NDBC STANDARD SPECIFICATION FOR FABRICATION OF 3M VE FRAMEWORK USED

IN THE WEATHER BUOY ARRAY

1. SCOPE

1.1 General. This specification describes the requirements for the fabrication of the buoy structure used in the 3M Foam Buoy as part of the NDBC Weather Buoy Array. The contractor shall provide all the necessary labor, material, equipment, facilities and services to fabricate and deliver the specified piece parts to the National Data Buoy Center (NDBC).

1.2 Precedence. Any ambiguity of conflict between this specification and other applicable documents shall be resolved by the following order of precedence:

a) The issued contract with any amendments or modifications

b) This specification

c) The drawings listed in paragraph 2.4

d) Other applicable documents listed in paragraph 2.0

2. APPLICABLE DOCUMENTS

2.1 General. The documents listed in this section are referenced in section 3 and 4 of this specification. This section does not include documents cited in other sections of this specification, which are recommended for additional information or used as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements cited in sections 3 and 4 of this specification, whether or not the referenced documents are listed here.

2.2 Government Documents. The following documents for a part of this specification to the extent referenced herein. Suffixes denoting the specific issue of each document are omitted from future references to the documents in this specification.

2.3 Industry Publications. The following documents of the issues specified form a part of this specification to the extent referenced herein. Suffixes denoting the specific issue of each document will be omitted from future references to the document in this specification.

3. REQUIREMENTS

The contractor shall fabricate and assemble the following from the drawings listed above:

All aluminum welding shall be in accordance with AWS D1.2.

4. QUALITY ASSURANCE

4.1 Welding Procedures and Qualifications. The contractor shall submit welding procedures and welder qualifications that conform with AWS D 1.2 prior to fabrication of any of the weldments.

4.2 Material Certifications. The contractor shall provide vendor supplied material certifications for all materials used in the construction of all aluminum.

4.3 Hull Pressure Test. The contractor shall perform a hull pressure test in accordance with NDBC-8090. Any leaks will require repair and retest until test is passed. At least two weeks prior to performing this test, the contractor shall notify the government so they can witness the testing of the First Article prior to the required First Article Report.

4.4 First Article. The contractor shall produce and deliver a first article of the mast for inspection prior to commencing fabrication of the remainder of the articles.

4.5 Additional Unit Testing – The contractor shall perform a hull pressure test in accordance with NDBC-8090 on the remaining two (2) units. Any leaks will require repair and retest until the test is passed. At least two weeks prior to performing this test, the contractor shall notify the government of planned testing and the additional forthcoming report for the remaining units. The government reserves the right to attend so they can witness the test.
