The contractor shall provide on-call vault pumping services at multiple campground and recreation sites across two regions: the Challis Area (34,000 gallons capacity) and the Mackay Area (20,000 gallons capacity). Services include all labor, equipment, supplies, transportation, and waste disposal necessary to pump, wash down, disinfect, and properly dispose of waste materials from vault toilets, holding tanks, and RV dump stations. The contract may be split by region. Pricing shall be bid per gallon pumped. Upon BLM point of contact notification by phone, the contractor must complete service within 24 hours for vault toilets, RV campground host tanks, and dump station tanks; emergency service response time is by mutual agreement. The contractor shall use a septic pumper truck with a minimum three-inch suction hose capable of reaching vault cleanouts up to 100 feet from the road. Work includes filling vaults with water to facilitate waste removal, manually or mechanically removing debris mixed with sewage, pressure washing interior vault walls through the cleanout, and completely cleaning and disinfecting any contaminated areas including restroom interiors if spillage occurs. The contractor is fully responsible for waste material disposal and all associated disposal fees in compliance with federal, state, and local regulations, and must transport waste in watertight containers. A pre-work meeting will be held prior to service initiation. Work will be randomly inspected by the Contracting Officer's Representative (COR) on scheduled pumping dates; deficient work must be corrected within 24 hours or result in non-payment. Invoices shall be submitted as work is completed based on actual gallons pumped.

STATEMENT OF WORK
Vault Toilet Septic Tank Service
The vendor shall provide vault pumping services at numerous locations (below). Pumping would be scheduled when contacted by the BLM point of contact (POC) on an as needed basis. This project needs to be bid per a gallon pumped. Furnish labor, equipment, supplies, and materials, to water and pump vault toilets, holding/septic tanks, as described in these project documents.
Contract may be split based on region within field office:

1.1 Summary
A. Description of Work: Contractor shall furnish, on a call when needed basis, vault toilet and holding/septic tank pumping services which includes all equipment, supervision, transportation/fuel, labor, operating supplies, and incidentals necessary to pump, wash down, cleanup, disinfect, and dispose of all waste products removed from vaults, in accordance with the following contract specifications and in accordance with State and Federal regulations.
B. Frequency and Dates of Work: The frequency and exact dates when services will be required cannot be pre-determined. The Contractor will be contacted by BLM POC to schedule service.
C. Scheduling of Work:
The POC shall notify the Contractor of the required service. This notification shall be by phone. Those services for vault toilet, RV Campground Host tanks and dump station tanks must be completed within twenty-four (24) hours of BLM calling for service. Response time for emergency service shall be by mutual agreement between both parties.
D. Definitions:
1. Sewage: liquid, semi-liquid, and solid waste matter contained in vault.
2. Debris: all other refuse found in vault, to include but not limited to items such as cans, bottles, rocks, sticks and logs, animals or animal parts, clothing, plastic bags and containers, metal products, pinecones, food products, cardboard and paper products, whole rolls of toilet paper, tools, diapers and sanitary napkins, and other miscellaneous trash.
3. Waste Material: sewage and debris.
1.2 QUALITY ASSURANCE
A. Quality Assurance: The work shall be inspected as stated in 2.2. Deficient work shall be corrected as stated in 2.3
PART 2: EXECUTION
2.1 MEETINGS
A. Pre-Work Meeting: Shall be held prior to the start of the work. The Contractor will be notified in advance of the meeting time, date, and place. The purpose will be to review required work, invoicing, and other administrative provisions of the Contract.
2.2 INSPECTIONS
A. Method: The work will be inspected randomly by the COR on the scheduled date and time of pumping services.
2.3 DEFICIENT WORK
A. Remedy: If work is found to be deficient, the Contractor shall be notified by the COR immediately and will have twenty-four (24) hours in which to correct the work. The Contractor shall notify the COR immediately after work is corrected.
B. Penalty: Deficient work not corrected by the Contractor in the prescribed time shall result in non-payment of bid item.
2.4 EQUIPMENT
A. Contractor shall use a septic pumper truck with a three (3) inch minimum suction hose.
B. Suction hose shall accommodate a maximum distance from road to vault cleanout of one hundred (100) feet.
C. All equipment shall be in conformance with Federal, State, and local regulations.
2.5 PUMPING SERVICE
A. Contractor shall remove waste material from vault through the cleanout.
B. Before pumping service begins, Contractor shall fill the vault with sufficient water to facilitate removal of all waste materials. (Water will not be provided by the government. However, water could be provided upon contractor request and coordination with the BLM POC).
C. Contractor shall expect debris to be mixed in with sewage and shall be prepared to remove debris either manually or by pumping.
D. Interior vault walls shall be washed by a hose with sufficient pressure to remove clinging waste material. Hose washing shall occur through the cleanout.
E. No waste material shall remain in the vault after pumping services are complete.
F. In the event of spillage, the contractor shall clean and disinfect all contaminated areas outside the vault resulting from the pumping services. Wash all waste material that spilled on the concrete surrounding the cleanout back into the vault. Clean the cleanout hatch and re-bolt/lock into place. If any pumping services occurred inside or in the event of a spillage inside the restroom, the entire restroom shall be cleaned and disinfected, including the toilet seat and riser, walls, door and handles, floor, ceiling, and replacement of toilet tissue if necessary.
2.6 DISPOSAL OF SEWAGE AND DEBRIS
A. The Contractor shall be responsible for waste material disposal and all fees associated with disposal. The Contractor shall conform to all Federal, State, and local laws and ordinances regarding disposal of waste material.
B. The Contractor shall prevent spillage and haul waste material in watertight containers. Contractor's handling of waste material shall conform to all applicable health regulations.
PART 3: MEASUREMENT AND PAYMENT
3.1 METHOD OF MEASUREMENT
A. Units: Gallons pumped is the measurement unit.
B. Each: Gallons pumped for each vault at each work site.
3.2 PAYMENT
A. Payments: Prices and payment will be full compensation for the work described in this section. Payment will be as shown in the Bid Schedule.
B. Invoicing: Invoices shall be submitted as work is completed
