Closed Circuit Television Bldg. 2061 – 320 Hall Blvd., JBSA-Lackland, TX 78236

Statement of Work (SOW) March 2023

1. DESCRIPTION OF SERVICE: The Air Force Material Command, Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (AFMC AFLCMC/HNCSS) requires removal, delivery, and installation, of a Closed Circuit Television (CCTV) System in Building 201, located at 230 Hall Boulevard, Joint Base San Antonio (JBSA)-Lackland TX 78236.

2. PROJECT SCOPE:

2.1. This Statement of Work defines the effort necessary to satisfy the customer requirement for Software/Hardware and Close Circuit Television (CCTV) Video Security System. The proposed limited upgrade will be a Firm Fixed Price (FFP) one time buy. The contractor shall include all necessary and miscellaneous equipment to ensure a fully functioning and operational system.

2.2. The contractor shall provide all of the necessary tools and equipment to remove one exterior and two internal CCTV cameras along with associated cables and wiring. This includes any ladders, lifts, hoists, power tools, safety gear or other equipment/tools, supplies necessary to complete the removal.

2.3. Contractor shall provide all labor, materials, and equipment to install five (5) new internal and four (4) new external CCTV Power over Ethernet (PoE) cameras, seven (7) new monitors system with a new Network Video Recorder (NVR), applicable equipment and software, but not limited to cameras, software, mounting brackets, conduit, and cabling/wiring at location shown on drawings, reference Appendix A.

3. PERFORMANCE PERIOD

3.1. The performance period for this contract shall be 120 calendar days from contract award to completion. A project schedule shall be submitted with quote.

3.2. Final completion includes all site cleanup activities, punch list items, and closeout documents.

4. WORK SPECIFICATIONS:

4.1. The contractor shall install CCTV cameras by bracket mounts on the existing walls of the building at locations shown on drawing. Coordination with Government Point of Contact for proper field of vision and adjustment as necessary.

4.2. The outdoor camera housings shall be weatherproof and capable of operating in extreme hot/cold environments as well as high and low humidity environments.

4.2.1. All cameras shall be covered by flex conduit and installed in a wall arm mount.

4.3. All cameras shall be set to continuous record.

4.4. All cameras provided shall be controllable from the NVR/CCTV workstation in the Security room and the officer workstation located in the main work area.

4.5. Cameras installed shall have their own electrical power supply connected to the existing emergency generator panel. Install all conduit and wiring required in accordance with National Electrical Code (NEC).

4.6. Provide lightning and surge protection before cabling connect to the switch.

4.7. Contractor shall provide and install (1) new Network Video Recorder (NVR) with 10TB of memory. NVR shall provide remote monitoring and camera control via the workstation software.

4.8. All cameras/equipment purchased and installed shall meet the requirements of, and be installed in accordance with applicable NEC and the best practices of the trade.

4.9. Cable type and size used shall be compatible with and rated for the application and equipment being installed under this contract.

4.10. All cables shall be neatly secured and bundled and labeled accordingly.

4.11. Contractor shall provide and install electrical power and power supplies for all video system equipment.

4.12. All cameras shall be adjusted in coordination with Government Representative for proper field of vision.

4.13. All exposed conduit and wire mold installed shall be prepared, primed, and painted to match existing building finishes. Painting shall provide uniform coverage with no skips or runs.

4.14. Contractor shall seal:

4.14.1. All exterior facility penetrations to prevent outdoor air migration into the building.

4.14.2. All interior perimeter wall penetrations within the facility with Firestop sealant.

4.15. Contractor shall provide and install electrical power for all video system equipment to be installed.

4.17. The contractor shall label all new wiring and provide a wiring diagram to the Government Representative. This diagram will be provided in PDF format for ease of readability. All electrical connections must be performed by a state licensed electrician and subject inspection by a base electrician, prior to being energized. All installed breakers and associated electrical connections must be labeled “CCTV.” All incoming cables and wires shall be clearly marked as to origin with labels.

4.18. The contractor will configure the CCTV system so that the television, NVR, and camera work together and effectively.

4.19. All related accessories shall be installed in accordance with industry standards and manufacturer’s recommendations.

5. HOURS OF PERFORMANCE

5.1. All work shall be performed during the hours of 7:00 am to 5:00 pm, Monday through Friday, unless approved by Government Representative. No work shall be done on weekends, Federal Holidays, or AETC Family Days.

5.1.1 Recognized Holidays: Federal Law (5 U.S.C. 6103) establishes the following public holidays for federal employees, and the contractor shall not be required to perform services on the following federal holidays.

5.1.2. AETC Family Days. The AETC Commander typically declares a day off for military personnel in conjunction with the federal holidays of July 4th, Thanksgiving, Christmas, and New Year's Day. AETC Family Days are not federal holidays. The contractor shall provide full and appropriate staff and management for AETC Family Days per the hours of operation prescribed and services required by this PWS.

6. SALIENT CHARACTERSTICS REQUIRED: Equipment must be upgradable to meet future expansion requirements. A list of all materials to be utilized in the performance of this contract must be submitted with quote. All equipment and material will be new and not refurbished equipment.

7. DISPOSAL

7.1. The contractor shall dispose of the existing CCTV equipment, components, and hardware in an environmentally safe manner.

7.2. No waste shall be put in building dumpsters or containers.

7.3. All persons working for or under a General Contractor or Sub-Contractor shall maintain safely marked areas of work.

7.4. The building tenants shall have no functional disruptions resulting from the contractor’s planning and execution of project work.

7.5. In the event of an emergency, contractor shall cease work and move to a location directed by Government escort until notified that the emergency has terminated, at which time work may resume.

8. CODE AND DESIGN COMPLIANCE REQUIREMENTS:

8.1 The Contractor shall secure all needed permits.

8.2. All work performed by the Contractor shall be done utilizing the latest editions in accordance with all applicable federal and state laws, regulations, standards, instructions, certifications, and commercial practices, including, but not limited to the following as applicable:

a. National Electrical Code

b. National Fire Protection Association Standards

c. OSHA safety regulations: https://www.osha.gov/law-regs.html

d. National Life Safety Code (NFPA 101).

9. IDENTIFICATION OF EMPLOYEES

9.1. The contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display, identification as approved and directed by the Government Point of Contact. Prescribed identification shall immediately be delivered to the Government Point of Contact for cancellation upon release of any employee. All contractor and sub-contractor personnel shall wear identifying markings on hard hats and safety vests clearly identifying the company for whom the employee works.

9.2. Contractors will be required to be cleared via the 802 SFS Pass and Registration Office in order to be processed for and received a base pass.

9.3. No security clearance is required. Contractors will be under constant escort during interior and exterior install activities.

10. JOB SITE TOOLS AND EQUIPMENT

All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use. Attire shall be IAW applicable OSHA regulations. All tools and equipment shall be on hand prior to the contractor commencing work for the day.

11. PRE-MEETING

The contractor shall be required to attend a pre-meeting with the Government Representative prior to the commencement of any work. Contractor shall coordinate installation start date no less than one calendar week prior to start of installation.

12. SAFETY:

12.1. The Contractor shall provide all safety gear to include hard hats, eye protection, ear/sound protection, and for providing any other safety equipment required for safe working conditions.

The Contractor is also responsible for proper safety around the work area.

12.2. The contractor shall record and report to the Government Representative and Security Forces all available facts relating to each instance of accidental damage to government property or injury to either contractor or government personnel. The Contractor shall secure the accident scene and wreckage until released by the accident investigative authority through Security Forces. If the Government elects to conduct an investigation of the incident the contractor shall cooperate fully and assist the government personnel until the investigation is completed.

(a) Contractor to comply with OSHA/AFOSH/NEC/NFPA Regulations.

13. SECURITY REQUIREMENTS

13.1. The contractors shall comply at all times with base security requirements to include base pass requirements and personnel security clearance.

13.2. The contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires are returned to the issuing office.

13.3. The Contractor shall obtain base identification and any required vehicle passes for all contractor personnel who make frequent visits to, or perform work on the installation. The Contractor shall, submit at the “Pre Meeting” to the Government Representative, a written request on company letterhead listing the following: contract number, location of work site, start and stop dates, hours of required access, and names of employees and subcontractor employees requiring installation access. The letter must include the employee Name, Date of Birth, Driver License (or State ID) number, and State of Issuance for the purpose of background vetting.

Contractor shall be responsible for obtaining written permission/signature for each person’s name submitted for a background check to be completed. Personnel who do not consent to a background check will be denied access to the installation.

13.4. The Contractor and as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population. Nor shall the Contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified through the National Crime Information Center. Background checks will verify if a person is wanted by local, state, and federal agencies.

13.5. Contractors shall ensure their employees and those of the subcontractors have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.

13.6 TRAFFIC LAWS: The Contractor and its employees shall comply with base traffic regulations. Only hands-free cell phone use is permitted when driving on the installation.

13.7 WEAPONS, FIREARMS, AMMUNITION: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor- owned vehicle or privately-owned vehicles while on base.

14. QUALITY CONTROL

The contractor shall be responsible and exercise quality control for all work accomplished during the performance of the contract. The contractor will use the proper quality assurance tools to ensure the system is functional and is ready for immediate operation. The contractor shall test all devices to insure proper manufacture function prior to final acceptance. The contractor shall verify, or correct if necessary, the position and focus for each camera to meet customer requirements.

15. CLEANUP

15.1. All Contractor generated refuse and waste shall be stored in a waste container provided by the Contractor and hauled from the construction site to a disposal area to be selected by the Contractor that is located outside the physical boundaries of the installation. On-site dumpsters shall be furnished by the Contractor, and coordinated with the Government Representative if required.

15.2. Any damage caused by the Contractor shall be replaced, repaired, or restored to the Government Representative’s satisfaction at no cost to the Government. Material used for repairs shall blend with the texture of surrounding surface and shall be applied in accordance with the manufacture’s recommendations.

16. GOVERNMENT INSPECTION AND ACCEPTANCE

16.1. The government shall inspect all work performed by the contractor. Work performance shall be deemed satisfactory and acceptable to the government when the Government Representative approves and declares the project satisfactory.

16.2. A post-installation walkthrough shall be coordinated with the contractor’s authorized representative and designated Government Representative within 5 business days of installation.

All areas requiring correction shall be documented in a punch list by the contractor and provided to the authorized government representative upon completion of the joint walk through by the contractor and authorized government representative.

16.3. Contractor shall perform a Contractor Verification Test (CVT) upon completion the project. Both the contractor and Government Representative must witness this test.

16.4. Contractor shall adjust, aim, change lenses and provide all other assistance required at testing to bring system satisfactorily on-line.

16.5. Contractor shall submit a written report to the Government Representative stating that the security camera system has been tested and is installed and operating properly.

16.6. A final walk through will be performed with the contractor and the designated Government Representative to ensure all punch list items have been addressed to the satisfaction of the Government and all products have been installed according to manufacturer guidelines and customer specifications within 3 business days after receipt of punch list.

17. TRAINING

17.1. Contractor shall conduct onsite training after system is accepted by the government. The contractor shall provide all training, training material, and supplies for administration and management of training session. The unit shall provide a suitable site for training. Coordinate with the Government Representative to establish a training outline and schedule. Submit a comprehensive training curriculum to the Government Representative once all preliminary coordination is complete.

17.2. Training shall include, but not be limited to the following: Operation of the software, to include granting and revoking user access, generating, searching, and transferring logs and graphs, checking system status, real-time monitoring, required routine user maintenance, troubleshooting training, and other system administration duties. The minimum amount of personnel to be trained is four (4) and the maximum is 25.

18. WARRANTY

18.1. The contractor shall provide a one year warranty for all work performed during the installation of the CCTV system, starting from successful conclusion of Government Acceptance Test (GAT). The Contractor shall warrant that all the equipment and services furnished by it and covered by this project are free from defects in material and workmanship under normal use and service and, without charge, equipment found to be so defective in material or workmanship shall be repaired or replaced, if written notice of failure is received by Contractor within one (1) year after date of installation.

18.2. The contractor shall provide 24-hour Technical Services Center Support Service or equivalent

Contractor will provide software updates for the system software 18.4.Contractor shall provide warranty and maintenance service during normal business hours Monday thru Friday between 7:00 AM and 5:00 PM with 24 hour response time for non-emergency calls and 4 hour response for emergency calls.

19. DRAWINGS AND DOCUMENTATION

19.1. The contractor shall provide Government Representative two 3-ring binders with a typewritten label attached to the front cover with Project Name, Contractor's Name, Contractor's Address, and Contractor's Telephone Number. The binders shall be submitted to the Government Representative prior to final acceptance of the project.

19.1.1 Printed material consisting of product data

19.1.2. Operating and Maintenance Instructions.

19.1.3. As built drawings showing location of each piece of equipment, wiring, etc.

19.1.4. Product cut-sheets and manuals for every hardware and software product installed as part of this project.

19.1.5. A complete listing of all equipment and software installed as part of this project. This data shall be shown on a spreadsheet format, indicating, Manufacturer, Description, Model #, Serial # and all applicable revision or release information.

20. GOVERNMENT FURNISHED PROPERTY AND SERVICES

20.1. The government shall provide storage space/staging area for materials and an operating space for installation.

20.2. The government shall arrange access for installation into all applicable rooms/offices, in conformance with the installation schedule.

20.3. The government will provide security through 802 SFS and fire protection through 502

CES.

20.4. In the event of a medical emergency, the base ambulance will be used for transporting an injured employee to a local hospital on a cost reimbursement basis.
