About this file

This is a repair specification document for Carver Self-Priming Centrifugal Pumps used on 418-foot Webfoot-class Medium Endurance Security and Response Boats (WMSL) operated by the U.S. Coast Guard. The specification establishes comprehensive requirements for receiving, disassembling, inspecting, repairing, reassembling, testing, preserving, packaging, and marking thirteen different pump models and configurations identified by stock numbers and part numbers ranging from 998-4213-H-04 to D-00J-0-98-012.

The contractor must submit a Receiving Inspection Report within three days of receiving pumps, followed by a detailed Condition Found Report (CFR) within ten days that documents recommended replacement parts and total repair costs for Coast Guard Contracting Officer (KO) and Contracting Officer's Representative (COR) approval before repair work commences. Mandatory replacement parts include all bearings, bushings, seals, and gaskets. All repairs must follow Original Equipment Manufacturer (OEM) procedures, with the pump returned to like-new condition. The specification mandates specific testing protocols: pump shaft rotation verification, motor energized testing per IEEE Standard 112-2004, hydrostatic pressure testing at 150 percent of maximum working pressure for 30 minutes, and operational testing per ASME International PTC 8.2 standards. Motors must undergo insulation resistance testing per IEEE 43, with reinsulation required if standards are not met, and rotating elements must be balanced per NEMA MG1-2011. Pumps must be repainted with Machinery Gray (color 16376) or Red (color 11105) per FED-STD-595C, with minimum 3-6 mil dry film thickness. All replacement parts must be new OEM parts only; reclaimed or aftermarket parts are prohibited. Preservation requirements include draining test fluids, installing plastic port caps, applying desiccant packets per MIL-D-3464E, spraying rust inhibitor per MIL-PRF-81309F, and sealing pumps in 8 mil polyethylene bags. Pumps must be packed individually in reusable wooden containers bolted to skid bases per ASTM D3951-98 standards and marked with stock number, item name, part number, contract and delivery order numbers, gross weight, condition code, quantity, and "COAST GUARD SFLC MATERIAL" in 4-inch black characters on white background. The contractor must maintain ISO 9001-2008 compliant quality systems, calibrate test equipment per ANSI/NCSL Z540.3-2006 with traceability to NIST, provide 10 calendar days' notice before inspections and testing, maintain detailed inspection and test records, provide digital photographs at multiple stages (minimum 300 dpi color), and handle hazardous waste disposal in compliance with CFR Title 40 Part 262. Repaired pumps are returned to US Coast Guard Surface Forces Logistics Center in Baltimore, Maryland. The contractor is responsible for all labor, materials, testing, and packaging costs, with government determination of Beyond Economic Repair (BER) disposition and potential new pump replacement at contractor cost.
