About this file
This is a Statement of Work (SOW) for the 934th Airlift Wing at Minneapolis-St. Paul Air Reserve Station detailing pavement repair services under a Basic Ordering Agreement (BOA) for FY26 and beyond.
The contractor is responsible for performing various asphalt pavement repairs and pavement markings within the MSP-ARS footprint, including all professional services, permits, equipment, labor, tools, materials, and ancillary items. Work includes reapplication of pavement markings (pedestrian crosswalks, parking spaces, fire lanes, directional arrows, speed hump markings, curb colors), crack filling, partial mill/overlay techniques for severe cracking, and full asphalt replacement including aggregate base course. Normal duty hours are 0700-1600 Monday through Friday, excluding Federal Holidays, though work at the main access gate area must occur after 1700 weekdays or weekends (excluding Unit Training Assembly weekends). The contractor must submit a traffic control plan at least ten days prior to work in the security-controlled front entrance area and must obtain approval from the Contracting Officer. All work must comply with MNDOT standards, MUTCD, UFC, UFGS, ASTM International, OSHA, EPA, and ADA requirements. For full asphalt replacement, the required bituminous mix is MNDOT Superpave SP-WE-B4-40F with a 4-inch total thickness applied in two 2-inch lifts. The Period of Performance is 60 calendar days from order placement, with demobilization required within 3 working days of project completion. The contractor must establish security protocols, submit Entry Access Lists at least three days prior, and comply with all MSP-ARS security policies. Repair tasks are categorized in Table 2.8.1 with unit pricing for AC patching, full replacement, various crack repairs, sealcoating, pavement markings, and mobilization/demobilization by repair type.

1.5.2 While there are numerous engineering discipline-focused chapters in both the UFC and UFGS, all guidance and directives applicable to the awarded project shall be followed. If there is a conflict between these codes, regulations and specifications, the most stringent requirements shall apply. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence to applicable codes and/or regulations not specifically addressed.
2.0 Description of Work: The pavement repairs being requested may include reapplication of various pavement paint markings, such as pedestrian crosswalks, vehicle parking spaces, fire lanes, and various transverse markings, to include yield triangles, directional arrows, speed hump markings, stopping lines/bars, multiple curb colors and other miscellaneous pavement markings. There may be repairs to the asphalt pavement requiring crack filling, partial mill/overlay techniques for severe cracking, and areas of full asphalt replacement to include aggregate base course.
The work being performed will be requested through the BOA. The MSP-ARS Civil Engineering Squadron will evaluate which type of maintenance repairs are needed, document their approximate locations on a base map, and provide quantities for each type of repair task when submitting a repair order. Table 2.8.1 shows a listing of the types of expected repairs tasks.
2.1 Demolition and Disposal: Control accumulation of waste materials and trash.
Recycle or dispose of collected materials off-site at intervals approved by the CO and in compliance with waste management procedures. Except as otherwise specified in other sections of the specifications, disposal shall be in accordance with 01 74 19.
2.2 Paint: Paint shall be applied to clean, dry surfaces, and only when air and pavement temperatures are above 40 degrees F, and less than 95 degrees F. Paint temperature shall be maintained within the same limits. New asphalt pavement surfaces shall be allowed to cure for a period of not less than 30 days before application of paint.
Paint shall be applied pneumatically with approved equipment at a rate of coverage as specified in 32 17 23.16. Provide guidelines and templates as necessary to control paint application. Special precautions shall be taken in marking numbers, letters, and symbols. Edges of markings shall be sharply outlined.
2.2.1 Pavement Markings:
• Paints, including curbing, parking lines, gore lines in parking lots, and handicap symbols, shall be a latex material.
• Paint striping width for paint lines shall be a minimum of four (4) inches, where applicable. All other markings shall match existing sizes, shapes and outlines.
• Yellow or Red color paints shall contain only organic pigments. Low VOC (volatile organic compound) levels required, as listed in 32 17 23.16.
• Paint markings on crosswalks, stop bars, and white and yellow roadway markings shall possess reflectorized characteristics, to create better visibility during natural non-light hours. Glass bead requirements are listed in 32 17 23.16.
All other pavement marking types do not require reflective beads.
• Pavement markings shall match existing unless specifically communicated otherwise. The Contractor shall notify government if existing markings conflict with MUTCD, MN-MUTCD or MNDOT standards.
2.3 Asphalt Crack Filling: Meet project specifications and MNDOT standards. For cracks over 1” wide, use partial mill & overlay of 24” wide x 2” depth.
2.4 Asphalt Repair/Partial Mill & Overlay: Meet project specifications and MNDOT standards.
2.5 Full Asphalt Replacement Repairs: Project specifications are used as minimum guidelines to meet, but MNDOT bituminous guidelines shall be the preferred standard to use as they best meet the environmental challenges that occur in the Minnesota region.
2.5.1 Required Bituminous Mix: MNDOT Superpave Mixture shall be SP-WE-B4- 40F.
2.5.2 Other Asphalt Details: Full replacement thickness shall be 4 (four) inches, comprised of 2 (two) each, 2 (two) inch lifts (layers).
2.6 Subbase Repairs: Any damage or structural compromise to the subbase are unknown until the asphalt base has been removed. If the Contractor feels repairs should be made to the subbase before installing new asphalt, the Contractor shall report the condition, along with a proposed solution, to the MSP-ARS CO before proceeding with any further work.
2.7 Asphalt Sealcoating: Meet project specifications and MNDOT standards.
2.8 Types of Repairs: The government routinely performs internal assessments of pavement deficiencies, along with notations for each type of possible repair tasks. The categories listed in table 2.8.1 are to be used for providing the per-unit cost for each repair category.
