About this file
This Performance Work Statement (PWS) details requirements for a Rail Car Intransit Visibility (RITV) system for the Military Surface Deployment & Distribution Command (SDDC). The project involves installing Remote Monitoring Devices (RMDs) on approximately 1,700 Department of Defense owned chain flat rail cars (DODX cars) to provide real-time tracking, location, and status monitoring across the Contiguous United States. Key technical requirements include devices that can report location every 15 minutes while in motion, detect impacts and tampering, monitor battery status, and operate in extreme temperatures (-30°F to 180°F), with a battery life of at least 5 years.
The contractor will be responsible for device procurement, installation at multiple locations (including Washington, California, Colorado, Kansas, Texas, North Carolina, New York, and South Carolina), activation, and ongoing data service. Performance standards are stringent, requiring 99% device installation accuracy, 99.5% system uptime, less than 1% device failure rate within 12 months, and minimal coverage gaps. The system must provide a commercially available website with interactive mapping, geofencing, historical data querying, and integration capabilities with government systems. All collected data will remain U.S. Government property and must be exportable in standard formats like CSV, JSON, and XML.
