STATEMENT OF WORK
FOR THE REPAIR OF
FIRE AND NOTIFICATION SYSTEM B225
AT
ALTUS AIR FORCE BASE, OKLAHOMA

1. BACKGROUND:
The fire detection system in B225 on Altus AFB is non-compliant with current codes and creates fire hazards to the occupants and equipment located in the facility.
2. SCOPE:
The project consists of replacing and updating the Fire Alarm Control Panel (FACP) and Mass Notification System (MNS) within the building. The new FACPs shall be a single panel with MNS and radio built-in, 100% compatible with the Monaco D-21, addressable and capable of point-to-point connectivity without intermediate devices. The design and construction shall include the addition of Local Operating Consoles (LOC) where required, control wires, addressable devices (detectors, notification appliances, and initiating devices).
3. DESCRIPTION OF WORK:
a. FIRE ALARM
i. Perform life safety study in accordance with NFPA 101 and UFC 3-600-01.
ii. Install new fire alarm and mass notification system per NFPA 70, NFPA 72, UFC 3-600-01, and Altus AFBI 32-2001.
1. Fire alarm and integrated mass notification system shall have Class
B wiring.
a. Re-use existing conduit where conduit is in compliance with current codes and standards. See UFGS 28 31 76 Paragraph
3.7 Painting for paint requirements.
b. Wiring shall be continuous and not broken by removing a piece of equipment for maintenance.
c. Wire nuts shall not be used.
d. LOC in vestibules and hallways shall be recessed in wall.
i. LOCs shall have minimum 18Ah backup battery.
2. Fire alarm panel shall be Monaco MAAP-X.
a. The installer shall have an active Monaco MAAP-X class certification.
3. MNS annunciation shall be communicated as identified in Attachment 1.
iii. System shall be tested according to UFC 3-601-02 and NFPA 72.
b. Qualified Fire Protection Engineer (QFPE) duties shall include the following indicated in UFGS 28 31 76:
i. Reviewing SD-02, SD-03, and SD-05 packages for completeness and compliance with the provisions of this UFGS 28 31 76. Construction (shop) drawings and calculations must be prepared by or prepared under the immediate supervision of the QFPE. The QFPE must affix their professional engineering stamp with signature to the shop drawings, calculations, and material data sheets, indicating approval prior to submitting the shop drawings to the Designated Fire Protection Engineer
(DFPE).
ii. Providing a letter documenting that the SD-02, SD-03, and SD-05 submittal package has been reviewed and noting any outstanding comments.
iii. Performing in-progress construction surveillance prior to installation of ceilings (rough-in inspection).
iv. Witnessing pre-Government and final Government functional performance testing and performing a final installation review.
v. Signing applicable certificates under SD-07.
4. PROJECT REQUIREMENTS:
a. During each design review stage, the Contractor shall submit documents to Altus
AFB project managers for review and acceptance.
b. Provide two (2) sets of hard copies of documents one (1) set of electronic documents on CD/DVD to Altus AFB for the 65% and 95% design reviews.
c. Provide two (2) sets of hard copies of documents and one (1) set of electronic documents for the final Issued for Construction (IFC) package.
d. IFC drawings shall have a professional signature and seal per UFC 3-600-01.
e. Drawings:
f. Use full-size ANSI-D, suitable for half-size (11”x17”) scaled reproduction for review.
g. Use AEC standards for all electronic CAD files.
h. Provide a separate electronic PDF version for each document in the design package.
i. Use UFGS in preparing specifications.
j. Use Gantt chart for the construction schedule.
k. The government will provide the Contractor existing “as-built drawings” and other documents of the facility requested by the Contractor.
l. The new FACPs shall be a single panel with MNS and radio built-in, 100% compatible with the Monaco D-21, addressable and capable of point-to-point connectivity without intermediate devices.
m. Provide and submit a design report summarizing the data collected during site visits.
n. Provide a 65% and 95% design package of drawings, analysis, and specifications with each package including Architectural, Civil, Mechanical, Electrical, Plumbing, and Fire Protection sections for government review and acceptance.
o. Government shall have 10 business days to review each submittal.
p. The facilities shall remain operational during construction; thus, the Contractor shall identify each work discipline by phase and include phasing in their designs, if applicable.
q. The Contractor shall submit technical proposals to include a work plan, schedule, and professional service labor-rate proposal to provide for the repair of the facility.
r. The Contractor shall perform various incidental work to complete the project in a highly technical and professional manner to meet the approval of the contracting officer or their designated representative. The Contractor shall include all incidental work under “incidental work” as part of their professional service proposal.
5. GENERAL REQUIREMENTS:
a. All work performed on this project shall meet all local, state, federal, Air Force and DOD codes as well as adhere to all temporary environmental controls outlined in Specification Section 01 57 19.00 20.
b. The Government depends on the existing as-built drawings provided by previous Contractors for the accuracy. The Contractor is advised to field-verify all required information before providing a proposal.
c. The Contractor shall be required to accomplish various other small items of incidental work which may become necessary to complete the project in a satisfactory and workmanlike manner meeting the approval of the contracting officer or their designated representative. The Contractor shall include all such items of work as part of their detailed estimate for the work to be performed.
d. The Contractor shall provide all labor, materials, travel, equipment, and supervision necessary to perform all work required for this project.
e. Damage to the building, utilities, or any other element during the execution of this project shall be repaired and restored to its original condition by the Contractor provided workers, skilled in trades involved, at no additional cost to Government.
6. REFERENCES:
The references listed below form a part of the required criteria for this project, and may not be all inclusive, nor the most current edition. It is the contractor’s responsibility to use the most current edition at time of award. The list does not relieve the contractor from ensuring the project meets all applicable standards.
