About this file
This is Amendment 0002 to a Bureau of Reclamation solicitation (140R4026Q0141) issued by the Upper Colorado Region. The amendment, effective October 14, 2026, modifies the original solicitation dated October 8, 2026, and does not extend the proposal due date. Complete proposals must be submitted by email to Contract Specialist Ronda Lucero (ronda_lucero@ios.doi.gov) no later than Monday, November 2, 2026, by 1:00 p.m. MST. The period of performance is December 1, 2026, through April 1, 2027.
The amendment addresses bonding requirements for the project. It notifies offerors that due to the magnitude of the project, bid guarantees, payment bonds, and performance bonds will be required if the offeror's proposal exceeds $150,000.00. The amendment incorporates two federal clauses: FAR 52.228-15 (Performance and Payment Bonds-Construction, June 2020) and FAR 52.228-1 (Bid Guarantee, September 1996). Under these clauses, successful offerors with bids exceeding the applicable threshold must furnish performance bonds and payment bonds, each in the amount of 100 percent of the original contract price using Standard Form 25 and Standard Form 25A. Bid guarantees must equal 20 percent of the bid price or $30,000.00, whichever is less, and must be furnished in the form of a firm commitment supported by acceptable surety, postal money order, certified check, cashier's check, irrevocable letter of credit, or certain U.S. bonds or notes. All executed bonds must be provided to the Contracting Officer before starting work. Offerors are required to acknowledge receipt of Amendment 0002 in their submission.
