About this file

This document is a comprehensive Statement of Work (SOW) for installing a standby generator and automatic transfer switch (ATS) at the Western Winds Dining Facility (Building 334) on Goodfellow Air Force Base in Texas. The project requires providing and installing a new 500 kW diesel-powered commercial generator system, including an integral sub-base fuel tank, sound-attenuated enclosure, and 2000-amp automatic transfer switch. Key technical specifications include a Caterpillar C15 generator with 120/208 Volt, 60 Hz capabilities, a 24-hour dual-wall fuel tank with 1,041-gallon capacity, and a service entrance-rated ATS that operates in an open transition scheme.

The project is set for completion in June 2024, with a 240-calendar day performance period. The work will be performed by the 17th Civil Engineer Squadron and involves reconfiguring the existing electrical utility service, connecting the new generator to the existing switchgear in the main mechanical room, and ensuring a fully operational standby power source. The contractor must comply with multiple environmental, safety, and technical regulations, including Air Force instructions, OSHA requirements, and specific construction standards. The project emphasizes environmental protection, green purchasing practices, and adherence to strict safety and operational protocols throughout the installation process.
