About this file

This is a Statement of Work (SOW) for a key inventory project at three Lower Colorado Dams Office (LCDO) facilities: Hoover Dam in Boulder City, Nevada; Parker Dam in Parker, California; and Davis Dam in Bullhead City, Arizona. The contractor must create a comprehensive inventory of all doors, gates, and specialty access points across these three dam facilities to support planning and cost estimation for a full rekeying initiative.

The contractor is required to provide, install, and configure Openings Studio desktop software and integrate it with LCDO's existing Assa Abloy/Medeco SimpleK software for key management. Core deliverables include onsite inventories with approximately 921 door openings at Hoover Dam, 100 at Parker Dam, and 117 at Davis Dam, complete with detailed documentation of installed doors, frames, and hardware components. The contractor must gather required photos and documents for each opening, install QR tags at each location, upload all data into Openings Studio, and provide detailed PDF inventory reports for each facility. Additional deliverables include a fully functional and loaded Openings Studio desktop project, a Gantt chart with timeline and milestones, and comprehensive training for LCDO personnel on system use with support for at least three concurrent users. The period of performance is 90 days from contract award, with all work performed onsite at the three dam locations. The contractor is responsible for travel and lodging. The Government will provide access to software, ladders, and equipment needed for the inventory work, along with security badges issued daily and required Government escort personnel throughout performance. All deliverables must meet 100% completion standards with LCDO representative approval, including accurate descriptions, verified photos and QR tags, clear organized reports free of errors, and successful validation testing by LCDO IT personnel.

2. Scope

The LCDO Key Inventory Project will create a comprehensive inventory of all doors, gates, and specialty access points across Hoover, Parker, and Davis Dams. This effort supports accurate planning and cost estimation for a full rekeying initiative, ensuring continued security and operational efficiency. This inventory will provide:

• Documentation of door opening deficiencies affecting proper hardware installation and operation

• Identification and recording of lock types to support future key system upgrades

• Documentation of installed locking/latching devices, controlling hardware (closers and operators), and access control components

All collected information will be uploaded into Openings Studio desktop software, which the contractor must provide and install, as it is not currently in use at the three dam facilities. Openings Studio will integrate with LCDO’s existing Assa Abloy SimpleK software to support key management. This integration will enable LCDO staff to review all opening details, verify needed parts for repairs, and improve efficiency in service dispatch. All doors and openings will be QR-tagged to ensure maintenance personnel can easily confirm the correct location when performing work.
