About this file

This document is a Questions and Answers (Q&A) file for the Challis Vault Toilet and Dump Station Pumping Blanket Purchase Agreement (BPA) 140L2626Q0024 issued by the Bureau of Land Management (BLM).

The Q&A addresses three contractor inquiries regarding service requirements and operational expectations. Question 1 clarifies that "wash down, cleanup, disinfect & dispose of waste" refers to cleaning external surfaces such as hatches and concrete areas where effluent spillage may occur, not the interior of vaults. Debris removal procedures require placement in government-provided dumpsters when available (East Fork, Bayhorse, Cottonwood, Joe T Fallini); when unavailable, debris must be bagged for government disposal with contractor notification by phone. Question 2 addresses service scheduling, confirming that pumping is performed on an as-needed basis with a target 24-hour service window, acknowledging that mutual agreement between contractor and government may be reached if the contractor cannot meet this timeframe due to other commitments or fire season priorities. Question 3 responds to incidents of inappropriate debris (loofah's) found in Mackay area vaults by clarifying that the government provides preventative signage and that contractors must contact the government POC to develop solutions for extreme occurrences, rather than engaging volunteer campground hosts.

Question Government response Reference

I noticed the BPA states the awarded contractor is to wash down, cleanup, disinfect & dispose of waste removed from the vaults.

In an effort to keep pricing low, we remove what we must in order to pump the vaults. We place that debris in a heavy duty black waste bag & dispose of it in a dumpster if there is a dumpster near the vault, if not, the debris is left outside of our vault access where the BLM officer can transport to a dumpster.

Our septic trucks are not set up to haul / transport hazardous waste debris.

What is meant by wash down, cleanup and disinfect? Is that referring to the inside of the vault?

The result is to provide a clean ready to use facility for the public post service. The expectation is not to disinfect the inside of the vault, but may include, for example, washing and disinfecting the hatch and concrete outside where spillage/dripping of effluent may have occurred. Communication between the Contractor and Government is imperative. When available, disposal of debris shall be placed in a government provided dumpster (East Fork, Bayhorse, Cottonwood, Joe T Fallini), when not available debris will be removed and placed in a proper bag for disposal by the Government, notification by phone to Government is required to ensure a timely disposal.

We always pump the vaults as quickly as possible; however, we cannot guarantee a 24 hour turn around notice to pump the vaults.

"Pumping would be scheduled when contracted by the BLM POC on an as needed basis" The government understands there are other commitments, priorities and fire season. When the Contractor cannot meet the 24-hour service after a call from the BLM a mutual agreement can be made between both parties. The goal of having an as need basis and 24-hour window for service is to maximize efficiency for both the Contractor and the Government. The BLM is committed to maximizing the volume of the vaults and pumping when only necessary, hence the 24-hour window needed for service.

Last year there were 2 occasions where the Mackay area vaults contained no less than Hundreds, of loofah’s. I’m wondering how that happens. Are the camp hosts not keeping an eye out for shenanigans like these? Vaults containing debris such as this contributes to the rise in cost.

The government provides signage to aid in the prevention of debris going downhole. In the event of extreme occurrence, the Contractor is to contact the Government to develop a solution. Campground Host are a volunteer position and are not to be contacted with Contractor provided services. If question or assistance is needed the Contractor shall contact the Government POC.
