B.2 STATEMENT OF WORK (SOW)
System Support on the Lynx panic alarm system
1. Background. The network-based Lynx Duress and Emergency Notification System will enable staff to alert the Police of issues. Police and key personnel can notify groups or all staff during an emergency. The Lynx Messenger enables pop-up alerts to override computers during emergencies. Popup alerts are a very powerful way to get employees' attention, as most employees are working at their computers.
2. Scope. The Contractor shall provide all labor, materials, equipment, site inspections, and testing and necessary supervision for the installation and configuration of a brand name or equal Lynx duress/panic alarm at the Montana Healthcare System (MTVHA), to include the Medical Center and outlying clinics. All the software at the clinics will be connected back to the server at the Fort Harrison Veteran Affairs Medical Center.

This design will include the Lynx keyboard duress feature set, featuring keyboard panic buttons when logging off, logged on or locked out of system, and remote monitoring capability where workstations are not available.
3. Specific Tasks. The contractor shall set up and configure the system to ensure proper Performance and must be in compliance with all of the VA IT rules and regulations.
4. Description of Work – Summary – LYNX System:
The work to be performed is to provide the Lynx Guide server software only model number: (1) 780-LYNXS-SW-05 (with 5,000 server seats) with 200 Lynx-Key Pro licenses included 1,550 more Lynx-Key Pro licenses with be added: 62 950-LYNX-KEYPRO (F9-F11 PC based keyboard alarms that operate logged on, logged off or locked with a monthly test feature) 25 clients each (1,550 extra), total (1,750 licenses).
The Lynx software will also support the ability to expand the system for future expansion of software and hardware. Alarms will also be able to be communicated over the existing VA Police radios via the 950-LYNX-DISP-3 network appliance requires a handheld Police radio to be provided for permanent installation in the 950-LYNX-DISP-3 (as well as one for testing) that is, in turn, shipped to the Integrator for installation on the VA network (requires 110VAC power).
The Integrator will install and test the 20 950-LYNX-N-P2-M PoE hardwired Panic Buttons The VA Montana will install the LYNX software in a VA Virtual Environment with LYNX (manufacturer) personnel assisting remotely. The System will have 15 @ 780-LYNX-PSAP yearly licenses for the VA Montana CBOCs for Rapid SOS alarm monitoring and Police Dispatch.
The (1) 995-LYNXS-SSA-1 (Software support) is due after the 1st year of purchase and is mandatory for the continued support and updates from LYNX. The 15 780-LYNX-PSAP is mandatory after the 1st year to continue the monitoring at the 15 CBOCs.
5. Period of Performance:

6. Deployment Support:
A Lynx technician will assist VA Technical staff with applying the Lynx Guide server software on a Virtual server for the VA provider. As well as assist VA Technical staff with installing the Client software onto VA computers.
A technician will also assist VA Technical staff with the configuration of the system for the purpose of Duress (staff calling police for help). This will include configuring the types of alarm activations (key press), alarm messages, and alarm destinations.
Training Webinars for select VA personnel (Bio-Med/Police) are included in the cost. Once the system is installed and configured, a technician will conduct training with VA personnel in the day-to-day maintenance of the system. This will include updating computer locations, adjusting alarm configuration, generating reports of previous alarms (for incident reports), and conducting tests of the system to verify functionality
7. Product and Installation Recommendations:
VA will provide a VM with all the security patching and policies that fall in line with VA Standards for the server standards. The Lynx Software requires a SQL database, the recommended version of SQL is 2019 or 2022.
The Contractor will work with our Physical Security Specialist/COR to facilitate the connection between the Lynx Application Server and the SQL Database hosted by the VA servers.
It is the responsibility of the COR to submit and track the associated tickets/requests for contractor administrative access to the system.
Application troubleshooting will be coordinated by COR with and Lynx Technical Support per this contract and documented in the tracking system.
Contractor will need access to the Lynx database that is used for system configuration, application logging, and managing a work queue of alarms. No patient data or PII will be stored in the Lynx database. IP address and computer names of machines running the Lynx Client software will be stored in the Lynx database.
8. Emergency Repair Service Calls The Contractor shall provide callback services 24 hours a day, 7 days a week.
Callback service (on-site support) is defined as a request by an authorized Government representative, either during or after normal working hours, to correct any Duress alarm system problem or condition. Callbacks during normal working hours consist of responding to an emergency service call to take corrective action at the site within 2 hours for all service calls. Callbacks outside of normal working hours consist of responding to a service call to take corrective action at the site within 2 hours. Callbacks are not to take time away from preventive maintenance and other requirements required under this contract. Equipment malfunctions shall be corrected the same day that the service call is issued. If circumstances beyond the Contractor's control preclude resolution of the problem that day, the Contractor shall notify the COR with an explanation of the delay and an assessment of the problem and a plan of action to effect repairs. The Contractor shall provide a service ticket for each service call for the COR to sign.
