The National Institute of Standards and Technology seeks one (1) high-performance computer system with the following specifications: Intel Xeon 676X processor, 256 GB of RAM or more, 2 TB M.2 SSD, and NVIDIA PRO 5000 Blackwell 48GB graphics card. The system must be new, unused, and in original manufacturer's packaging with all original documentation and software included. Gray market components and experimental or prototype items are not acceptable. Delivery shall be FOB Destination to Building 220, 100 Bureau Drive, Gaithersburg, MD 20899, within 30 days after receipt of order (NLT 30 days ARO). The NIST Technical Point of Contact (TPOC) will review the system and respond with acceptance or revision request within 30 days of receipt. Acceptance testing may include visual inspection for transport damage and performance testing with 3D scan data to verify the unit meets specified requirements; NIST reserves discretion to forego performance testing. The contractor shall provide a minimum two-year warranty in accordance with FAR 52.212-4. Payment shall be made under Net 30-day terms at 100% upon acceptance by the TPOC and after successful completion of testing requirements and demonstration that the instrumentation performs in accordance with document specifications. The contractor is responsible for latent defects discovered after final inspection, with liability prorated over the equipment's useful life. Ownership transfers to NIST upon government acceptance.

NIST Requirements Document High-Performance Computer
I. Background
The Dimensional Metrology Group (DMG) within the Sensor Science Division is actively engaged in multiple research and development efforts involving 3D laser scanning and advanced dimensional measurement technologies. As part of these initiatives, the group owns and has several additional systems currently in procurement a diverse suite of state-of-the-art 3D laser scanners. These instruments are capable of generating extremely large, high-density point clouds and complex geometric datasets, often reaching tens or hundreds of gigabytes per scan depending on resolution, surface characteristics, and scanning modality.
The data produced by these systems are essential for DMG’s mission to advance precision dimensional metrology, support national measurement standards, and develop next-generation methods for geometric characterization. As the group expands its scanning capabilities and integrates higher-resolution instruments, the scale of data generation continues to increase. This growth directly impacts the computational infrastructure required to support ongoing research, experimental validation, and standards development activities.
II. Scope As we acquire 3D scans using a number the scanners that we own. To effectively process, analyze, and manage these data, we need a high-performance computer (HPC) capable of supporting advanced point-cloud processing, mesh generation, and other demanding computational workflows. The desktop and laptop systems currently available to our group do not provide the necessary memory capacity, processing power, or storage performance to handle these datasets, and therefore cannot support the level of computation required for our ongoing 3D scanning activities.
III. Minimum Requirements The Contractor shall provide a system that meets all technical specifications identified below.
All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

IV. Deliverables
Standards of Acceptance: The NIST TPOC shall review the system and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within 30 days of receipt of deliverable.
V. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 30 days ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. VI. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
ITAC will install the operating system and perform initial checks. We will process our 3D scan data to assess if the unit is performing as required.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final

4 weeks ARO NIST Gaithersburg inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within 30 days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
VII. Warranty The contractor shall warrant the entire system for a period of a minimum of two years after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after acceptance by the TPOC, AND
2. After the successful completion of the testing requirements set forth in this document, AND
3. After successful demonstration by the instrumentation that it performs in accordance with the requirements set forth in this document.
