353 Special Warfare Training Squadron (SWTS), JBSA-Lackland, Texas
353 SWTS
UH-60 Training Simulator Purchase
28 May 2024
1. GENERAL: The 353 SWTS, Tactical Air Control Party Apprentice (TACP) and the Tactical Air Control Party Officer (TACPO) courses require a UH-60 training simulator to be utilized during infil and exfil field training objectives located on JBSA Lackland, Chapman Training Annex.
2. BACKGROUND AND OBJECTIVES: This Statement of Work (SOW) defines the requirements for the contractor to deliver, assemble and ensure proper operational use of the requested UH-60 training simulator to facilitate day/night infil and exfil training objectives for personnel and equipment under routine, hot, and emergency scenarios. The contractor shall provide all personnel, equipment, tools, materials, supplies, labor, supervision and other necessities to provide a ready to use solution to the government.
3. SCOPE: This SOW covers requirements for the shipping, assembly, functional testing and operational use of the simulator. The 353 SWTS currently does not have a training simulator to accomplish Specialty Training Standards: 6.9.1 Day Rotary-Wing Infil and Exfil, and 6.9.2 Night Rotary-Wing Infil and Exfil training. Acquisition of a trainer will prevent the push of training deficiencies (TDs) to gaining units to accomplish training. Availability of military air (Mil Air) for conducting these training objectives is not practical due to real-world missions, nor is it economically feasible. North America Rescue (NARS) currently has one UH-60 in stock.
Additional component parts included in this proposal would require 30 days for installation from the date of the receipt of the order.
4. BACKGROUND: 353 SWTS, located at Joint Base San Antonio-Lackland, TX, leads, trains, mentors, develops and provides initial skills training for 310 TACP and TACPO candidates annually. Updates to both the 1Z331 and 19Z1B Specialty Training Standards requires training in day/night infil and exfil. To facilitate this training, 353 SWTS personnel sought assistance from USAF Mil Air; however, aircraft are not guaranteed during required training times, nor is it financially practical. Secondly, military helo fuselages were sought from the Waco, TX bone yard, for Trainer Maintenance to build into a simulator. Current bone yard fuselage inventory is beyond repair, and/or could not be refurbished in the time frame required for the start of the L3ABR1Z331 0T0B/TACP Apprentice and the L3OBR19Z1B 0A0B/TACPO “B” course version.

5. REQUIREMENTS: Mobile (DOT-rated trailer) simulated UH-60 functioning fuselage with the seating for two fire teams (8 personnel), dual sliding doors with windows, tie down rings floor/aft wall, external radio antennas, instructor touch screen operation w/0.5-mile radius, integrated communications system, video management system, self-contained power generator, specialized harness assemblies, and simulated noise/wind/smoke for training operations.

6. DELIVERY: The UH-60 training simulator shall be delivered to 1020 Apollo Drive, Bldg.
225, Chapman Training Annex, JBSA-Lackland, TX 78236. The POC for delivery is MSgt Christopher Fautz at (502) 500-0616. Interaction between the contractor and their personnel with TACP students is prohibited. The contracting company shall be responsible for off-loading items from the delivery vehicles and shall provide any additional equipment to accomplish the task in terms of special tools or machinery to get the vehicle properly and safely off the truck.
The customer will move the simulator from the coordinated drop off point to the desired location adjacent to the fast rope tower. The Government shall not exercise supervision or control over the contract service providers who will be performing delivery and setup of this purchase. Such

Attachment 1 3 of 4 contract service providers shall be accountable solely to the contractor, who in turn is responsible to the government.
6.1 Hours of Operation: The contractor shall have access to the site from 0730 – 1630 Monday through Friday (excluding weekends and federal holidays). If the delivery and assembly process should take more than one day of work, the contractor shall report to the Supply NCOIC at the beginning of each day prior to the start of any work and at the end of each day prior to departing to discuss progress.
6.2 Quality Assurance: The contractor shall be responsible for quality control on all work accomplished during the performance of the task up until receipt of delivery is confirmed with the 353 SWTS.
6.3 Warranty: The contractor shall provide all specifications of manufacturers’ warranty for the replacement parts.
6.4 Site Tour: Upon request, a tour of the facility and offload/receiving area can be conducted to accommodate delivery and receipt planning.
6.5 Clearance: All delivery/installation personnel assigned to this task shall be a United States citizen or be legally authorized to be employed in the United States to be allowed on base. The contractor/delivery company shall have a Local Area Check (LAC) conducted by JBSA-Lackland Security Forces to identify possible security threats prior to base access. The contractor/delivery company shall provide the government with the names, social security numbers, driver’s license numbers and state of issue, and birth date, of personnel performing on this task before they will be allowed on base. This information shall be provided a minimum of 10 business days prior to installation activities for the project POC to coordinate base access for assigned contractor/delivery company personnel. Personnel not meeting the minimal standards will not be issued a base installation pass and will not be allowed access to the base installation.
6.6 Debris: The contractor shall remove all debris and dispose at an off-site location, following environmental standards and principles.
7. ACCEPTANCE: Upon completion of the delivery, the UH-60 training simulator shall be subject to a final acceptance test performed by the contractor and the 353 SWTS POC.
