BORDER PROVINCES - ECUADOR
BACKGROUND
The USA Embassy in Quito, through the International Narcotics and Law Enforcement
Affairs Office (INL) is interested to cooperate with the National Police of Ecuador (ENP) in providing a mobile base camp for the Border Police Mobile Unit that will be operating around the border provinces of Ecuador.
The overall intent of the contractual effort for this project is to provide a mobile base camp that includes dormitories for 40 people, one kitchen, one dining room, kennels, administrative area and the respective utilities. The mobile base camp shall be constructed with containers mounted over metallic chassis in order to provide facilities that can be moved according to the needs of the Border Police. The utilities designed for this project have a mobile concept and are detailed in this document.
All the designs for this project were developed by the technical staff of the Planning and
Construction Section of the National Police of Ecuador. These designs were based on the pre-designs developed by the INL’s Construction Engineering Specialist and were also technically approved by the same Engineer.
The Mobile base camp shall be delivered and installed at the Police Superior School
(Escuela Superior de Policia) in Pomasqui, Pichicha - Quito, Ecuador in 120 days from the date that the notice to proceed is delivered to the contractor.
The project shall be conducted in accordance with the drawings and specifications detailed in this document. The Contractor shall perform the following work:
C.1 SPECIFIC TASK
C.1.1 CONSTRUCTION OF CONTAINERS FOR BASE CAMP
The Contractor shall provide 7 high cube containers of 40’ and one standard container of
20’ according to the designs established in drawings A-00, A-01, A-02, A-03, A-04, A-
05, A-06, A-07, A-08 and A-09 and according to specifications detailed in section C.3.1.
detailed in this document. The following containers are part of the project that the
Contractor must deliver according to the contract:
− Five (5) Containers for Bedrooms Module: 40’ High Cube Containers (FEU) that includes two dormitories, each to house 4 policemen and two bathrooms in each unit.

− One Container for Kitchen and Dining Room Module (: 40’ High Cube Container
(FEU) that includes one dining-room for 12 policemen and one kitchen.
− One Container for Utilities Module: 40’ High Cube Container (FEU) that includes one pumps room, one electric power room, one monitoring room, three kennels and one storage room.
− One Container for the Administrative Unit Module: 20’ (TEU) standard Container that includes one office with 4 working stations.
The containers shall be mounted over metallic chassis. For this purpose, the contractor shall provide the materials, accessories, equipment and labor in order to have the appropriate fixation according to the international transportation standards of the Andean region, while the International Narcotics and Law Enforcement Affairs Office (INL) will provide all the required chassis to the Contractor. The contractor will confirm the date and address for the required delivery of the chassis according to his construction schedule. This confirmation shall be delivered to INL in a signed letter 10 days after the contract is awarded to the contractor. INL shall transport and deliver the chassis to the location specified by the contractor. It is needed to clarify that the chassis will be deliver in Ecuador, therefore the contractor has to build the mobile base camp in Ecuador.
Since the mobile base camp will be mounted in various locations, it is needed to clarify that the site plan detailed in drawings are for reference only and shows a typical site that can be used by the police. The contractor is required to deliver and install the pre-fabricated containers at the Police Superior School. The contractor shall mount the containers in order to provide a demonstration of how the containers are to be installed.
For this purpose, the contractor shall prepare a site plan according to the area appointed by the Ecuadorian Police. This site plan must be approved by INL and the ENP prior to delivery of the containers.
C.1.2 HYDRAULIC AND SANITARY SYSTEMS
A. Construction of the Potable Water System
In order to provide the water service to all the sanitary devices of the containers, the
Contractor shall build an exterior and interior water networks, including one hydro-pneumatic pressure system according to drawings P-01 and P-02 and specifications stated in section C.3.2.
The exterior network includes a mobile water tank and a set of galvanized pipes and flexible hoses of high pressure that can be used to assemble the mobile camp in different configurations. For this purpose, the Contractor shall provide the list of pipes and accessories detailed in the “Exterior Pipe Schedule” and in the “Additional Accessories
Schedule” stated in drawing P-01. The mobile water tank is not part of this Contract and will be delivered by INL to the Police Superior School. The contractor will provide pipes with quick couplings to match the water tank piping in order to connect the water tank to the system. All the pipes and accessories shall be tested by the Contractor according to the respective specifications.

The interior pipes and accessories shall be fixed to each container in order to connect the water system to all the sanitary devices. This network also includes connection boxes, valves, quick couplings and other accessories for the proper functioning of the system.
The interior network shall be constructed with galvanized pipes for the cold water and stainless steel for the hot water according to the respective specification.
The hydro-pneumatic pressure system shall be located at the Utilities Container Module.
This system includes two 5.5HP water pumps and two pressure tanks of 240 gal. The system includes the connection box, quick couplings, valves, pressure switches, pressure gauges and accessories for the proper operation The pipes for the connection of the hydro-pneumatic system shall be constructed in galvanized steel according to the respective specification.
The contractor shall also provide 2 high pressure hoses on 30 m long of 2” width, with quick couplings and all the required accessories in order to connect the system to the
INL-provided mobile water storage tank of 11.3 m3. In order to test the pipes and the water system the contractor may not have available this water tank, therefore the
Contractor is allowed to use other provisional water storage or provisionally connecting to a water line that can provide the required pressure to test all the pipes during construction.
The contractor shall provide, place, connect, fix and test all the pipes, accessories and special items, as well as the required valves, which together will serve to conduct potable water. The system shall follow the local regulations and the regulations of the American
Water Works Association (AWWA), and the National Standard Plumbing Code (NSPC).
B. Construction of the Sewer System
In order to evacuate the wastewater from all the sanitary devices of the containers, the contractor shall construct the interior sewage network for each container and one mobile exterior network. The sewer system shall be constructed by the Contractor according drawings P-03, P-04, P-05 and P-06 and the specifications detailed in section C.3.3.
The interior swage system for each container includes all the PVC pipes and accessories and one storage tank for the waste water (Sewage tank) installed bellow the container according to the respective drawings and to specifications stated in section C.3.3. The contractor shall provide 7 sewage tanks, 5 for the Bedrooms Modules, one for the
Kitchen and Dining Room Module and one for the utilities module.
The exterior sewer network includes flexible hoses of high pressure that can be used to assemble the mobile camp in different configurations. The Contractor shall provide the list of hoses with quick coupling connectors detailed in the “Exterior Sewage Hoses’
Schedule” stated in drawing P-03. All hoses and accessories shall be tested by the
Contractor according to the respective specifications.

To complete the sewer system, INL will provide a mobile septic tank similar to the one detailed in drawing P-04 and to specification C.3.3.3. Also INL will provide a mobile suction pump type Jurop 3” according specifications detailed in section C.3.3.4. The
Contractor must install the mobile septic tank and the mobile suction pump, providing all flexible hoses and connectors detailed above. The contractor shall verify the type of fast couplings required to connect to the equipment provided by INL, and will provide any accessory needed to complete such connection.
The contractor shall test all the pipes, accessories and special items, as well as the required valves, which together will serve to evacuate the wastewater from the containers. The materials to be use for the sewer system will follow the specifications detailed in section C3.3.
C. Provision and installation of the Sanitary Devices
According to the material specifications detailed in section C.3.4 and to drawings P-01, P02 and P03, the Contractor shall provide and install the respective sanitary devices.
Installing sanitary devices shall be understood as placing pieces such as: toilets, washbasins, and sinks on the places, lines and levels indicated in the project.
The installation of sanitary devices shall be made to the complete satisfaction of the COR and must include the corresponding water and sewage set of tops connections.
Constructor shall carry out installing these according with the technical specifications detailed in Section C.3.4.
C.1.3 CONSTRUCTION OF THE ELECTRIC SYSTEM
In order to have the proper electrical energy for each of the containers, a hybrid power system between solar and thermal energy is proposed. The use of solar panels will supply power to electrical and electronic equipment such as computers, luminaries, televisions, among others; while a mobile thermal generator will provide electrical power to air conditioners, pumps, motors and equipment, as detailed in the drawings and specifications described in this document. For the connection of these electrical supply systems, electrical panels are suggested, to provide power from a distribution board located in the utilities electrical room; this energy supply will be made to the different boards located in each of the containers with outdoor concentric cables (reinforced), which will have industrial type terminals. For the electrical system, the implementation of a ground connection system in the engine room has also been proposed, which will have the capacity to be grounded in a mobile situation.
For the electrical design all infrastructure to be implemented was considered, also, all standards were considered, these are, those established in the American electrical code
(NEC), ANSI / IEEE, the regulations OSHA 18000, NFPA 72, as well as the rules and regulations established for Ecuador by the MEER, Quito Electric Company (Empresa
Eléctrica Quito S.A), Ecuadorian Construction Standard (NEC), OSHA 1800, NFPA 72.
These regulations should also be considered during the construction process.

To comply with the design requirements, the Contractor shall build the proposed electrical system for each of the containers, as well as provide all the equipment and wiring necessary to complete the electrical service network in accordance with specifications detailed in section C.3. 5 and drawings E-01, E-02, E-03, E-04, E-05, E-06, E-07, E-08, E-09 and E-10. It is important to know, as indicated by the specifications, that the mobile thermal generator will be delivered by INL; the Contractor will coordinate the electrical system with the generator and will supply and install all other components that are part of the electrical system.
C.1.4 CONSTRUCTION OF SPECIAL SYSTEMS
The Police Mobile Unit requires adequate security, fire protection, communication and air conditioning. The Contractor shall include these systems per the following guidelines:
A. Air Conditioning and Ventilation System
According to drawings AC-1, AC-2 and AC-3, and to the specifications detailed in section C.3.6 the Contractor shall provide and install the Air-Conditioning Systems for each Containers. These systems include split consoles units located at the interior areas of the Containers and condenser units located in the exterior, supported and protected with a metallic structure according to the construction details #1 stated in drawing AC-3.
B. Communications & CCTV Systems
The mobile camp requires a communications and CCTV system to meet the needs of
Police operations in remote places where there is no network that allows communication through existing public systems. In addition, to provide security to the Mobile Unit in remote locations, the project includes a closed circuit television system (CCTV) that will be connected wirelessly through the communications system. For this purpose, INL will provide all the equipment, while the Police will install the equipment and perform all the configurations. While the contractor is not required to provide and install this equipment, the contractor is required to provide and install the entire wiring system to have connectivity according to drawings CS1 and CS2, and the specifications detailed in section C .3.7.
C. Construction of the Fire Protection System
The fire protection system includes a fire alarm system with smoke detectors and fire extinguishers cabinets that should be according to drawings FS1 and FS2, and to the specifications detailed in section C.3.8.
C.1.5 CONTAINERS’ FURNITURE AND EQUIPMENT
All the furniture and equipment detailed in drawings A-06, A7, A8, and A9, shall meet the specifications detailed in section C.3.9 and shall be provided and installed by the

Contractor. The furniture and equipment shall be fixed to the containers in order to guarantee they do not suffer damages during the transportation of the containers. The
Contractor shall provide elements for the fixation and removal of the items for the respective maintenance.
C.2 GENERAL REQUIREMENTS
All work shall be carried out in strict compliance with all contract clauses and these technical specifications. In the event that the Contractor discovers discrepancies contained in the various designs and technical documents, Contractor must immediately notify to the Contracting Officer Representative (COR) and to the INL’s Construction
Engineering Specialist (INL-CES) before taking any other action.
C.2.1 WORK EXECUTION
The different items of the construction program shall be carried out in a gradual and progressive manner, without initiating work that could later be affected by other items that have not been concluded or that lack an adequate support or safety, taking care that work that has been finished is not affected by weather or other elements.
Contractor shall be responsible for maintaining quality of work by following proper operation procedures in the construction of the project. For this purpose, for each required construction specialized area, the contractor shall provide qualified labor with experience of minimum 3 years, and the respective engineering professionals with a minimum of 10 years of experience.
Throughout the different stages of construction work, Contractor shall obtain approval, from the COR, in order to continue with subsequent stages of construction. Before receiving approval to continue through various stages of work, samples of completed work shall be tested to verify the quality of the work.
The Contractor will perform the required work in accordance with the established schedule, and with due safety in all construction stages. Contractor may work in as many different sites within the project as it considers necessary. The work program proposed by
Contractor shall be subject to the approval of the COR and Contractor shall not start work without the COR’s authorization.
C.2.2 TRIALS AND TESTS
Materials, permanent equipment, its accessories and other elements destined to the work, shall be subject to trials and tests necessary to verify their compliance with specifications, properties and characteristics, in accordance with permitted requirements and tolerances, in line with the use for which they have been intended. Materials, equipment, accessories or elements that have not been accepted by the COR, shall be withdrawn from the work site or replaced, at Contractor’s cost.

Laboratory tests can be carried out, according to the specific case, at the work site or in laboratories previously authorized by the COR. Materials that bear quality certificates issued by International Standard Organization (ISO) or its equivalent, do not need to be routinely tested. Costs of laboratory trials and tests shall be for the account of Contractor.
The COR shall be able to carry out special trials and tests at any time if it is needed to clarify the quality of any item.
C.2.3 QUALITY CONTROL
The Contractor should carry out strict quality control of the materials to be used in work and should include an operation plan in its offer which is subject to review and approval by the COR. The value of these works has to be assumed by the contractor within its offer.
When a work developed by the Contractor presents any type of issue, in order to confirm the quality of the work, the COR can suggest any quality test according the Ecuadorian
Construction Regulations (NEC). This test shall be developed by the Contractor with the presence of the INL-CES. This tests will be assumed by the contractor without additional cost.
C.2.4 SAFETY AND WORK PROVISIONS
The Contractor shall be responsible for the safety of both public and private property, contiguous and/or adjacent to the work site.
The COR shall make sure that the Contractor carries out all safety protection work including bracing, scaffolding and supports, and the strategic erection and/or posting of signs and signals with preventive warnings to guarantee work safety.
Contractor shall take care not to place construction tools and equipment, materials, pipes and supplies in places beyond those authorized by the COR, to avoid interference with traffic or create nuisances for the public.
The contractor will be responsible for the safety of all its staff, subcontractors, and visitors. The Contractor is responsible for adopting all the necessary security and safety measures to accomplish with the OSHA regulations.
The Contractor will be responsible for protecting public and private properties from damage caused by the effects of the construction work. This refers to the properties located within the adjacent areas. If any particular service, public or private, will be affected by the construction, the Contractor will provide an equal or greater alternative service of, and which will be approved by the COR and the owner of such service.
C.2.5 WARNING SIGNALS
The Contractor shall provide in the work place all the necessary signs and announcements to prevent accidents according to the safety plan (that include signals for restricted areas, electric risk, flammable materials, construction zone, danger for general
STATEMENT OF WORK Page 9 of 120 risk) which shall have the approval of the COR. Signs shall be made of acrylic or galvanized sheets painted with a yellow background and with red or black letters.
C.2.6 PREVENTION MEASURES FOR COVID-19
During the development of the project, the Contractor shall meet all the bio security process regulations requested by the Government of Ecuador to prevent the COVID-19 according the statement from the “Servicio Nacional de Gestión de Riesgos y
Emergencias” detailed at the respective protocol (“Protocolo para plan piloto de reactivación del sector de la construcción en el contexto de la emergencia sanitaria por el
Covid19”). This statement requires to the contractor to provide the respective medical control of all the workers prior to the execution of the works. The medical tests to be carried out must comply with the Ecuadorian Government request in order to detect the
COVID-19.
For this purpose, the contractor will provide all the bio security protections to all his staff.
Prior the performing the work the contractor shall train to all the staff appointed for the project in the safety labor process and bio security to prevent COVID-19. Each worker will have to sign a letter certifying that they have received the training and that will apply all the recommendations in the project. These letters will be also certified by the contractor and will be submitted to the COR.
C.2.7 RESPONSIBILITY FOR WORK, MATERIALS AND EQUIPMENT
Contractor shall be responsible for all its work, as well as for all materials and equipment, which must satisfy the requirements of the contract. The COR will inspect all work before providing issuance of final acceptance.
Equipment: At all times, the Contractor shall use equipment, machinery, personnel and methods specified for the correct and prompt execution of the contract. During construction, the contractor shall keep at the site work all the equipment described in his offer. Without the prior authorization in writing from the COR, the contractor shall not make changes, modifications or reductions to the above mentioned equipment. The contractor may not withdraw equipment from the work site without the COR’s prior consent.
Contractor’s Labor and Personnel: Contractor is obligated to use qualified labor for the performance of all work. Contractor shall be responsible for planning, programming, inspection and execution of the work entrusted to him. The acceptance of work by COR, shall not relieve Contractor from responsibility related to deficient work.
Contractor shall employ technical personnel in an adequate number for the timely execution of work. Contractor shall be able to establish extra shifts, night shifts or work during holidays, at its convenience, but shall provide prior notice to COR of such additional shifts. No price increases will be accepted for these reasons.
Materials: All materials, installations, supplies and other elements that are used during the execution of this contract shall meet all the requirements noted in the technical
STATEMENT OF WORK Page 10 of 120 specifications, and in the absence of these, in instructions provided by the COR or the
INL-CES.
Materials supplied by Contractor, shall be new, and of the highest quality. The Contractor shall transport these materials to the work site at its own cost and under its own responsibility, and shall properly store them until their use. The COR may, when necessary, and only for those materials that require a special treatment or handling, require that they be placed upon platforms or firm surfaces or under cover or that they be placed in covered sites or warehouses, without an increase in contract price and/or contract terms. Even though previously accepted, stored materials will be inspected at the time of their use in order to verify conformity with the purpose specified in the contract.
C.2.8 FAULTY OR NON-AUTHORIZED WORK
When inspection by the COR determines that any work performed, has been, is or will be faulty, whether due to carelessness or negligence attributable to Contractor, due to the use of bad quality or unapproved materials that do not comply with the contract or to the instructions given by the COR, the COR shall order the necessary corrections and/or modifications and report the noncompliance to the CO. The COR can order the undoing and replacement of such work, with all costs being borne by the Contractor.
The Contractor will bear the cost and time required for rectification or replacement for unauthorized work performed by the Contractor before receiving the plans for such work, or that is executed against the orders of the COR. The contractor will only be entitled to receive payment for work performed in accordance with the contract and accepted by the
COR. The contractor shall not be entitled to payment for materials, equipment, labor and other expenses for faulty or non-authorized work. Neither will the contractor receive payment for the removal of left-over construction materials.
All expenses incurred and additional work done by the Contractor for repair of defects shall be the Contractor’s responsibility for the costs incurred if the COR has evidence that such defects are due to bad quality materials, lack of compliance with specifications, or negligence attributable to the Contractor in lack of compliance with any expressed or implicit contract obligation.
C.2.9 CLEANING OF THE WORK SITE:
The contractor shall keep all work areas, installations, and/or services free of accumulation of waste or garbage. Upon concluding the work under this contract, and as a necessary condition for the final approval of work performed, the contractor shall remove from the project areas all equipment, materials not used, garbage and waste, as well as all of its own property used during the work.
C.2.10 COST OF THE PROJECT
The Contractor in its offer will provide its estimate of the quantities needed to complete the work. This will be deemed as the as the final quantities, since this is a fixed price contract.

The Contractor should include all the costs of the materials, labor, transportation, equipment, and materials testing that will be needed to complete the project and comply with all the specifications stated in this document.
C.2.11 MANUFACTURING SITE
Since this project consist in the construction of a mobile base camp, the Government requires to perform the project in a manufacturing plant provided by the Contractor. This manufacturing site shall have an appropriate area to host the containers, with all the required machinery to perform the work.
Also the manufacturing site shall have the following facilities as minimum: offices, one storage room for tools, one storage room for materials, one bathroom, sanitary facilities, dressing room for the workers, and a guardhouse with all the utilities in order to have electricity, potable water and sewage services. The sanitary facility shall include one toilet, one washbasin and one shower for every 10 workers. The bathroom will be for the exclusive use of the Contractor’s technical and administrative staff, the COR and the
INL-CES,; this bathroom shall include one toilet, one washbasin and one electric hands dryer. Also the Contractor, at the manufacturing site, will provide a temporary office of 9 square meters for the exclusive use of the COR, the INL-CES or his authorized assistants.
The Contractor will be responsible for cleaning and maintaining all these areas.
Also the manufacturing plant shall have the respective permits and authorizations of functioning delivered by the respective local authority.
C.3 SPECIFICATIONS FOR CONSTRUCTION
C.3.1 CONTAINERS SPECIFICATIONS
The Contractor shall provide second hand Maritime Containers that are without rusting areas, with no holes, with a structure in perfect conditions to guaranty the structural stability. The Containers must not have any type of reparations, containers with deformations in its main structure will not be accepted, only small dents in their non-main structural elements (walls) will be accepted and shall not greater than 10% of its area. All these containers’ dents shall be fixed by the Contractor. Prior the acquisition of the Containers the contractor shall request the COR’s approval. These Containers shall be remodeled by the contractor in order to build the mobile camp based on drawings A-
00, A-01, A-02, A-03, A-04, A-05, A-06, A-07, A-08 and A-09 and according to the requirements detailed bellow.:
According to specification C.1.1, the containers shall be mounted to metallic chassis, the fixation shall be done with special retractable bolt connections that will guarantee an appropriate and safe transportation according to the international transportation standards of the Andean region. The International Narcotics and Law Enforcement Affairs Office
(INL) will provide all the required chassis to the Contractor.

C.3.1.1. Containers’ structure
Standard metallic container 20 TEU for the administrative module and high cube metallic container of 40 FEU for all others containers’ modules listed on C.1.1, resistant against rust formation. The thickness of bottom and top frames sheet shall be
3 mm minimum. Eyebolts shall be manufactured from sheets with a thickness of no less than 4 mm. The thickness of box profiles, which are used for facilitating assembly and support, shall be 2 mm minimum. The containers shall be repainted, for this purpose the contractor shall clean the surfaces through a commercial blast cleaning according to specification SSPC-SP6 form Steel Structures Painting Council
Pittsburgh USA. Then in all the surfaces of the Container, the contractor shall apply an epoxy corrosion paint of 4.5 mills thickness (ISO 12944-7). The final finish for all the exterior surfaces shall be done with automotive paint of 4.5 mills thickness color white color code 50007000-5 and with one layer of varnish automotive paint, while at the interior the contractor shall follow the specifications for walls detailed bellow.
According the architectural drawings, the containers shall also have one strip of 30 cm painted in blue color code 69A-1A-1800A-1 and one strip of 30 cm painted in dark gray code 13B-27-1800T-5G. Also the containers shall have the logotype of the
Government Ministry and the logotype of the National Police of Ecuador and the name of the unit stamped according the architectural drawings.
C.3.1.2. Floors
The Containers’ floor shall be coated in the exterior surface with an undercoat protection of polyurethane paint type PROTEMAX or other with similar or superior features, the contractor shall follow all the recommendations from the manufacturer.
Over all the interior floors of the Containers the Contractor shall provide and install a heavy duty vinyl of 2 mm in thickness, except for the kennels and pumps room located in the Utilities Container Module. The vinyl floor shall be installed with special glue recommended by the manufactured. Previous the installation of the vinyl floor, the contractor shall level the surface using PVA glue and sawdust.
For the kennels and the pumps room areas, the Contractor shall cover the floors with non-slip steel sheets of 2mm thickness and finished with a gray polyurethane paint type PROTEMAX or other with similar or superior features.
Additionally, all the bathroom’s floors and the kitchen’s floor shall have a 1 mm galvanized sheet over the Container’s floor then the vinyl floor shall be installed.
The Vinyl floor shall be type RV IN XTREME NATUARAL OAK 369M from
Beauflor or other with similar features that can be obtained in Ecuador. The vinyl floor shall come in rolls it would not be accepted vinyl tiles. The installation shall be done according to the recommendations of the manufacturer and using qualified labor.
C.3.1.3. Roof
The roof shall be constructed simulating sandwich panel with the metallic top of the container, the insulation material and a metallic ceiling (steel panel type 1).

Insulation shall be done with 80 mm rock-wool (32kg/m3/ Class A nonflammable, can use two rock wool panels of 40mm to complete the insulation requirement). The ceiling shall be constructed with steel panels type 1of no less than 0.4mm of thickness
(white Color) preprinted according ASTM-A755 norm, type “panel CF” from
Novacero or other with the same or superior features. For the installation the contractor shall follow all the manufacturer recommendations. The ceiling shall be fixed to the supporting system with rivets, the supporting system shall be done with rectangular steel sections painted with 3 layers of anti-rust paint as it is stated in the constructive details drawings S-01 to S-017.
C.3.1.4. Walls
The walls espoused to the exterior shall be constructed simulating sandwich panel with the metallic walls of the container, the insulation material and for the interior face the contractor shall install steel panels type 1 of no less than 0.4mm of thickness
(white Color) pre-painted according ASTM-A755 norm, type “panel AR-5 from
Novacero or other with the same or superior features. Insulation shall be done with 80 mm rock-wool
The interior walls shall be done with a sandwich system constructed with two steel panels type 1 of 0.4mm (AR-5 white or its equivalent) and rock-wool for insolation supported in a metallic wall’s structure, the total width of the interior walls shall be minimum 8cm. The walls at the exterior shall be according to the specification mentioned above for the Container’s structure (C3.1.1).
The rock-wool shall be of 32kg/m3, Class A. nonflammable, can be used two rock wool panels of 40mm to complete the insulation requirement.
The panels type 1 shall be fixed to the walls structure with rivets. The structure for the walls shall be done with rectangular steel sections painted with 3 layers of anti-rust paint as it is stated in the constructive details drawings S-01 to S-017.
Additionally, for the walls at the bathrooms the contractor shall include a cabinet shower with PVC walls or other type of product that guarantee a total waterproofing.
For the kitchen’s walls located in the area over the countertops, the contractor shall install a stainless steel sheet AISI 304 of 0.4mm in thickness instead of the steel panel.
According to the architectural drawing A-08, the walls for the kennels and the pumps room areas located in the Utilities Containers Module, would not include the steel panel type 1, instead of this panels the Contractor shall use steel panel type 2 which is constructed with galvanized sheets of 1mmm thickness welded to the walls structure finished with a gray polyurethane paint type PROTEMAX or other with similar or superior features.
C.3.1.5. Windows

The contractor shall provide windows manufactured with aluminum sections type “7
Perfiles” from Cedal (sliding system) or other with the same or superior features, with
6mm tempered glass and mosquito net. The windows shall have a weather stripping seal strip recommended by the manufacturer. In order to provide privacy, for the bathrooms the glass shall also be sand blasted, while for the other windows the contractor shall provide and install roller screen curtains type blackout manufactured in fiberglass. The windows’ dimensions shall be according to the architectural drawings. The windows type V4 for kennels shall have an awning system and shall have an aluminum sheet instead of the glass and will not have curtains according to the respective drawings.
C.3.1.6. Containers Exit Doors
The Containers exit doors shall be located according to the architectural designs detailed in drawings, manufactured with galvanized zinc-plated steel of 1.5 mm, with an automatic hydraulic closing system. The door sheet shall be of 0.90m width, 2.10m in high and with an overall thickness of 44 mm, with 4 stainless steel hinges of
5” x ¾”, appropriately reinforced. The door shall be a sandwich system reinforced in all the perimeter and in the locking system area with metallic galvanized zinc-plated steel sections 40x40x3mm, covered in the two sides with the galvanized zinc-plated steel of 1.5mm in thickness; at the interior shall have rock wool soul of 4cm. The door’s frame will be manufactured with galvanized zinc-plated steel of 2mm. The door shall have a weather stripping system made of metallic sections and silicon or rubber recommended by the manufacturer. The final finish will be with baked painting white color code 50007000-5. Contractor shall provide and install in each of these doors a dormitory lever lock type Oxford from Kwikset and a square security lock type Polished Chrome 158 from Kwikset or others with the same or superior features.
C.3.1.7. Interior Doors
For all the interior doors between different areas of the containers (like in bathrooms), the Contractor shall provide and install new wood doors according to the architectural drawings (door sheet 0.90x2.10 m). All these doors shall be the product of the same manufacturer to insure uniformity of quality and appearance throughout the project.
Manufacturing process shall meet the requirements for 5-ply hot-pressed (cold-pressed will not be accepted) door construction procedures and warranties set forth in this specification.
Doors shall be 1 3/4” thick and tested as an operable unit in accordance with
ASTME90 and ASTME 4l3. Styles shall be same specie lumber, as face plywood veneer and rails mill option hardwood or SCL. Dimensions shall be verified in site and according to the architectural drawings. Finishing shall be with color lacquer
(color beige) from “Decorlac. The door’s frame shall be manufactured with galvanized steel of 2mm in thickness, finished with automotive paint color gay.
Veneer Species can be one of the following: Red Oak, White Oak, Natural Birch, Select White, Honduras Mahogany, African Mahogany, Cherry, Sapele, Walnut, Teak Maple. The Contractor will provide veneer samples and the COR will approve one of them to be used in all the doors. Factory finished doors shall be individually
STATEMENT OF WORK Page 15 of 120 wrapped in polybags to protect the finish from damage by contact with other doors.
Contractor shall use all means necessary to protect doors from damage prior to, during, and after installation. All damaged doors shall be repaired or replaced by the contractor at no cost to the government.
Contractor shall provide and install in each of these wood doors a bathroom lever lock type Oxford from Kwikset or others with the same or superior features.
C.3.1.8. Kennels Doors KD-01
At the utilities container module, the Contractor shall build a chain link doors according to drawing S-16 located in the kennels area, these doors shall be constructed with chain link mesh manufactured with galvanized wire (3.2 mm in thickness) according to ASTM A392 regulation. The size of the chain link mesh shall be 50mm. The structure of the doors shall be constructed with 1 ½” galvanized pipes of 1.4 mm in thickness.
C.3.1.9. Louver Doors type LVD-01 The Contractor shall provide and install two galvanized louvers doors according the details stated in drawing S-16, to be located at the utilities container module, one for the pumps’ house and one for the kennels area. The louvers doors shall be manufactured with steel frames made of minimum 2mm thickness. At the interior of the frame, steel sections “Z” of caliber 18 shall be welded. For final finishing the louvers shall be painted with two layers antirust Pint and two layers of automotive paint. Each door shall have one galvanized steel latch of 12mm in thickness with a padlock, one galvanized steel floor latch of 12mm in thickness and 3 slip-on hinges of 12.7mm. The Contractor shall install the louvers doors with all the required materials, accessories, labor and tools to guarantee the appropriate functioning of it. Materials must be approved by the COR before use, for this purpose contractor shall present samples of the materials to be used.
C.3.1.10. Other Requirements
The Contractor shall also develop all the systems in order to have the services for water, sewer, electricity, security, communications and provide and install equipment and furniture, as it is requested in the following sections (C.3.2, C.3.3, C.3.4, C.3.5, C.3.6, C.3.7, C.3.8 AND C.3.9).
The specifications detailed in this document are for a reference, the Contractor can use other different brands (from USA, or from Ecuador, or others brands that specifically had been included) that also have to meet the specifications, therefore, the
Contractor before the acquisition of any element part of the project shall request the
COR’s approval.
Since it is expected to have not only the referenced brands, the project may have some small variations, therefore the Contractor has to verify all the dimensions of the products, as well take in consideration all the characteristics of the products and compare them with the drawings of the project in order to make the pertinent modifications so the products can be installed without any issue, this will not mean an additional cost. Also, if it is needed disassemble and / or redo any work in order to install in a proper manner certain element because the Contractor didn’t interpret a
STATEMENT OF WORK Page 16 of 120 required need, the Contractor shall perform all the work to make all the required corrections without additional payment.
The Contractor shall include all modifications made during construction in the AS-
BUILT drawings. The drawings shall be in AutoCAD (version 2010) and translated into PDF format for INL and Police review. The Contractor must also provide catalogs and operations and maintenance manuals for all equipment installed by the contractor, and shall deliver two sets of this documentation- one to the COR and one to the Police. The catalogs and manuals shall be in English and Spanish.
Finally, in order to transmit the knowledge of how the mobile unit is assembled and how to provide the respective maintenance, the Contractor shall provide a training to the Police’s personnel in the process to assembly all the systems and the maintenance process for the Mobile Unit. This training will be performed in the Police Superior
School when the containers are delivered in order to have a practice class. This training must be video recorded. Copies of the recordings shall be distributed to INL and the Police.
C.3.2 POTABLE WATER SYSTEM
In order to provide the water service to all the sanitary devices of the containers, the
Contractor shall build an exterior and interior water networks, and one hydro-pneumatic pressure system according drawings P-01 and P-02 and specifications stated in this section.
The Contractor shall place, connect, fix, and test in the site, following the outlines and construction levels indicated in the project’s plans, all the pipes, accessories and special parts, as well as the group of valves that will distribute the potable water from the main connection to the different points.
The technical specifications, which are the subject of this document, are based on the specifications used in Ecuador. In cases where there are required norms and specifications from local institutions, these demands for should be satisfied. All the materials should satisfy the international known norms and requirements or the ones used as reference (, ISO, ASTM, ASHTO, ANSI, AWWA, ASA, EPCRA, NEC, and INEN).
Contractor shall satisfy the norms stated by the Ecuadorian Construction Code (NEC), the regulations of the local Potable Water Company (EMAPA) and the local standardization Service regulations INEN (Servicio Ecuatorianoi de Normalización). All materials shall satisfy international norms and regulations including, as applicable, ISO, ASTM, ASHTO, ANSI, AWWA, ASA, EPCRA, NEC, and INEN.
C.3.2.1. EXTERIOR WATER NETWORK
The potable water exterior network consists in mixed network system that includes galvanized steel pipes and flexible hoses of high pressure. The galvanized steel pipes will
STATEMENT OF WORK Page 17 of 120 have stretches of 6 m length of 1" diameter, assembled with quick couplings. The connection of network to the containers in its final stretch will be though 1" flexible hoses connected with quick couplings. In order to assemble the mobile camp with different alternatives, the Contractor shall provide the list of pipes and accessories detailed in the “Exterior Pipe Schedule” and in the “Additional Accessories Schedule” stated in drawing P-01. The pipes and accessories of stainless steel shall follow specification C.3.2.4., the galvanized pipes and accessories shall follow specification
C.3.2.5 and the high pressure hose shall follow specification C.3.2.6.
C.3.2.2. INTERIOR WATER NETWORK
The potable interior water network shall be constructed in order to provide water to the toilets, showers, sinks and washbasins according to the plumbing drawings P-01 and P-
02. The interior network includes all the pipes and accessories that shall be fixed to each container, this network also includes connection boxes, valves quick couplings and other accessories for the proper functioning of the system. The hot water interior network shall be constructed with stainless steel pipes and accessories according to specification
C.3.2.4. The cold water network shall be constructed with galvanized pipes and accessories according to specification C.3.2.5.
All the pipes fixed under the container shall be covered with a removable protection made with galvanized sheet of 0.60 mm in thickness (omega section)
The interior network also includes connection boxes welded to the container’s chassis, constructed according to detail #3 and #7 stated in drawings P-01 and P-02. The connection boxes shall be manufactured with galvanized sheet of 3mm thickness of 40 cm long, 20 cm height and 20 cm width. All these boxes shall have a sliding door manufactured with galvanized sheet of 1mm thickness. The finishing shall be performed with two layers of automotive paint and one layer of automotive varnish.
C.3.2.3. HYDRO-PNEUMATIC PRESSURE SYSTEM
The hydro-pneumatic pressure system shall be located at the Utilities Container Module according to drawing P-02, this system includes two 5HP water pumps and two pressure tanks of 240gal. The system includes the connection box, quick couplings, valves, pressure switches, pressure gauges and accessories for the proper operation The pipes for the connection of the hydro-pneumatic system shall be constructed in galvanized steel according to the specification C.3.2.5. All the equipment of the hydro-pneumatic pressure system shall be mounted to the Utilities Container Module using appropriate anchorages fixed with galvanized plates, bolts, nuts and washers in such way to guaranty the stability of the elements during the container’s mobilization.
The 5HP water pumps shall be from an American brand that can be obtained in the local market (also is allowed Predollo brand), will be similar or with superior features as the following:

Centrifugal 5 hp pump DS8 Markgrunfos (or other with similar or superior features)
110/220 V, 60 Hz / 1f 2 * 11/2, biphasic, with flow capacity of 7.84 lt/s, HDT 45.96m, suction diameter 1-1 / 2 inches, equal discharge diameter to 1-1 / 2 inches. Shall include:
shut-off and non-return valves, pressure switches, pressure gauges, pressure sensors, impulse manifold, metallic bench, electronic regulation unit with main switch, manual and automatic control switch, indicator lights for lack of water and pump operation / failure, volt-free contacts for general indication of operation and faults, relays for motor guard and protection against dry running., all accessories to connect the pumps to the
Hydro-pneumatic tanks.
The pressure tanks will be of 240 gal capacity, made in galvanized steel of 4mm, the diameter around 0.77 m with a high of .80 m approximately, painted with acrylic paint with in/out outlets of 1-1/2”.
C.3.2.4. PIPES AND ACCESSORIES FOR HOT WATER
According to the drawings P-01 and P-02 the Contractor shall construct the interior hot water networks with rigid stainless steel pipe similar to Hidrinox, with accessories of the same material for press fit union, or other recognized brand that guarantees high quality standards and INEN norms. This material for potable water installations had been selected due to its features. This is a material product of a basic alloy of iron, carbon, chromium, nickel and titanium, which guarantees permanent resistance to corrosion. In addition to its mechanical resistance to accidental aggressions, minimum expansion condition (0.16 mm / m at 100 ° temperature), immunity to rodent attack, has fire retardant property resistant to extreme temperatures, free from toxicity conditions that guarantees the highest level of health, is 100% recyclable. Also contractor shall apply the following specifications:
• The manufacturing material will be AISI 304 stainless steel for pipe sections and AISI 316 for the manufacture of accessories. Manufacturing pipe in sections of 4.00 m similar to that supplied by Hidrinox.
• The union will be by tightening HHC (high hydraulic compression). This type of union guarantees total tightness between the pipe and the fitting.
• The pipes should be installed according to what is stated in the project. The connections between the pipes and accessories according the manufacturer’s recommendations. The gasket for the pressure joints with O'ring made of ethylene-propylene material (EPDM), under ANSI NSF 61 standard, UL classification for use in drinking water. Packing for pressure joints with O'ring made of ethylene-propylene material (EPDM), under ANSI NSF 61 standard, UL classification for use in potable water.
• The pipes that will be anchorage to walls or floors will have to be tested and checked for leaks before they are permanently coat plastered or the floors are installed.
• Gate valves. Gate valves will be used in the pipes lines so as to control the water flow through the pipes. These valves will be hooked up to rounded pipes and accessories or through the pipes adaptors.
