About this file

This scope of work document outlines requirements for the demolition of 140 bunkers located at Midewin National Tallgrass Prairie in Wilmington, Illinois. Contractors will be required to remove all woody vegetation within 100 feet of each bunker, dismantle and remove all above-ground structures and foundations to a minimum depth of two feet, backfill and grade each site, and seed and mulch the areas with an approved prairie grass mix. All demolition debris must be properly recycled, reused, or disposed of at designated locations. Asbestos has been identified in the bunker doors, and contractors will be responsible for proper removal and disposal according to state regulations. The work must be completed in accordance with environmental standards to minimize impacts to the site. The Forest Service will oversee the work and inspect for compliance.

Attachment 1 - Scope of Work

Midewin National Tallgrass Prairie - Group 65 and Group 66 Bunker Demolition

BACKGROUND

The Midewin National Tallgrass Prairie (MNTP) is made up of approximately 19,000 acres of land that previously belonged to the US Army Arsenal, Joliet, IL. Midewin Bunker Groups 65 and 66 are located on what was once the Joliet Army Ammunition Plant Load-Assembly-

Package (LAP) Area. It covers 22 square miles of a former Army munitions facility. The Army constructed buildings and structures to support their activities between 1940 and 1960. From the early 1940s through 1977, high explosive artillery shells, bombs, mines and small arms ammunition were loaded, assembled and packaged on site. The entire site falls under the

Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as a Superfund site, which established prohibitions and requirements concerning closed and abandoned hazardous waste sites. Clean-up operations were completed in

2008, but there remains the potential for discovery of CERCLA wastes, Toxic Substances

Control Act (TSCA) waste, Polychlorinated Biphenyl (PCBs), or remnant ordnance materials

(Munitions and Explosives of Concern (MEC)). Over time, virtually all army structures will be removed to facilitate the prairie restoration of the MNTP. Many of the structures in place are not currently in use.

The Forest Service (FS) has a requirement for Prairie Wide Demolition/Removal of Group 65 and Group 66 Bunkers in preparation for the restoration of the MNTP. The Midewin location is:

Midewin Address:

Midewin National Tallgrass Prairie

Contractors shall provide all expertise, labor, supervision, services, equipment, tools, supplies, materials, permits, licenses, transportation, and incidentals necessary to perform the required work, for which the desired outcome is in strict accordance with the standards incorporated into each BPA and each BPA Call (the actual order placed against a BPA).

Individual BPA calls will require work that includes removal and disposal of structures and structural components. This work shall also include restoration/stabilization of the site where structures are removed (i.e., seeding/mulching to mitigate short term soil erosion). All bunkers have trees and wooded vegetation growing on and around the structures that will require removal prior to demolition. All debris shall be removed from the worksite and disposed of at a stockpile location identified in the BPA call. Contractors will be required to dismantle, remove, and transport to a designated area on Midewin: all concrete floors, walls, foundations, and other miscellaneous concrete removed as part of the demolition process. All other demolition debris

RFQ 12441923Q0095

shall be recycled or disposed as identified in the matrix below. Contractors shall complete all work in accordance with requirements and standards established in this BPA, Illinois

Environmental Protection Agency (IEPA) laws and regulations, and established industry standards applicable to commercial structure demolition in the state of Illinois.

SCOPE/TASKS

The Contractor shall remove all wooded vegetation that currently exists on the bunkers within the designated work zones. (A 100’ perimeter around the outside edge of the bunker). See photos attachment of the Group 65 and Group 66 vegetation growth as examples. No tree and shrub removal shall be accomplished between April 15th and August 15th unless otherwise authorized by the Contracting Officer’s Representative (COR). Midewin personnel will flag any monitoring wells or other structure to be preserved, and will mark all locations of TE species, RFSS and all desirable trees and shrubs to indicate they are not to be damaged or removed.

Contractors shall only use hand tools within 25’ of a designated TE species and RFSS areas.

The Contractor shall be responsible for replacing all desirable trees and shrubs their activities damage or destroy with the same species. No woody vegetation removal waste shall be left or deposited within the boundaries of a stream channel, including on terraces, sand bars, or islands.

All green waste from woody vegetation removal from MNTP will be recycled unless specifically approved otherwise by the COR. At least 98% of all green waste from woody vegetation removal must be removed from the work site and hauled to the stockpile location indicated in the BPA Call, unless otherwise approved by the COR. Any residual green waste left on the ground following removal shall be less than two (2) inches deep. All locations of temporary storage of green waste will be approved in advance by the COR. All chip piles and green waste must be removed from the worksite and transported to the designated stockpile by

April 15th to minimize disturbance to habitat unless otherwise approved by the COR. All green waste and chips removed from MNTP shall be fully documented with regards to amounts, dates of removal, destination, and acceptance of the material by the third party. The Forest Service will periodically inspect the Contractor’s work to ensure that these requirements are fulfilled.

The soil shall be removed and piled on site to be used to smooth and final grade the area before seeding. Past experience has shown that there should be no need to bring in additional soil.

Disturbed areas at the worksite shall be kept to the minimum area required to efficiently remove the structure.

The Contractor shall remove bunker and foundation concrete to a depth of two (2) feet below surrounding grade. Contractor may choose to remove all concrete that is deeper than two feet if it is more efficient to do so. Under no circumstances will the contractor be allowed to bury broken concrete at the bunker site (i.e.: Collapsing the bunker on itself or to the side and burying it is not allowed). All concrete shall be transported out of the work zone to the designated stockpile location as shown in the attachments. It will be up to the contractor to decide if they wish to process the concrete and separate and recycle the steel prior to depositing it at the designated stockpile area. If the steel is left in the concrete after transporting it to the stockpile, the contractor will not be allowed to recover it later. The concrete must be sufficiently broken into transportable size pieces before it is hauled to the stockpile location.

Each concrete bunker is currently covered with two feet of topsoil.

The Contractor shall supply and distribute seed and spread mulch in accordance with the following specifications:

Seed Mix Requirements:

Spring oats - 25 lbs/acre

Perennial ryegrass - 10 lbs acre

Redtop - 5 lbs acre

Bluegrass - 5 lbs acre

Hungarian (smooth) brome grass - 5 lbs acre

No fertilizer.

Mulch Requirements:

Mulch with straw or other MNTP approved mulch. Apply pasture grass mix to disturbed areas at the minimal of 50 lbs./acre and mulch with straw or other MNTP approved mulch.

Groups 65 and 66 are active cattle grazing pastures. Gates will be required to be shut in order to contain the herd. Any cattle that may escape due to a contractor’s failure to close the gates shall become the contractor’s liability to recapture or pay the permitted rancher for the loss.

It should be noted that previous testing of the bunkers showed asbestos is located in the doors of the bunkers and is completely encapsulated by the steel skin of the door.

The contractor shall be responsible for submitting the proper notification to the Illinois

Environmental Protection Agency (EPA) using the State of Illinois

Demolition/Renovation/Asbestos Project Notification Form included with the solicitation. This report requires asbestos information which will be provided by the US Forest Service. A copy of an asbestos inspection report will be provided on each BPA Call that shall be included with the submission of this form.

It shall be the responsibility of the contractor to complete the required notification, including any fees, submitted to the IEPA, and receive confirmation from the state before any removal services can begin.

Rejected equipment will be replaced or the deficiencies corrected. Sample deficiency corrections could include taking the equipment through an off-site car wash to remove soil or correcting any noticeable oil leaks. If the equipment cannot perform on site, it may also be removed or replaced.

Soil or other resource damage (rutting deeper than two inches, tracking, etc.) shall be mitigated by the contractor using conservation techniques such as baffling, erosion netting, siltation fence, seeding and mulching. Soil from any excavation required to complete a task order shall be stockpiled and surrounded by siltation fencing. USDA Forest Service COR will approve the layout of the siltation fencing.

Future BPA calls may require the contractor to perform work in environmentally sensitive areas as determined by the US Forest Service. BPA Call orders will include descriptions of any sensitive areas that overlap with the typical work zone of the bunker, (within 100’ of the outside perimeter of the structure). Contractor shall avoid heavy equipment in sensitive areas during times when the soil is soft. Contractor may enter when ground is dry or frozen or with vehicles that have a low ground pounds-per-square-inch loading (not to exceed 4). Work is to halt if thawing or heavy precipitation occurs.
