About this file

This file is a Request for Information (RFI) questionnaire containing 20 industry feedback questions issued by the Department of the Air Force, Space Systems Command (SSC), related to the Systems Warfighting Architecture Navigator (SWAN) Operations, Sustainment, and Decision Support Services contract opportunity (Solicitation Number FA8802-26-Q-0003). The RFI is a pre-solicitation notice intended to gather vendor capabilities, past performance information, and recommendations on the draft Performance Work Statement (PWS) before formal RFP release. The estimated period of performance begins in Fiscal Year 2027 and consists of a 1-year base period with four 1-year option periods for a total contract life of five years if all options are exercised.

The questionnaire solicits vendor responses on critical topics including company interest level, CAGE code and location information, proposal turnaround time estimates, appropriate NAICS codes, evaluation criteria recommendations, required labor categories and skillsets, small business capability assessment, recommended contract type and vehicle, and specific technical expertise areas. The expertise areas queried include deep knowledge of Department of the Air Force decision structures and Program Objective Memorandum (POM) processes, experience with Strategic Architecture Planning (SAP)-level mission thread and effects chain data, acquisition program data integration capabilities, senior executive decision support materials production, international alliance and partnership engagement strategies related to air or space capabilities, industrial base capacity analysis, and industrial base investment planning and metrics development. The government is seeking responses from large businesses, small businesses, and socioeconomic concerns, with encouragement for vendors to propose joint ventures, partnerships, or consortiums.
