About this file
This is a Scope of Work for the Dinosaur National Monument's Quarry Exhibit Hall Physical Security Gate Repair and System Restoration project (PMIS #350893), dated April 2026, with a 90-calendar-day period of performance. The National Park Service seeks to replace an inoperable automated slide gate operator system that has been defunct for approximately three years, restoring secure perimeter control and operational efficiency at the facility housing nationally significant fossil resources.
The contractor must provide a complete commercial-grade automatic gate operator system for a 50-foot aluminum gate, including a heavy-duty slide gate operator rated for 120V/240V single-phase input with minimum high-torque motor for continuous duty cycles, integrated 24-hour battery backup, #40 or #50 nickel-plated drive chain, one IP44 or higher weather-rated wireless digital keypad with non-volatile memory, and 10 multi-channel programmable remote-control transmitters with encrypted rolling-code technology. Installation requirements encompass site investigation and verification, removal of deficient components, mechanical and electrical integration following applicable electrical codes and UL 325 safety standards, safety device installation (obstruction detection, auto-reverse functionality, emergency manual override, entrapment protection, and auto approach exits from the Quarry exit side only), system testing with ten open-close cycles, and on-site user training. The contractor must submit product data, shop drawings, equipment specifications, manufacturer instructions, and wiring diagrams for government approval prior to installation. Final acceptance requires completion of installation, operational testing of all safety and access control systems, battery backup verification, training completion, full documentation delivery, and site restoration. A minimum one-year warranty covering all labor, materials, equipment, programming, and installation defects is required beginning on the date of government acceptance.

SCOPE OF WORK
Quarry Exhibit Hall Physical Security Gate Repair and System Restoration Dinosaur National Monument
PMIS # 350893
DATED: April 2026
NATIONAL PARK SERVICE
Quarry Exhibit Hall Physical Security Gate Repair and System Restoration Dinosaur National Monument SOW DINO
1.0 Background
Dinosaur National Monument protects nationally significant fossil resources housed at the Quarry Exhibit Hall (QEH). The primary access gate system serving QEH has been inoperable for approximately three (3) years due to obsolete components and deferred maintenance. Failure of the automated gate system has reduced operational efficiency, increased maintenance requirements, and limited the Government's ability to control vehicle access to the QEH.
Temporary manual operation using chains and padlocks has reduced operational efficiency and created increased risk of unauthorized access. Restoration of an automated, secure gate system is required to reestablish perimeter control and support safe facility operations.
2.0 Objective
Replace an outdated or failed slide gate operator system for a 50-foot aluminum gate. Install a high-capacity, heavy-duty commercial operator. Integrate a wireless keypad and 10 programmable remote controls, to ensure secure, reliable access control.
3.0 Scope of Work
The Contractor shall provide all resources necessary to deliver a fully functional and compliant gate system. Work includes, but is not limited to:
3.1 Site Investigation and Verification
· Safety Isolation: Disconnect and lockout all electrical power sources supplying the existing gate operator.
· Site Inspection: Verify the condition of the existing concrete pad, structural posts, and electrical conduit and notify NPS of your findings.
· Gate Assessment: Inspect the 50-foot aluminum gate structure for warp, damage, or structural sagging and notify the NPS of your findings.
· Hardware Check: Evaluate existing track, V-wheels, and guide rollers for wear. and notify the NPS of your findings.
· System Demolition: Carefully remove the existing gate operator, chain/rack, and legacy access control components.
3.2 Removal of Deficient Components
· Remove existing inoperable gate operator and associated hardware
· Remove obsolete or nonfunctional electrical/control components
· Dispose of all removed equipment and materials in accordance with applicable Federal, State, and local regulations.
3.3 Equipment Specifications & Procurement
Provide and install a commercial-grade automatic gate operator system that:
· Gate Operator: Supply one heavy-duty commercial slide gate operator rated for 120V/240V single-phase input.
· Power & Rating: Minimum high-torque motor rated for continuous duty cycles on gates up to 50 feet.
· Battery Backup: System must include an integrated battery backup to allow full-gate cycles during power outages for 24hrs.
· Drive Mechanism: Heavy-duty #40 or #50 nickel-plated drive chain matching the length of the 50-foot gate plus tail.
· Wireless Keypad: One IP44 or higher weather rated wireless digital keypad with non-volatile memory.
· Auto approach detection: Gate should have automatic approach detection for exiting the Exhibit Hall only.
Remote Controls: Provide 10 multi-channel programmable remote-control transmitters with encrypted rolling-code technology.
3.4 Installation & System Integration
Provide and install:
· Operator Mounting: Anchor the new operator securely to the existing mounting location if possible. Any modifications will need to be approved by the Park and contracting officer.
· Mechanical Connection: Install the new chain brackets onto the aluminum gate frame. Tension the drive chain properly.
· Electrical Hookup: Connect line voltage power to the operator enclosure following local electrical codes utilizing existing conduit if applicable to NEC. Any excavation will need to be Park approved.
· Safety Devices: Install obstruction detection (photo eyes or equivalent), auto-reverse functionality, emergency manual override, entrapment protection devices, safety edge if recommended by manufacturer, and auto approach exits from Quarry exit side only.
Access Controls: Mount the wireless keypad at the designated entrance. Program initial master and user entry codes
· Wireless keypad entry system that is weatherproof, backlit and programmable
· Provide a minimum of ten (10) remote transmitters unless otherwise directed by the CO.
