

Government Response: Inspections, testing, and maintenance must be performed annually in accordance with NFPA 10. The SOW has been edited to delete 2.C.b.

Question 7: Who is the Authority Having Jurisdiction (AHJ) that could provide a list of suitable portable fire extinguisher certifications as NFPA does not have a specific certification that the SOW is requesting in Paragraph 2.C.b?

Government Response: The SOW has been edited to delete 2.C.b.

Combined Synopsis/Solicitation for Fire Extinguishers Replacement/Maintenance/Testing/Inspection Cheyenne, WY VAMC

I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

II. This is a Request for Quote (RFQ) Solicitation number 36C25924Q0680. The government anticipates awarding a firm-fixed price contract resulting from this solicitation.

III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.

IV. This acquisition is set-aside for100% Service-Disabled Veteran Owned Small Business (SDVOSB).

V. The North American Industry Classification System (NAICS) code is 423990 Other Miscellaneous Durable Goods Merchant Wholesalers with a small business size of 100 Employees.

VI. The PSC is J042 Maint/Repair/Rebuild of Equip- Fire Fighting/Rescue/Safety Equip; Environ Protect Equip/Matls.

VII. Department of Veterans Affairs, Network Contracting Office 19 Located at 6162 S. Willow Drive, Suite 300, Greenwood Village, Colorado 80111, in support of the Cheyenne VA Medical Center, 2360 East Pershing Boulevard, Cheyenne, WY 82001-5356 is seeking to procure services in accordance with the Statement of Work and price schedule.

IX. Place of performance is for this project is Cheyenne VA Medical Center, 2360 East Pershing Boulevard, Cheyenne, WY 82001-5356. Period of performance has a one-year base period of 09/30/2024-09/29/025 with four (4) 12-month option periods.

X. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.

XI. ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The version of FAR 52.212-1 in the addendum is tailored for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 contained in the FAR.

OFFER SUBMITTAL INSTRUCTIONS:

Offeror shall:

1. Submit offers by Due Date/Time specified in section XVIII. Late quotes shall not be considered.

1. Acknowledge all amendment acknowledgements as part of their quote.

1. Submit the completed Price Schedule Table from Section VIII with the offer.

1. Complete and submit 852.219-75 VA Notice of Limitations on Subcontracting – Certificate of Compliance for Services and Construction (January 2023) (DEVIATION). (Attachment 3)

1. Submit Technical Capability Documents.

1. Submit three (3) relevant past performances evaluations.

(End of Provision) XII. The provision at 52.212-2 Evaluation – Commercial Items applies to this acquisition.

Addendum to 52.212-2 EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES

(a) Basis of Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will evaluate offers based on price and other factors. Evaluation of quotes will be conducted utilizing Simplified Acquisition Procedures in accordance with FAR 13.106-2(b)(3), Evaluation of Quotations or Offers, using comparative evaluation. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most beneficial to the Government. The Government reserves the right to consider a quotation other than the lowest price. Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides a benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each offer must meet the requirements of the solicitation to be considered for evaluation.

Please read each section below carefully for the submittals and information required as part of the evaluation. Offers missing the requested information below, as well as the items listed in the Addendum to FAR 52.212-1, Instructions to Offerors, shall be considered non-compliant and may be removed from the evaluation process.

a. Technical Capability - Technical Capability Offerors shall submit documentation illustrating a clear description of the management methodology that will be used for executing the effort described in the SOW. This description shall include staffing approach, background investigation considerations, meeting deliverable deadlines, identifying, and managing risks, identification of all planned facilities to be used in support of the effort, and details of how the proposed effort will be assigned within the corporate entity and among any proposed subcontractors. There is an eight (8) page limit, any pages after page 8 may not be evaluated.

b. Price – The Government will evaluate the price schedule submitted by each offeror. Contractors shall submit pricing on Section VIII; firm fixed unit pricing shall include all labor, overhead, profit, materials, and associated costs of the like to provide services.

1. Pricing shall not be handwritten on Section VIII to ensure they are legible.

2. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

c. Past Performance - The quote shall include three (3) relevant past performances evaluations with their quote. The Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance. If an offeror has no record of relevant past performance record or if information is not available, they will not be rated favorably or unfavorably.

(b) Options - The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

(c) Acceptance of Offer. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.

XIV. FAR 52.212-4 – CONTRACT TERMS AND CONDITIONS – COMMERIAL ITEMS (November 2021), applies to this requirement.
