About this file
This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) award under the Simplified Acquisition Threshold (SAT) issued by the Department of Veterans Affairs. The Coatesville VA Medical Center, located in Coatesville, Pennsylvania (VISN 04), seeks to award a single-source contract to R. Brooks Mechanical for emergency sewer line repair services. The acquisition plan action ID is VA-25-00028482, with purchase requisition number 542-25-1-5125-0081. The estimated contract value is $40,600, which exceeds the micro-purchase threshold but remains below the $250,000 SAT limit, making it eligible for simplified acquisition procedures under FAR 13.106-1(b).
The justification documents an emergency requirement to repair a broken 5-inch underground sewer line at Building 14 that has caused water leakage onto adjacent sidewalks, driveways, and roadways, creating hazardous icy conditions and posing health and safety risks to patients and employees. The sewer line connects to boilerplant equipment that continuously pumps water, and the waterborne disease risk from the break is particularly concerning given the facility's patient population with compromised immune systems. R. Brooks Mechanical is identified as the sole source capable of performing immediate repairs because the contractor is already onsite, has performed previous emergency repairs and construction work on campus infrastructure, and can address the emergency without delay. Market research was limited to contacting the onsite vendor and conducting internal engineering assessments. The contracting officer, Elizabeth Wilson, certified the justification as accurate and complete on January 21, 2026.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: VA-25-00028482
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Coatesville VA Medical Center, 1400
Blackhorse Hill Road, Coatesville, PA 19320. PR#: 542-25-1-5125-0081
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Coatesville VAMC has a new sole source requirement to repair a broken sewer line at the bld
14. Due to this sewer line break there water leaking onto the sidewalk, driveway and roadway creating icy conditions and unsafe health conditions for patients and employees. If this repair is not performed we continue to make a unsafe situation outside the boiler plant and campus.
The estimated value of this service is $40,600
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
There was an 5” underground sewer line break that requires an emergency repair. This sewer line is tied into the boilerplant polishers that continuously pump water into the sewer. The repair is needed to restore the ability to pump water without creating icy conditions. The VA Medical Center serves patients with compromised immune systems and there is a concern of waterbourne diseases from the sewerline break which may compromise the health and safety of patients and employees.
The break requires immediate repair. R. Brooks Mechanical is onsite and can immediately repair the break.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by contacting a vendor who is onsite and capable to repair the sewerline break immediatly. This Contractor has performed emergency repairs on the campus in the past along construction of new water mains and sewer lines in other areas of the campus and is onsite. Engineering assessments were also performed in house.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
