About this file

This is a Bid Transmittal Letter from the State of New Hampshire Department of Natural and Cultural Resources (DNCR) for the Cannon Mountain Peabody Lodge "Yellow Room" Carpet Project. The procurement seeks a contractor to supply and install approximately 3,250 square feet of commercial-grade carpet tile at Peabody Lodge in Grafton County. Three pre-approved carpet tile options are available: NRF Select "Foundation," NRF Select "Contrax II," and NRF Select "Bandwidth." The project requires complete removal of existing carpet, substrate preparation, and installation of new carpet tiles with attic stock, adhesives, and installation materials. A mandatory site visit is scheduled for September 16, 2025, at 2:00 PM. The bid closing date is September 26, 2025, at 2:00 PM, with a bid effectiveness period of 180 days from the opening date. All work must be performed between 7:00 AM and 4:00 PM to minimize disruption to lodge operations. The contract term begins upon Governor and Executive Council approval and continues through April 30, 2026, with a target implementation date of November 26, 2025. The point of contact is Jace Wirth at 603-823-7722 ext. 750 or jace.c.wirth@dncr.nh.gov.

Vendors must provide a detailed cost breakdown including labor, materials, and installation costs, with pricing established without collusion. Bidders must provide proof of insurance with at least $1,000,000 per occurrence and be registered with the NH Bureau of Purchase and Property. No specific budget is disclosed in the transmittal letter; however, a fixed project budget exists that cannot be exceeded without Cannon Mountain management approval. Vendors must be authorized signatories capable of legally obligating their responding entity and must certify compliance with New Hampshire state regulations, including RSA 21-I:11-c, which requires attestation that neither the vendor nor its subsidiaries, affiliates, or principal officers have been convicted of bidding practice violations, antitrust violations, debarment, or other specified regulatory or legal violations within defined timeframes.
