Volume I: Technical Approach

The Offeror’s response to the Technical Approach factor shall consist of the following sections:

The offeror shall submit one (1) copy of a narrative as to HOW they will meet each item specified in Attachment 1

– Performance Work Statement (PWS). The narrative document shall be prepared and written in such a manner as to enable the Government to make a thorough and complete evaluation on and arrive at a sound determination as to whether or not the information described in the resume will satisfy the requirements of the PWS. Offerors shall not submit blanket submittals that merely parrot technical criteria. Offerors that provide blanket submittal will not be eligible for award. Failure to provide the Volume I will be cause for rejection of the quotation.

The Offeror shall possess at least 3 (three) years of experience with CCTV conducted with federal government as a prime contractor.

The Offeror shall submit detailed information on a minimum of (1) to a maximum of three (3) projects of similar size and scope that cumulatively demonstrate its experience to perform this requirement. Size is defined as $50K to $250K. Projects similar in scope are projects that provided services comparable to the requirements in Section

2.0 of the PWS.

Projects submitted must either be in process or have been completed within the past two (2) years (calculated from solicitation release date). All experience must demonstrate prior federal government experience as a prime contractor. USCG experience is preferred but not required. Offerors are limited to a maximum of three (3) projects.

Projects that exceed this maximum will not be evaluated.

Volume II – Price

The Offeror shall submit a completed Attachment 3 – Pricing Worksheet. The Offeror’s response to Volume II shall consist of all prices for this requirement listed in section 2.0 of this document.

The Government shall eliminate a quote from consideration for award if an Offeror fails to complete a Pricing Worksheet.

3.2. Evaluation of Quotations

The Government will issue an award resulting from this solicitation to the responsible Offeror whose quotation, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotes: Technical Capability (required narrative describing how vendor will meet requirements of PWS and Price. The Prime Quoter address must be within 300 miles of USCG SECTOR DELAWARE BAY Philadelphia, PA.

Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written order in response to the vendor’s quotation will be e-mailed or otherwise furnished to the successful quoter. The Contracting Officer may ask the vendor to provide written acceptance of an order. In other circumstances the successful quoter may indicate acceptance by proceeding with the supplies or services ordered.

Volume I: Technical Approach

The Government will evaluate each Offeror's Technical Approach and assign a rating of either Acceptable (pass) or Unacceptable (fail), to determine whether the quote meets the minimum technical requirements for an acceptable rating.

The Government will evaluate each Offeror's proposed Technical Approach for the purpose of determining whether or not it has the capability to acceptably perform all tasks in Attachment I – PWS. Simply restating the PWS requirements shall not demonstrate technical capability and will result in an unacceptable rating.

Acceptable/Pass: The quote contains all of the required Technical Submission information indicated in the “Instructions to Vendors,” the information submitted does not conflict with the requirements of the Specifications herein, and the proposed items meet or exceed the Government’s requirements.

Unacceptable/Fail: The quote does not contain all of the required Technical Submission information indicated in the “Instructions to Vendors,” and/or the information submitted conflicts with the requirements of the

Specifications herein, and/or the proposed items do not meet the Government’s requirements.

Note:

(1) Any technical submittal exceeding the requirement will not receive any “extra credit”.

(2) If the Contracting Officer determines that a vendor’s technical submission is unacceptable, that vendor’s entire submittal may be determined to be technically unacceptable and may no longer be considered for further competition or award.

Volume II: Price

The Offeror’s proposed price will be evaluated on the basis of price reasonableness. The evaluation may include, but is not limited to:

a. Price comparison with other quotes;

b. Completeness: all pricing information as it directly related to what is requested in the solicitation;

c. Comparison with independent Government cost estimates.

Pricing will be evaluated to verify the Contractor’s calculation of Total Quoted Price and determine if the total quoted price is appropriate for the USCG’s requirement. The Government will determine whether pricing is fair and reasonable using one or more of the price analysis techniques described in FAR 12.209.

Offerors responding to this solicitation are advised that, prior to award, the Government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price lists with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.

4.0 Basis of Award

The Government intends to award one (1) Firm-Fixed price contract.

The evaluation will be based on the following factors: (1) Technical, and (2) Price. Technical quotes will be evaluated on an acceptable (pass)/unacceptable (fail) basis to determine whether they meet the minimum technical requirements. The Government will award any resulting order to the lowest-priced Offeror whose technical quote is determined to be acceptable.

The Contracting Officer anticipates award without communications with Offerors. The Government reserves the right to conduct communications if determined necessary by the Contracting Officer. Offerors are cautioned that taking exception to the terms and conditions of the RFQ may cause an otherwise acceptable quote to become unacceptable.

The Government intends to evaluate the offers and award a contract using the simplified acquisition procedures of FAR Subpart 13.1. The Government shall select the vendor whose quote represents the best value to the Government, considering price and other factors (technical submission) when compared to other quotations. The Government also reserves the right to not award a contract if a contract award is not in the best interest of the Government.
