SCOPE OF WORK
Quarry Exhibit Hall Physical Security Gate Repair and System Restoration Dinosaur National Monument

Quarry Exhibit Hall Physical Security Gate Repair and System Restoration Dinosaur National Monument SOW DINO
1.0 Background
Dinosaur National Monument protects nationally significant fossil resources housed at the Quarry Exhibit Hall (QEH). The primary access gate system serving QEH has been inoperable for approximately three (3) years due to obsolete components and deferred maintenance. Failure of the automated gate system has reduced operational efficiency, increased maintenance requirements, and limited the Government's ability to control vehicle access to the QEH.
Temporary manual operation using chains and padlocks has reduced operational efficiency and created increased risk of unauthorized access. Restoration of an automated, secure gate system is required to reestablish perimeter control and support safe facility operations.
2.0 Objective
To fully restore, repair, and upgrade the existing QEH gate system to a reliable, automated, and secure operational condition, eliminating all current deficiencies.
3.0 Scope of Work
The Contractor shall provide all resources necessary to deliver a fully functional and compliant gate system. Work includes, but is not limited to:
3.1 Site Investigation and Verification
· Verify existing conditions, dimensions, and utility availability
· Identify all deficiencies impacting system performance
· Validate compatibility of proposed equipment
3.2 Removal of Deficient Components
· Remove existing inoperable gate operator and associated hardware
· Remove obsolete or nonfunctional electrical/control components
· Dispose of all removed equipment and materials in accordance with applicable Federal, State, and local regulations.
3.3 Furnish and Install New Gate Operator System
Provide and install a commercial-grade automatic gate operator system that:
· Is rated for continuous-duty cycle
· Is suitable for remote, high-desert conditions (temperature extremes, snow, dust)
· Includes mounting hardware and structural supports
· Includes battery backup capable of operating the gate during temporary commercial power outages.
· UL listed
· Compatible with the existing gate
· Sized for the gate weight and length
3.4 Access Control System
Provide and install:
· Keypad entry system that is weatherproof, backlit and programmable
· Provide a minimum of six (6) remote transmitters unless otherwise directed by the COR.System shall:
· Allow controlled access for authorized personnel
· Prevent unauthorized entry
3.5 Electrical and Controls Work
· Install or upgrade wiring, conduit, and electrical connections as required
· Provide disconnects, surge protection, and grounding
· Ensure compliance with applicable electrical codes
· Restore any disturbed pavement, concrete, landscaping, or finishes resulting from electrical installation.
3.6 Safety Features and Compliance
System shall include:
· Obstruction detection (photo eyes or equivalent)
· Auto-reverse functionality
· Emergency manual override
· Entrapment protection devices
· Safety edge if recommended by manufacturer System must comply with:
· UL 325 (gate operator safety)
· Applicable local, state, and federal codes
3.7 System Testing and Commissioning
The Contractor shall:
· Perform full operational testing, by completing ten open/close cycles
· Demonstration under normal operating conditions
· Verify all safety systems
· Demonstrate system functionality to the COR
3.8 Training
Provide on-site instruction to Government personnel covering:
· System operation
· Access control use
· Emergency procedures
3.9 Documentation
Provide:
· Manufacturer specifications and manuals
· Warranty documentation
· As-built configuration (if modified)
· Parts list
· Recommended maintenance schedule
· Programming instructions
· Final completion report
4.0 Performance Requirements
The Contractor shall deliver a system that meets the following outcomes:

5.0 Contractor Submittals
Prior to installation, submit:
· Product data
· Shop drawings
· Equipment specifications
· Manufacturer installation instructions
· Wiring diagrams
· Warranty information Government approval prior to installation.
6.0 Period of Performance
· Total: 90 calendar days.
· Contractor shall submit a proposed schedule within 10 calendar days after award.
7.0 Contractor Responsibilities
The Contractor shall:
· Provide all labor, materials, equipment, and supervision
· Coordinate all work with the COR
· Protect Government property and surrounding resources
· Maintain site security during all phases of work
8.0 Government Responsibilities
The Government will:
· Provide site access
· Designate a Contracting Officer’s Representative (COR)
· Review and accept completed work
9.0 Constraints and Special Considerations
· Work must minimize disruption to park operations and visitors
· Contractor shall work within environmental and cultural resource protection requirements
· Fossil protection is mission-critical
· Contractor shall maintain safe pedestrian access whenever possible.
· Contractor shall immediately notify the COR of any damage to Government property.
· Contractor shall comply with all park safety requirements.
10.0 Final Acceptance
Government acceptance will occur after:
· Installation complete
· Safety devices tested
· Access control operational
· Keypad operational
· Remote transmitters operational
· Battery backup tested
· Training completed
· Documentation received
· Site restored
· Government inspection completed
11.0 Warranty
The Contractor shall provide a minimum one-year warranty covering all labor, materials, equipment, programming, and installation defects beginning on the date of Government acceptance.
