About this file
This Scope of Project document outlines the technical systems integration services requested by Montana PBS, a statewide public broadcasting network operated through Montana State University in Bozeman. Montana PBS seeks a qualified technical systems integrator to modernize its Network Operations Center (NOC) and master control space through a comprehensive turnkey solution that includes removal of legacy equipment, installation of new routers, racks, patch panels, cabling, labeling, testing, and commissioning. The project encompasses the NOC facility in Bozeman along with interconnected spaces including the Master Control Operations Room, Studio A, and Production Control Rooms 1 and 2. Critical to project execution is the mandatory requirement to maintain on-air functionality throughout the entire implementation, with all system cutover and critical tasks coordinated with Montana PBS to ensure continuous broadcast operations across six licensed call letter stations and associated translator facilities. The anticipated project timeline runs from an on-site start of May 18, 2026, with substantial completion targeted for August 3, 2026, following an anticipated award in April 2026. Proposals are due by April 2, 2026, at 2:00 PM MDT, with the RFP opening February 26, 2026, and the deadline for submitting questions set for March 16, 2026. Site visits and a pre-proposal conference are available for interested offerors.
The awarded contractor must provide a complete, tested, and ready-for-acceptance turnkey system with all labor, materials, equipment, tools, transportation, and supervision necessary for completion, along with on-site manufacturer commissioning and training for major system components. The cost proposal shall be submitted as a lump-sum total contract price with itemized equipment lists matching specifications, schedules of values for non-equipment costs, and a method of adjustment detailing the maximum markup percentage on any change orders. Compliance with prevailing wage requirements in Montana is mandatory, and offerors may receive up to 5% bonus points for demonstrating compliance with Montana Executive Order No. 12-2016 regarding equal pay for women. The contractor shall provide a one-year warranty on all equipment, installation, and integration work, with contractual obligations to answer service calls within 24 hours and repair or replace faulty items within 72 hours during the warranty period. The University reserves the right to verify financial stability at its discretion, which may include review of audited financial statements and proof of insurability and bonding capacity consistent with the contract value. Proposals are limited to 30 pages maximum (8.5" x 11") in PDF format, with shop drawings and as-built document samples submitted as separate files excluded from the page count.

ATTACHMENT 1: SCOPE OF PROJECT
1.0 GENERAL OVERVIEW
Montana PBS seeks proposals from qualified technical systems integrators to provide design, integration, and implementation services to modernize its Network Operations Center (NOC) in Bozeman, Montana. The project will include new routers, racks, patch panels and other associated equipment. The solution must be implemented without on-air downtime. The project involves upgrading and reorganizing the NOC infrastructure to ensure reliability and scalability while maintaining on-air functionality.
Montana PBS operates a statewide public broadcasting network delivering multiple broadcast services, streaming, and on-demand digital content. The NOC is the central hub for these operations.
Montana PBS operates six licensed call letter stations (KUSM-TV, Bozeman; KUFM-TV, Missoula; KBGS-TV, Billings; KUGF-TV, Great Falls; KUHM-TV, Helena; KUKL-TV, Kalispell) and additional translator and low-power facilities. Montana PBS also serves independent translators, cable systems, and direct broadcast satellite providers, throughout the Montana designated market areas. Montana PBS delivers five broadcast program streams, originating from the NOC.
1.1 EXISTING CONDITIONS
All existing conditions should be independently verified. Any discrepancies, conflicts, or omissions should be communicated to the Procurement Officer promptly upon discovery.
Removal of existing legacy equipment is to be coordinated with the University. Equipment removal will require a clear sequencing strategy to ensure equipment is removed at appropriate times. Some equipment can be removed at the start of the project. Some equipment cannot be removed until the fully commissioned integration of new equipment is complete.
STATEMENT OF WORK
The Awarded Offeror will provide a turnkey solution including removal of legacy equipment, installation of new equipment (racks, routers, patch panels, etc.) and integration of owner-furnished equipment. The scope includes all cabling, labeling, testing, and commissioning. The integrator will fundamentally rearrange and rebuild the existing NOC rack room and master control space with integrations in other areas.
Montana PBS must maintain On-Air functionality throughout the entire project. System cut-over and other critical tasks to be coordinated with owner.
