Solicitation Information
Award Type
It is anticipated that a firm-fixed price contract consisting of one (1) one-year base period.
The Government intends to make one award from this solicitation.
Evaluation and Basis for Award
The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the contractor that provide the Best Value to the Government.
Section 1: Evaluation Methodology Award of this contract will use Best Value, a trade-off process to meet the following organizational goal and objectives:
Goal:
• Secure an office facility that meets the operational needs of the Long Cane Ranger District as described in the Statement of Work (SOW) no later than 1 April 2026.
Objectives:
• Avoid and/or minimize additional costs to the government that may result from relocating to another facility outside of Edgefield, SC.
• Avoid and/or minimize disruptions to District operations that would result from relocating to another facility.
In addition, the USFS seeks to establish a contract that provides the best value to the government with a vendor that has exceptional past performance in providing contracted office space and a track-record of delivering first-class customer service.
Section 2: Evaluation Factors The award decision will be based on the following evaluation factors:
• Technical Specifications & Approach
• Past Performance
• Cost/Price
The “Technical Specifications & Approach” evaluation factor is the most important and significantly more important than contract cost. Additional costs for relocation and disruptions to operations pose both tangible and intangible disadvantages for the government and it is in the best interest to avoid and/or minimize their impact on District operations.
The second most important evaluation factor is “past performance” and is more important that contract cost. Doing business with a vendor that has a proven record of superior past performance and first-class customer service is very important to the government. A landlord that is responsive to facility repair needs and proactive in providing preventative and recurring facility and ground maintenance is imperative to presenting a professional image to the public and minimizing disruptions to District operations.
The final evaluation factor is contract cost. Securing a District office at an economical price is in the best interest of the government and will be considered along with the other two evaluation factors to determine the best value for the government.
2.1 Factor 1: Technical Specifications & Approach (Evaluation Weight: 50%) Submission Requirements:
Vendors shall submit a detailed proposal that describes the characteristics of the property to demonstrate the facility meets the requirements stated in the SOW. Facility specifications, floorplans and a list of services that will be included in the rental fee will be evaluated. The frequency of services included should also be provided for evaluation. If the proposal requires a move to another facility, the vendor can propose solutions to avoid or minimize additional costs or operational disruptions to the government.
Evaluation Criteria/Methodology:
For this factor, the evaluation team will use a trade-off process to assign an adjectival rating for each proposal using the definitions provided in paragraph 3.1 below. Specifically, the proposed facility must adhere to the technical requirements as set forth in paragraph 3.0 and must be available for occupation as stated in paragraph 4.0 in the SOW. A technical confidence rating will also be assigned to each proposal based on paragraph 3.2 below.
2.2 Factor 2: Past Performance (Evaluation Weight: 30%)
Submission Requirements:
The vendor should provide evidence/documentation of past performance that is comparable to the scope and duration of this contract requirement. The vendor is also encouraged to provide contact information for current or past tenants to verify the vendor’s customer service performance.
Evaluation Criteria/Methodology:
Evaluation of the proposal will be based on relevancy. A past performance confidence rating and a performance confidence assessment will be assigned to each proposal in accordance with paragraphs 3.3 and 3.4 below.
2.3 Factor 3: Cost/Price (Evaluation Weight: 20%)
Submission Requirements:
Proposals shall include all annual costs associated with the rental fee and shall include all fees and services as described in the SOW.
Evaluation Criteria/Methodology:
Evaluation of this factor will be based upon the completeness of the information as compared to the services requested in the SOW. Proposals meeting the requirements as set forth in the SOW will be rank ordered by cost;
least costly to most costly.

NOTICE FOR FILING AGENCY PROTESTS
United States Department of Agriculture (USDA) Ombudsman Program
The USDA is committed to issuing solicitations and awarding contracts in a fair and prompt manner. The Ombudsman Program for Agency Protests (OPAP) was established to address protest issues within the agency, providing an alternative to costly and time-consuming litigation. Operating independently, OPAP offers relief comparable to that granted by the Government Accountability Office (GAO). Interested parties are encouraged to resolve concerns through USDA’s internal Alternative Dispute Resolution (ADR) process before pursuing external forums such as the GAO. Concerns may be addressed informally or through a formal agency protest filed with either the Contracting Officer or the Ombudsman.
Informal Forum with the Ombudsman
1. Initial Point of Contact: Interested parties who believe a specific USDA procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer.
2. Escalation: If the Contracting Officer is unable to address their concerns, interested parties are encouraged to contact the USDA Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Utilization of the informal forum does not suspend any time requirement for filing a formal protest with the agency or other forums.
3. Required Information: To ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).
Formal Agency Protest with the Ombudsman
1. Effort to Resolve: Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions.
2. Independent Review: If the protester’s concerns remain unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest with either the Contracting Officer or, alternatively, with the Ombudsman under the OPAP program. Contract awards or performance will be suspended during the protest period unless justified in writing for urgent and compelling reasons or determined in writing to be in the best interest of the Government.
3. Resolution Timeline: The agency’s goal is to resolve protests within 35 calendar days from the date of filing.
4. Required Information: Protests shall include the information set forth in FAR 33.104(a)(3).
Failure to submit the required information may result in a delay or dismissal of the protest.
5. Timeliness: Protests must be filed within the timeframes specified in FAR 33.104.
6. Submission: Formal protests under the OPAP program should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.
Election of Forum. By initiating a protest with the USDA, the protester agrees not to pursue the same mailto:SPE.inquiry@usda.gov matter with the Government Accountability Office (GAO) or any other external forum while the agency protest is pending. If a protest is filed externally, the agency protest will be dismissed.
