About this file

This is a Statement of Work (SOW) for the procurement and installation of a complete audio-visual conference system at Ramstein Air Base, Building 528, Room 307, in Germany.

The contractor must provide all labor, materials, and expertise to deliver an integrated AV system including project management, logistics, de-installation of legacy equipment, professional installation and wiring, system programming and commissioning, and one on-site training session for government personnel. The required hardware comprises 29 distinct components organized into six categories: (1) AV Control and Interface—including a programmable control processor, 10.1-inch touch screen panel with tabletop stand, and 10-inch PoE status display; (2) Video and Display—comprising an 86-inch UHD display with tilting wall mount, 4K AI auto-tracking camera with 12x optical zoom, and four-output HDMI distribution amplifier; (3) Audio System—featuring a 64x64 channel networked audio DSP with at least eight AEC processors, 60W two-channel network amplifier, two column array loudspeakers with eight 3-inch drivers each, and tabletop microphone; (4) KVM and Signal Management—including a 4-port dual-head secure KVM switch certified to NIAP Protection Profile 4.0 and TAA compliant, plus four-input USB switcher; (5) Racking and Power—encompassing low-profile rack mount kit, 3U rack shelf, rack-mountable PDU with SNMPv3 support, and 19-inch power strip; and (6) Cables and Adapters—all necessary cabling including optical HDMI, DisplayPort, USB, and shielded Cat.6A network patch cables. All components must be new and integrate to form a complete system. The contractor bears responsibility for all travel and logistics costs associated with equipment and personnel delivery to the Ramstein Air Base work site.

Salient Characteristics and Statement of Work: Conference Room Audio-Visual System

Project Objective: To procure and install a complete, integrated, and fully functional audio-visual conference system. The contractor shall provide all required hardware, materials, and labor as specified herein. All work is to be performed on-site at Ramstein Air Base, Building 528, Room 307.

Part 1: Services and Installation Requirements The contractor shall provide all necessary labor, travel, and expertise to perform the following services:

1. Project Management and Logistics:

* The contractor shall be responsible for all travel, logistics, and associated costs for delivering equipment and personnel to the work site at Ramstein Air Base, Germany.

2. De-installation:

* The contractor shall de-install and remove specified unused and/or legacy equipment from the conference room as directed by the government point of contact.

3. System Installation and Wiring:

* Provide complete professional installation and wiring of all hardware components listed in Part 2. This includes, but is not limited to:

* Physical mounting of displays, cameras, speakers, microphones, and control panels.

* Assembly and population of equipment into equipment racks.

* Running, terminating, and testing all audio, video, control, and network cabling to industry best standards.

* Ensuring all installed equipment is secure, level, and professionally dressed.

4. System Programming and Commissioning:

* Audio System: Perform complete programming of the audio digital signal processor (DSP). This includes setting gain structure, configuring acoustic echo cancellation (AEC), calibrating microphone and speaker performance, and ensuring optimal speech intelligibility.

* Control System: Program the AV control system to provide intuitive, one-touch control of the entire system via the specified touch panel.

* Commissioning: Conduct a full functional test of the integrated system to ensure all components work together seamlessly. This includes verifying all signal paths, control functions, and network connectivity.

5. User Training:

* Provide one on-site training session for government personnel. The training must cover all aspects of system operation, including starting/stopping the system, selecting sources, controlling cameras, and basic troubleshooting.

Part 2: Required Hardware Specifications

The contractor shall provide the following hardware, or equivalent, that meets or exceeds all specifications listed below. All components must be new and integrate to form a complete system.

1. AV Control and Interface:

* Control Processor: Programmable network appliance for integrated AV control, featuring dual network interface controllers (NICs) and powered by an external 5.4A DC supply.

* Control Panel: 10.1-inch touch screen panel with no integrated camera, microphone, or

NFC.
