About this file

This is a Statement of Work (SOW) for the Lincoln National Forest Blue Lake Fence Reconstruction project, dated March 13, 2026. The contractor must construct approximately 2,150 linear feet of post and pole fence around the perimeter of Blue Lake on the Smokey Bear Ranger District near Ruidoso, New Mexico. The fence will be constructed using 6-inch diameter, 8-foot treated wood posts set 3 feet into the ground with 4-inch diameter, 10-foot treated wood poles attached via 8-inch spikes. Posts shall be spaced 9 feet on center, with three horizontal poles positioned at approximately 60 inches (top), 42 inches (middle), and 24 inches (bottom) above ground level. Two U-shaped walk-throughs will provide pedestrian access to the wetland area. The Forest Service will furnish 239 posts, 645 poles, and 5 packs of 8-inch spikes, available for pickup at the Smokey Bear Ranger District Office prior to work commencement.

Work must be performed Monday through Friday, 7:00 AM to 5:00 PM local time, excluding federal holidays. The contractor shall designate an onsite representative with mid-level fence construction, supervision, and operational experience; notify the Contracting Officer/Representative at least 10 workdays in advance of any personnel changes. All equipment must be low-impact (rubber wheels/tracks) due to the sensitive wet meadow conditions. The contractor must maintain a fire toolbox with specified fire suppression equipment, designate trained fire guards when using internal combustion engines, and ensure all equipment meets USDA Forest Service spark arrester and muffler standards with advance inspection and approval. Upon completion and acceptance by the Contracting Officer Representative, the contractor shall remediate the site by recontouring soil disturbance and removing all debris.

Lincoln National Forest Blue Lake Fence Reconstruction

Statement of Work (SOW) Dated March 13, 2026

Background The 2022 McBride Fire on the Smokey Bear Ranger District, Lincoln National Forest, near Ruidoso, NM destroyed the post and pole fence surrounding the Blue Lake Wetland. The loss of the fence and surrounding trees allowed access to off-road vehicles and utility task vehicles (UTV) to Blue Lake, who have now been driving through the wetland destroying this critical area. There is a need to reconstruct the fence to reduce disturbance to the area.

General Requirements The contractor shall provide all management, supervision, labor, personnel, transportation, materials, equipment, and supplies, except as otherwise specified, necessary to construct a post and pole fence around the Blue Lake Area. All work shall be performed in accordance with this statement of work and all federal, state, and local laws and regulations.

Location and Description The project is located near Forest Road 120A on the Smokey Bear Ranger District, Lincoln National Forest near Ruidoso, New Mexico.

Accessibility The area is accessed by traveling East on Eagle Creek Drive in Ruidoso, NM and turning south on Forest Road 120A/Blue Lake Road. The project area is approximately two miles as you travel south along Forest Road 120A. This work site is in a sensitive wet meadow. Therefore, the contractor shall use “light on land” tactics. The sites can be accessed by truck, flatbed trailer, small equipment (e.g., UTV), or a small limited-impact Skid Steer (or similar) with tracks. All construction material will need to be hauled approximately 100 feet to 200 feet to the work site from Forest Road 120A. Special care may be needed as the area may be wet during the monsoon season (June – September).

Prework Conference Prior to commencement of work, the Contracting Officer (CO) or the Contracting Officer Representative (COR) will schedule a meeting with the contractor to discuss the contract terms, work requirements, and schedule. At the conference, the Contractor shall designate, in writing, the name and phone number of the Contractor’s on-site representative and their contract responsibilities and authority.

Contractor Representative Provide an onsite contract representative who will oversee the performance of the work specified in this contract. Designate in writing to the CO, the name of the contract representative and an alternate(s) who shall have the authority to authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contractor’s representative and alternate(s) must have a minimum of mid-level fence construction, supervision, and operational experience as well as be able to read, write, speak, and understand English. Notify the CO/COR at least 10 workdays in advance of any subsequent change of personnel in this position. Replacement personnel shall have the same level or better experience as the person being replaced.

Government-Furnished Material The Forest Service will deliver to the Contractor the following listed materials and supplies at a mutually agreeable time for the completion of the project. Any unused material will be returned to the Smokey Bear Ranger District Office, located at 901 Mechem Drive, Ruidoso, NM, within 10 days of the completion of the project.

Government Furnished Material Quantity When, Where, How to be Furnished

6" X 8 ft Treated Wood Post 239 EA Material will be available for pick up at the Smokey Bear Ranger District located at 901 Mechem Drive, Ruidoso, NM before the period of performance.

4" X 10 ft Treated Wood Pole 645 EA Material will be available for pick up at the Smokey Bear Ranger District located at 901 Mechem Drive, Ruidoso, NM before the period of performance.

8" Spikes 5 PK Material will be available for pick up at the Smokey Bear Ranger District located at 901 Mechem Drive, Ruidoso, NM before the period of performance.

Qualifications Of Contractor Or Employees Contractor should have experience in post at pole construction.

Tasks The Contractor shall construct an approximately 2,150-foot post and pole fence around the perimeter of Blue Lake (see attached map). A U-shaped passthrough shall be constructed to allow pedestrian access to Blue Lake on two sides. Chainsaws may be used to cut woody debris.

Post and Pole Fence Specifications:

Constructed of 6-inch diameter, 8-foot (6” x 8’) posts and 4-inch diameter, 10-foot poles (4” x 10’). The posts shall be set three feet (3’) into the ground and be approximately five feet (5’) tall. Posts shall be spaced approximately nine feet (9’) on center to accommodate attaching the 10-foot poles. The top pole should be attached to the post at approximately 5’ with some variation to account for the staggering of poles. The bottom pole will be attached to allow approximately 20 inches (20”) of clearance between the ground and the bottom rail with some variation to account for the staggering of poles. The middle pole will be attached approximately equidistant between the top and bottom pole with some variation to account for the staggering of poles. The top pole will be roughly 60 inches in height above the ground level, the middle pole will be approximately 3’ 6” above ground level, and the lower pole will be roughly 24 inches above the ground level. There will be two U-Shaped walk-throughs.
