About this file
This is Solicitation Amendment 003 to Request for Quote (RFQ) 127EAX26Q0012 issued by the USDA Forest Service, Smokey Bear Ranger District for reconstruction of the Blue Lake wetland fence destroyed by the 2022 McBride Fire on the Lincoln National Forest near Ruidoso, New Mexico. The amendment, effective June 2, 2026, incorporates Questions & Responses received during the Solicitation 002 timeframe. The contracting office is located at USDA-FS CSA Southwest 7, 333 Broadway Blvd SE, Albuquerque NM 87102-3498, with administration by code 7EAX.
The project scope requires reconstruction of a wetland fence using materials (posts, poles, and spikes) to be provided by the Forest Service. Fence posts measure 8 feet long by 6 inches wide and will be spaced 9 feet on center. The design includes U or V-shaped pass-throughs to allow pedestrian and recreational access while deterring vehicle traffic through the wetland. The pass-throughs may be downgraded to 3-foot gaps if material constraints exist. Posts do not require pointing prior to placement, and contractors are not responsible for providing any fencing materials. Delivery is required within 30 days after Notice to Proceed to Delivery Location Code 7515. The service is classified under Product/Service Code Y1PC (Construction of Unimproved Real Property). All terms and conditions from Solicitation Amendment 002 remain unchanged. Offerors must acknowledge receipt of this amendment with their submitted quote packages.

Questions & Answers for Blue Lake Fence Reconstruction Project
Lincoln National Forest, New Mexico
Solicitation RFQ# 127EAX26Q0012-002
Question 15: Can you provide the weight and or count for the 8" spikes packages?
The boxes and materials are stored at a different facility, and due to staffing shortages because of current fire obligations, the boxes cannot be verified in the required timeframe.
However, there are five boxes at approximately 20-30 lbs. each.
Question 16: The SOW states both fence posts at 8' and 9' centers. Which is correct?
The SOW states the posts are 8’ (8’ L x 6” W). The post will be spaced 9’ on center to allow the poles to be attached to the posts.
Question 17: Can you provide a sketch for the "u-shaped pass-throughs"?
U (or V)-shaped pass-throughs are preferred; however, this could be downgraded to a 3-foot gap to allow foot traffic and recreational access, if a lack of materials deems it to be necessary. The fence is designed to deter vehicles from driving through the wetland, not to keep animals from entering. No sketch is available at this time.
Question 18: The prior answers to questions stated in response to previous question 5, that the Forest Service had added 30% to the needed materials (posts, poles, and spikes). That does not appear to be correct given the quantities provided in the SOW (page 2). Please verify.
Again, due to staffing shortages because of current fire obligations, the material cannot be verified in the required timeframe. However, material required to build the fence will be provided by the Forest Service.
Question 19: Do the posts need to be pointed prior to placement?
No.
Question 20: Are contractors required to provide any fencing materials (posts, poles, or spikes) for this project?
No.
