About this file

This Performance Work Statement (PWS) details the requirements for managing the Revolutionary Fibers and Textiles Consortium (RFTC), a collaborative ecosystem supporting the Department of Defense's Manufacturing Technology Program. The PWS outlines comprehensive responsibilities for a Consortium Management Organization (CMO), including establishing leadership, governance, membership administration, project solicitation, and security protocols. Key objectives include creating a research and prototyping ecosystem among universities, government, industry, and national laboratories, with a focus on advancing critical manufacturing processes for revolutionary fibers and textiles.

The document specifies a 24-month project timeline with milestone payments totaling approximately $639,816, structured around key deliverables such as a program kickoff meeting, quarterly reports, and technical code validation. The consortium will operate under 10 U.S.C. 4021 and 4022 authorities, with a requirement for significant participation from Non-Traditional Defense Contractors (NDCs), Nonprofit Research Institutes (NRIs), and small businesses. The PWS emphasizes the need for comprehensive reporting, security compliance, membership engagement, and project management oversight to support DoD's manufacturing innovation objectives.
