About this file

This document is a Performance Work Statement (PWS) and Schedule of Services for water sample collection at the Kawishiwi River USGS gaging station in Minnesota. The U.S. Geological Survey (USGS) seeks a contractor to collect six water quality samples per contract period at a specific location 22.5 km east of Ely, Minnesota, as part of the National Water Quality Network (NWQN). The contract includes a base period and four one-year option periods from the date of award through August 31, 2029, with samples to be collected using USGS-provided equipment and following standardized protocols.

The solicitation is a small business set-aside with NAICS code 541690 and a size standard of $19.0 million. The contract will be awarded on a firm fixed-price basis using a lowest price technically acceptable methodology. Contractors must be registered in SAM.gov and submit quotes by June 17, 2025, to sruggles@usgs.gov. The samples will be collected via canoe or on foot, depending on seasonal conditions, and will involve measuring gage height and water temperature. USGS will provide sampling equipment, containers, and cover shipping expenses, with samples to be processed by the Upper Midwest Water Science Center and sent to the National Water Quality Laboratory.

PERFORMANCE-BASED WORK STATEMENT

I. GENERAL INFORMATION

The National Water Quality Network (NWQN) is a network of 102 surface water sampling sites throughout the United States, operated by the United States Geological Survey (USGS)or other agencies. The water-quality data and streamflow information from the NWQN is used to assess the status and trends of water-quality conditions and helps inform decisions regarding public health and aquatic sustainability.

The water quality samples collected at the Kawishiwi River in Minnesota are a critical piece in understanding the quality of U.S. streams and river. The Kawishiwi represents one of our minimally impacted reference sites where samples are collected in a consistent method resulting in a nationally standardized dataset as part of the NWQN. Each site represents an important geographic location. To maintain the network, we need a minimum number of samples collected over the year to maintain a seasonally weighted, fixed interval frequency of samples over time and space.

II. WORK REQUIREMENTS

The contractor will conduct a total of 6 (six) sampling trips, per contract period stated above, to collect stream water quality samples, conditions permitting. The samples will be collected using pre-cleaned equipment sent by the USGS following USGS techniques and protocols that provide samples representative of stream conditions. The contractor will also measure gage height and water temperature. Minnesota State will then send the samples and provide the gage height and water temperature data to the USGS Upper Midwest Water Science Center for processing and shipment to the USGS National Water Quality Laboratory.

The sampling station is located on the Kawishiwi River and must be accessed either by canoe during the ice-free season, or by foot during the ice-covered season. A stream sample will be collected and gage height and water temperature recorded at times agreed upon by the two principle investigators (Melissa Riskin – USGS and the contractor technical lead), however, the final decision of whether sampling shall be conducted on any given day will lie with the contractor technical lead and will depend upon the safety of travel on the river.

The contractor agrees to provide the following:

Sample collection at the USGS Kawishiwi River gage: Six scheduled samples to be collected as conditions permit.

III. SUPPORTING INFORMATION

Samples will be collected at the USGS gaging station which is located 22.5 km east of the town of Ely, Minnesota, at latitude 47°55'22'' and longitude 91°32'06''.

USGS will provide sampling equipment, sample containers, miscellaneous sampling supplies, and pay shipping expenses.

The contractor and USGS agree that each party will be responsible for its own acts and the results thereof to the extent authorized by applicable state and federal.
