About this file
This document is Section B of a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract from the Defense Logistics Agency (DLA) Strategic Materials to procure High Fragmentation 1 Steel (HF-1) for the National Defense Stockpile. The contract has a five-year base ordering period from July 2026 through July 2031, with estimated total procurement of 438,480,000 pounds, declining from 104,440,000 pounds in Year 1 to 72,520,000 pounds in Year 5. CLIN 0001 covers sourcing, packaging, and delivery of HF-1 steel to a DLA Strategic Materials storage depot using a Firm Fixed Price (FFP) structure. Pricing shall be provided on a per-pound basis for four quantity ranges (70,000,000–80,000,000 LB; 80,000,001–90,000,000 LB; 90,000,001–100,000,000 LB; and 100,000,001–110,000,000 LB) for each contract year. Inspection and acceptance occur at destination with FOB Destination terms. Packaging and labeling requirements are specified in the Statement of Work (SOW).
CLIN 0002 provides for optional vendor-managed storage, allowing contractors to store HF-1 steel in a contractor-owned or controlled clean, dry, secure facility with continuous surveillance and government access for inspections. Pricing for CLIN 0002 shall be quoted on a per-pound-per-month basis and include all storage costs. The government notes that quantities in Table 1 are estimates subject to change throughout the contract period, with only a guaranteed minimum obligation required. Unit prices proposed in Tables 2 and 3 will remain valid for all delivery orders issued throughout the five-year ordering period.
