About this file
This Performance Work Statement (PWS) outlines the requirements for the University Consortium for Applied Hypersonics (UCAH), a collaborative ecosystem supporting the Joint Hypersonics Transition Office within the Department of Defense. The document details technical requirements for a consortium manager, including establishing leadership and governance structures, creating advisory boards, managing membership, ensuring security compliance, and developing project solicitation and execution processes.
Key technical objectives include developing a consortium structure with clear operating charters, implementing administrative and financial oversight, fostering member interactions, establishing security protocols, and supporting workforce development in hypersonics technology. The PWS includes a 24-month projected timeline with milestone payments ranging from $184,954 to $269,908, with total funding to be determined. The agreement is contingent on significant participation from non-traditional defense contractors, non-traditional research institutions, or small businesses, and will be managed under 10 U.S.C. 4021 and 4022 authorities, with the primary point of contact being Stephanie Koessel from Washington Headquarters Services.
