The contractor shall perform either roof repair or full replacement, including removal of damaged materials, inspection and replacement of compromised decking, installation of new insulation meeting current IRC/IECC R-value requirements, installation of new flat roofing membranes (TPO, EPDM, Modified bitumen, PVC, or Coated foam systems), and installation of new flashing and drainage systems. Contractor must be a manufacturer-certified installer and provide minimum 10-year material warranties covering defects, leaks, seam failures, wind uplift, installation errors, ponding, equipment damage, and penetration failures. Required submittals include project schedule within 14 days of award (RSN S1), recycled materials list (RSN S2), site-specific safety plan and Job Hazard Analysis minimum 7 days prior to mobilization (RSN S3), removal and disposal methods (RSN S4), installation methods and layout plan (RSN S5), As-Built drawings in AutoCAD format minimum 21 days prior to final invoice (RSN S7), and warranty information within 5 days after project acceptance (RSN S8). The Government requires 21 calendar days minimum for submittal review. A site visit is scheduled for October 14, 2026, from 12:00 p.m. to 3:00 p.m. Mountain Time at the facility location. Key government contacts include Contract Specialist Ronda Lucero, Contracting Officer Mary B. Maestas, Contracting Officer's Representative Oscar Molina, and Facility Manager Susan Storm. The contractor must coordinate material deliveries with the Alamosa Field Division a minimum of 72 hours in advance and mobilize personnel with 5 working days' notice. All work must comply with the Department of Interior's Guiding Principles for Existing Buildings and Reclamation's Sustainability and Environmental Management System (SEMS) requiring use of EPA-designated recycled content materials.

1.6 - Government Furnished Materials Government shall provide, if available, design data if requested by the Contractor for the purpose of fulfilling the requirements of these specifications.
2.0 - General
2.1 - Background The San Luis Lake Pumping Plant is located on the south shore of the San Luis Lake about 375 feet north of the Closed Basin Project Canal. The pumping plant houses 5 pumps used to pump water from an intake vault below the building into the canal. Water from the full lake passes through a trash rack north of the facility and into the pump plant vault.
The pumping plant has a footprint of approximately 2,200 square feet. The building walls are concrete masonry unit (CMU) finished with stucco on the outside and drywall on the inside. There are steel w-section beams that span the short dimension of the building that support the open web roof trusses which span the longer dimension of the building. The roof is plywood sheathed, and there is no apparent interior roof insulation. There is a PVC pipe roof drain that penetrates the decking into the interior of the building. The PVC pipe bends 90 degrees below the trusses towards the east wall and 90 degrees when it reaches the wall. The pipe parallels the wall down to a drain that penetrates the east wall. There are 6 hatches that penetrate the roof. The hatches are used to lift the pumps with a crane from outside of the building.
2.2 – Purpose There is obvious water staining on the plywood sheathing near the center of the building between the drain and the roof hatches. The leakage is most likely caused by a low spot that has developed near the roof drain which ponds water and leaks through a tear or puncture in the existing roof membrane. The drain could be freezing or clogged, not allowing water to properly drain.
The roof has been repaired several times but needs improved slope to allow for proper drainage, replacement of decking that has been weakened or damaged due to pooling water, new membrane, and resealing.
