67CW/HC MARRIAGE RESILIENCY RETREAT

This is a combined synopsis/solicitation for commercial services in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The RFQ number is FA301625Q0211. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2025-05 effective date 7 August 2025 and DFARS publication Notice 20250125 effective date 17 January 2025.

Description/ Specifications/ Statement of Work

The purpose of this retreat is to promote exploration and diversity of environment to the Airmen and their family, as well as promote mental resilience. This retreat will be targeting married couples to include their children. The 67th CW and COG RSTs are seeking a hotel/resort facility that has the capacity for the target audience to assist with the intent to build a healthy marriage.

Submittal of Questions: Questions may be submitted in writing to the Contracting office.

The deadline for submitting questions will be Monday, 18 Aug 2025 at 4:00 PM Central Daylight Time. No questions beyond this deadline will be accepted. Following the deadline the Government will compile all appropriate/relevant questions to the requirement and follow up with vendors with all questions and answers.

Quote Requirements: Quote should be submitted by email to Andrew Ng at andrew.ng.4@us.af.mil no later than Friday, 22 August 2025 at 4:00 PM, Central Daylight Time. Quote must include unit and extended prices. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.

Full and Open Competition: This is a notice that this order is a full and open competition.

All quotes adhering to this solicitation will be considered for award by the Government.

Addendum to FAR 52.212-2 Evaluation – Commercial Items:

Basis for Award: The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

1. Technical Capability that Meets the Performance Work Statement (PWS) requirements and

2. Price.

Evaluation Factor: As allowed by FAR 13.106-2(b)(1), the Lowest Price Technically Acceptable (LPTA) selection process shall be applied, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Air Force Federal Acquisition Regulation Supplement (AFFARS). The Government shall make a determination of technical acceptability, based upon meeting requirements outlined as listed on the performance work statement and this solicitation. The following factors shall be used to evaluate offers:

a. Technical Capability – Technical capability will be determined based on contractor’s technical data as outlined within the PWS. The government’s evaluation team shall evaluate the technical data on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. Only those quotations determined to be technically capable of performing to the required task will be evaluated on price. If the quotation received is determined to be technically unacceptable, the vendor will be excluded from competition and will not be considered for award.

b. Price (Total) – The total price shall include the quoted price unit and extended prices to include discounts for each CLIN. The total price shall include discount terms and total Firm-Fixed Price to be eligible for consideration of award. All pricing will remain valid from the date of submission for 30 days. Price will be evaluated based on LPTA. If three (3) or more quotes are received, the government will evaluate the three (3) lowest priced quotes for technical acceptability, however the government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest.

Quotes will be reviewed to ensure that all line items have been priced. Quoters that submitted prices for ALL line items will initially be ranked based on total evaluated price (TEP). TEP will be determined by adding all the line items unit prices for an overall amount, and then all quotes will be ranked lowest to highest. Quotations should contain the offeror’s best terms on a price and technical capability standpoint.

Interchanges. The government intends to award without interchanges, however, reserves the right to conduct interchanges if deemed in its best interest.
