DESCRIPTION

Combined Synopsis/Solicitation for Intrusion Detection System I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

II. This is a Request for Quote (RFQ) Solicitation number 36C25925Q0743. The government anticipates awarding a firm-fixed price contract resulting from this solicitation.

III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08.

IV. This acquisition is 100% Service-Disabled Veteran Owned Small Business set-aside. The North American Industry Classification System (NAICS) code is 561621 Security Systems Services with a small business size of $25 million.

V. The PSC is J063 Maintenance, Repair, and Rebuilding of Equipment – Alarm, Signal, and Security Detection Systems.

VI. Department of Veterans Affairs, Network Contracting Office 19, located at 6162 S. Willow Drive, Suite 300, Greenwood Village, Colorado 80111, in support of the Montana VA Medical System 3687 Veterans Drive, Fort Harrison, MT, 59636, is seeking to procure services in accordance with the Statement of Work and price schedule.

VII. All interested parties shall provide quotations for products in accordance with Attachment 1 - Statement of Work (SOW).

VIII. All interested vendors shall provide quotations and complete Attachment 2 – Price Schedule.

IX. Place of delivery and installation for this project: Detailed in section two (2) of the SOW.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The version of FAR 52.212-1 in the addendum is tailored for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 contained in the FAR.

OFFER SUBMITTAL INSTRUCTIONS:

1. Offeror shall submit offers by Due Date/Time specified in section XVI. Late quotes will not be considered.

1. Offeror shall acknowledge all amendment acknowledgements as part of their quote.

1. The quote shall include three (3) relevant past performance references along with the offer.

Offers received that do not comply with the terms and conditions of the solicitation and/or have missing documentation may be considered con-compliant and eliminated from evaluation.

XI. The provision at 52.212-2 Evaluation – Commercial Items applies to this acquisition.

Addendum to 52.212-2 EVALUATION—SIMPLIFIED ACQUISITION PROCEDURES

(a) Basis of Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will evaluate offers based on price and other factors. Evaluation of quotes will be conducted utilizing Simplified Acquisition Procedures in accordance with FAR 13.106-2(b)(3), Evaluation of Quotations or Offers resulting in a Contracting Officer decision for the quote most beneficial to the Government. The Government reserves the right to consider a quotation other than the lowest price. Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides a benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each offer must meet the requirements of the solicitation to be considered for evaluation.

Please read each section below carefully for the submittals and information required as part of the evaluation. Offers missing the requested information below, as well as the items listed in the Addendum to FAR 52.212-1, Instructions to Offerors, shall be considered non-compliant and may be removed from the evaluation process.

a. Non-price Factor: Technical Capability – Offeror shall submit a narrative and documentation demonstrating capability to fulfill the government need as described in the Statement of Work (SOW).

b. Price: The Government will evaluate the price schedule submitted by each offeror. Contractors shall submit Attachment 2 – Price Schedule. Firm fixed unit pricing shall include all labor, overhead, profit, materials, and associated costs of the like to provide the product/services.

1. Pricing shall not be handwritten on Attachment 2 – Price Schedule to ensure pricing is legible.

2. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

c. Past Performance - The quote shall include three (3) relevant past performances references with their offer. The Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance. If an offeror has no record of relevant past performance record or if information is not available, they will not be rated favorably or unfavorably.

(b) Options - The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

(c) Evaluation Process: The government anticipates selecting the best suited contractor from initial responses, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their best price in response to this RFQ. Once the government determines the contractor that is the best‐suited (i.e., the apparent successful contractor), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a task order with that contractor. These issues may include technical capability and price but will not include relaxing the Government’s requirement or the basis on which offerors proposed. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best‐suited contractor based on the original analysis and address any remaining issues.

(d) Acceptance of Offer. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), without negotiations after its receipt, unless a written notice of withdrawal is received before award.

In addition to information provided by FAR Provision 52.212-2 Evaluation- Commercial Items, the following evaluation approach will be used:

For each proposal received, the Government will evaluate the following:

· Non-price factor: Technical Capability

· Price Factor: Price

· Past Performance Quotes will be evaluated in the following manner:

1. The lowest-priced quote will be identified and evaluated to determine if the quoted price exceeds the amount of funding available for the procurement.

2. If the quoted price does not exceed the amount of funding available for the procurement, the quoted price will be evaluated to determine if it is reasonable.

3. The contracting officer will then determine if the successful offeror is responsible in compliance with Federal Acquisition Regulations FAR 9.105-2.

4. If the quoted price is found to be reasonable and the offer is determined to be responsible, the non-price factor Technical Capability and Past Performance will be evaluated.

5. If the Technical Capability will meet the needs of the government and the Past Performance is “Satisfactory” the responsible offeror who submitted the lowest-priced quote will be identified as the “successful offeror.”

6. If a contract award cannot be made to the successful offeror, the contracting officer will evaluate the next lowest-priced quote following the procedures described above.

7. This process will continue until a contract award can be made or the contracting officer determines that no contract award can be made.

The contracting officer may find all quotes unacceptable and cancel the solicitation if the lowest-priced quote exceeds the amount of funding available for the procurement. The contracting officer may likewise find a quote under evaluation, as well as all remaining quotes, not acceptable and cancel the solicitation if the quote currently under evaluation exceeds the amount of funding available for the procurement. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.

Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.
