About this file

This is a Determination to Solicit from a Single Source form filed by the U.S. Department of the Interior, Bureau of Reclamation (BOR), Lower Colorado Basin (LCB), Lower Colorado Dams Office (LCDO).

The procurement involves Openings Studio Building Information Management software by ASSA ABLOY, Electronic Door Security Sales Group, Inc. The software is required to complete a comprehensive inventory of all doors, gates, and specialty access points across three dam facilities: Davis Dam in Bullhead City, Arizona; Hoover Dam in Boulder City, Nevada; and Parker Dam in Parker, California. The LCDO Key Inventory Project will document door opening deficiencies, identify lock types, and record installed locking devices, controlling hardware (closers and operators), and access control components. All collected information will be uploaded into Openings Studio desktop software, which the contractor must provide and install. The software will integrate with LCDO's existing ASSA ABLOY SimpleK software to support key management and enable staff to review opening details, verify needed parts for repairs, and improve service dispatch efficiency. All doors and openings will be QR-tagged for maintenance personnel reference.

The single-source justification is based on Openings Studio's direct integration capability with LCDO's existing SimpleK platform and continuity requirements with current systems. The contracting officer determined that this is the only solution providing seamless data synchronization for door schedules, hardware sets, and keying data while avoiding operational risk and cost escalation from non-integrated alternatives. Market research indicates Openings Studio is free design software that ASSA ABLOY provides to end-users, architects, and security consultants, with reasonable expectation that contractors can supply it. The contracting officer will conduct price analysis using market data, current price lists, and historical pricing comparisons.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Updated IAW Revolutionary FAR Overhaul 13 and DOI-AAAP-F013

Pursuant to Federal Acquisition Regulation (FAR) 13.101(b)), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from a single source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). FAR Part 13 procedures may only be used if there are no commercial products or commercial services that can satisfy the agency’s needs and the supplies or services are not available from a required source.

1. Agency and Contracting Activity.

U.S. Department of the Interior, Bureau of Reclamation (BOR), Lower Colorado Basin (LCB), Lower Colorado Dams Office (LCDO).

2. Name and Address of Single Source.

This form is being used to justify the use of a brand-name item, Openings Studio Building Information Management software by ASSA ABLOY, Electronic Door Security Sales Group, Inc.,

3. Description of Supplies/Services and Estimated Cost.

This form is being used to justify the use of a brand-name item, Openings Studio Building Information Management software, needed to complete the requirement for a comprehensive inventory of all doors, gates, and specialty access points across Davis Dam in Bullhead City, Arizona, Hoover Dam in Boulder City, Nevada and Parker Dam in Parker, California. The LCDO Key Inventory Project will create a comprehensive inventory of all doors, gates, and specialty access points across Hoover, Parker, and Davis Dams. This effort supports accurate planning and cost estimation for a full rekeying initiative, ensuring continued security and operational efficiency. This inventory will provide:

• Documentation of door opening deficiencies affecting proper hardware installation and operation

• Identification and recording of lock types to support future key system upgrades

• Documentation of installed locking/latching devices, controlling hardware (closers and operators), and access control components

All collected information will be uploaded into Openings Studio desktop software, which the contractor must provide and install, as it is not currently in use at the three dam facilities.

Openings Studio will integrate with LCDO’s existing Assa Abloy SimpleK software to support key management. This integration will enable LCDO staff to review all opening details, verify needed parts for repairs, and improve efficiency in service dispatch. All doors and openings will be QR-tagged to ensure maintenance personnel can easily confirm the correct location when performing work.

4. Description of Circumstances, including why only one source is reasonably available.

IAW FAR 13.101(b), specific characteristics of the Openings Studio Building Information Management software that limit the availability to a brand name are interoperability with BOR’s existing ASSA ABLOY systems (e.g., Glen Canyon Dam uses a registered SARGENT master system—also an ASSA ABLOY brand). Continuity is required with LCDO’s current SimpleK platform and documented Openings Studio integration, ensuring seamless data flow from specification through key management, avoidance of operational risk and cost escalation from introducing non-integrated brands (which would require new software licensing, data migration, and re-survey of openings).

ASSA ABLOY Openings Studio Building Information Management software is required as it is the only solution that integrates directly with LCDO’s existing SimpleK software, the key-control platform currently deployed at LCDO. This integration ensures accurate, real-time synchronization of door schedules, hardware sets, and keying data, reducing operational risk and maintaining compliance for critical infrastructure. Without Openings Studio, the agency would incur significant cost and schedule impacts from manual data entry, re-surveys, and potential security vulnerabilities.

5. Determination of Fair and Reasonable Price.

The Contracting Officer will conduct price analysis by reviewing market data for comparable items, examining current price lists, and comparing the proposed price to recent historical pricing.

6. Description of Market Research.

Market research shows Openings Studio is normally “owned” by an end-user or architect, and they give their integrator access to their account. It is not something that is resold. It is a free design software that Assa Abloy provides to end-users, architects, and security consultants. Therefore, there is a reasonable expectation that contractors can supply this brand name software.
