STATEMENT OF WORK (SOW)
1. INTRODUCTION
a. The primary mission of the Defense Logistics Agency (DLA), Installation Management is to directly provide services for Disposition Services. DLA Disposition Services (DLA DS) function is to dispose of Department of Defense (DoD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. DLA DS and Installation Management are headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. The purpose of this contract is to acquire new Heavy-Duty High-Capacity Grapples for DLA DS Columbus, Battle Creek, Eglin, Red River, and Barstow.
b. All DLA DS field sites require a 14-business day notification for all visitors. The shipping and receiving locations can be found in the Destination section (5) of this SOW.
c. This is a one-time purchase, upon receipt of a task order, the Contractor has 30 business days to deliver the Heavy Duty – High-Capacity Grapple, and the contract period of performance starts from the “award/effective date” as reflected in block three (3) of the SF1449. There are no extensions or options available. The Contracting Officer (KO) may extend the delivery period for extenuating circumstances. Ten (10) business days prior to the end of the period of performance period, a written request for extension must be received from the Contractor detailing the circumstances that delayed delivery. Such written notifications will include the subject Delivery Order (DO) number, reason(s) for the delay with supporting substantiated actionable documentation, as applicable, and the estimated date and time for completed performance.
d. New Equipment ONLY; no remanufactured or “gray market” items.
e. The Heavy Duty – High-Capacity Grapple will have a DoD Item Unique Identification (IUID) in compliance with DFARS 252.211-7003 (252.211-7003 Item Unique Identification and Valuation. | Acquisition.GOV).
2. CLIN 0001 – HEAVY DUTY HIGH-CAPACITY GRAPPLE DLA DS COLUMBUS
a. When CLIN 0001 is ordered, the Contractor shall manufacture, purchase, and deliver, the Heavy Duty – High-Capacity Grapple that is compatible with the Volvo L220 Front Loader; Serial Number VCEL220HE00002755, 2017 Model, with a Hook Type: Coupler Model 85348/Serial Number 17423043; 2017 Model that has Hose Connections at the Boom Arm, Parallel Linkage Type, Standard Boom Type and contain the following salient characteristics:
1. Grapple that is compatible with a Volvo L220 Front Loader, 2017 Model
2. A minimum of 72” Tine Length and/or fitted with Dual Paddles
3. A maximum width of 129” wide
4. 4 or more tines with coupler brackets and/or two paddles
5. 8000 LBS capacity or greater
6. Hose connections at Boom Arm
3. CLIN 0002 – HEAVY DUTY HIGH-CAPACITY GRAPPLE DLA DS BATTLE CREEK
a. When CLIN 0002 is ordered, the Contractor shall manufacture, purchase, and deliver, the Heavy Duty – High-Capacity Grapple that is compatible with the Volvo L90 Front Loader; Serial Number VCE0L90HP0S624130, 2018 Model that has Hose Connections at the Boom Arm, Parallel Linkage Type, Standard Boom Type, Hook Type Coupler and contain the following salient characteristics:
1. Grapple that is compatible with a Volvo L90 Front Loader, 2018 Model
2. A minimum of 72” Tine Length and/or fitted with Dual Paddles
3. A maximum width of 129” wide
4. 4 or more tines with coupler brackets and/or two paddles
5. 8000 LBS capacity or greater
6. Hose connections at Boom Arm
4. CLIN 0003 – HEAVY DUTY HIGH-CAPACITY GRAPPLE DLA DS EGLIN
a. When CLIN 0003 is ordered, the Contractor shall manufacture, purchase, and deliver, the Heavy Duty – High-Capacity Grapple that is compatible with the Volvo L90 Front Loader; Serial Number VCE0L90HJ0S624129, 2018 Model that has Hose Connections at the Boom Arm, Parallel Linkage Type, Standard Boom Type, Hook Type Coupler and contain the following salient characteristics:
1. Grapple that is compatible with a Volvo L90 Front Loader, 2018 Model
2. A minimum of 72” Tine Length and/or fitted with Dual Paddles
3. A maximum width of 129” wide
4. 4 or more tines with coupler brackets and/or two paddles
5. 8000 LBS capacity or greater
6. Hose connections at Boom Arm
5. CLIN 0004 – HEAVY DUTY HIGH-CAPACITY GRAPPLE DLA DS RED RIVER
a. When CLIN 0004 is ordered, the Contractor shall manufacture, purchase, and deliver, the Heavy Duty – High-Capacity Grapple that is compatible with the Volvo L90 Front Loader; Serial Number VCE0L90HC0S625579, 2021 Model that has Hose Connections at the Boom Arm, Parallel Linkage Type, Standard Boom Type, Hook Type Coupler and contain the following salient characteristics:
1. Grapple that is compatible with a Volvo L90 Front Loader, 2021 Model
2. A minimum of 72” Tine Length and/or fitted with Dual Paddles
3. A maximum width of 129” wide
4. 4 or more tines with coupler brackets and/or two paddles
5. 8000 LBS capacity or greater
6. Hose connections at Boom Arm
6. CLIN 0005 – HEAVY DUTY HIGH-CAPACITY GRAPPLE DLA DS BARSTOW
a. When CLIN 0005 is ordered, the Contractor shall manufacture, purchase, and deliver, the Heavy Duty – High-Capacity Grapple that is compatible with the Volvo L90 Front Loader; Serial Number VCE0L90HT0S624126, 2018 Model that has Hose Connections at the Boom Arm, Parallel Linkage Type, Standard Boom Type, Hook Type Coupler and contain the following salient characteristics:
1. Grapple that is compatible with a Volvo L90 Front Loader, 2018 Model
2. A minimum of 72” Tine Length and/or fitted with Dual Paddles
3. A maximum width of 129” wide
4. 4 or more tines with coupler brackets and/or two paddles
5. 8000 LBS capacity or greater
6. Hose connections at Boom Arm
7. MANUALS
a. The Contractor shall provide one (1) digital and one (1) hard copy Operators Manual Guide, and Maintenance and Service Manual for the Heavy Duty – High-Capacity Grapple.
8. EQUIPMENT DELIVERY AND WARRANTY
a. For the Contractor to successfully hand off the Heavy Duty – High-Capacity Grapple and receive payment from the United States Government (USG), they shall:
1) Be present for delivery (if required).
2) Unload the Grapple (if required).
3) Assemble the Grapple (if required).
4) Conduct an inspection with USG personnel to verify that all items are present, and that the Grapple contains the minimum listed salient characteristics.
b. The Contractor shall complete and sign the provided DD250, Material Inspection and Receiving Report, with USG personnel and attach the completed form in WAWF prior to acceptance for payment. A picture of the data plate with serial number shall be attached to the invoice prior to Government acceptance.
c. The Grapple shall come with the manufacturer’s standard equipment warranty. The warranty date shall begin upon completion of familiarization training.
d. The delivered Grapple must be set-up and operational within ten (10) business days after delivery. The Contractor shall provide at least 14 calendar days advance notice to the site POC before rendering services at the site.
e. The delivery to be performed under this contract will be performed during normal government working days, Monday through Friday. The Contractor shall not schedule delivery on a regular federal holiday (see below), designated by Presidential proclamation, or DLA DS closure, rescheduling shall be at the discretion of the Point of Contact (POC).
f. The holiday is observed on the preceding Friday or the following Monday when the holiday occurs on Saturday or Sunday, respectively.

9. DESTINATIONS AND QUANTITIES:
a. The Contractor shall notify Chad Selby and the DLA DS site POC at least 14-business days prior to delivery of the Grapple to the destination to ensure the site is prepared to accept the Grapple.
b. The Contractor shall verify the destination, POC and CLIN. Prior to final delivery, the Contractor shall verify the shipping address and set up pre-installation meeting(s) date, time, and location with the Site Manager.
c. The destination associated with this SOW is located within the Continental United States (CONUS).

10. SPILL RESPONSIBILITY:
a. The Contractor is solely responsible for all spills or leaks during the performance of this contract, which occurs because of, or is contributed to by the actions of its agents, employees, or subcontractors. The Contractor shall clean up such spills or leaks to the satisfaction of the USG in a manner that complies with applicable Federal, state, and local laws and regulations. The clean-up shall be at no cost to the USG. The Contractor shall report all such spills or leaks, regardless of their quantity, to the POC and KO immediately upon discovery. A written follow-up report shall be submitted to the POC and KO not later than twenty-four hours after the initial telephonic report. The written report shall be in narrative form, and as a minimum shall include the following:
1) Description of item spilled (including identity, quantity).
2) Whether amount spilled is EPA or state reportable, and if so, whether it was reported. Exact time and location of spill including a description of the area involved.
3) Containment procedures initiated.
4) Summary of any communications Contractor has with press or USG officials other than the KO.
5) Description of clean-up procedures employed or to be employed at the site including disposal location of spill residue.
6) Description of item spilled (including identity, quantity).
11. INVOICING INFORMATION:
The Contractor shall invoice through the Department of Defense Wide Area Workflow (WAWF) system. Invoices must be submitted through WAWF in accordance with DFARS 252.232-7003. Refer to https://wawf.eb.mil for additional information.
