About this file

This is a Performance Work Statement (PWS) for janitorial services at the Caribbean Islands National Wildlife Refuge (CINWR) in Cabo Rojo, Puerto Rico, issued by the U.S. Fish and Wildlife Service (USFWS).

The contract is a firm fixed-price, non-personnel services contract with a one-year base period and four one-year option periods, subject to funding availability. The contractor must provide all labor, supervision, equipment, and materials necessary to maintain four distinct facility zones in a clean, hygienic, and safe condition during standard operating hours (8:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays). Zone 1 (Admin Building) requires daily cleaning of restrooms, kitchen, offices, and floors, with monthly window/door cleaning and bi-monthly blind cleaning. Zone 2 (Maintenance & Fire Building) requires similar daily services with monthly deep cleaning. Zone 3 (Four Office Trailers) requires daily restroom and office cleaning with monthly window and filter services. Zone 4 (Cabo Rojo Salt Flats) requires twice-weekly cleaning of restrooms, offices, and exterior areas with monthly window maintenance. All contractor personnel must pass a federal background investigation prior to contract start with zero tolerance for uncleared staff on-site. The contractor must furnish all cleaning equipment, professional-grade machinery (floor scrubbers, HEPA vacuums, microfiber systems), and EPA-approved consumable products (toilet tissue, hand soap, paper towels, disinfectants, garbage bags). Invoicing must separate Line Item 001 (Janitorial Base Labor and Equipment Cost) from Line Item 002 (Required Supplies and Consumables Cost) to allow government evaluation with or without contractor-supplied consumables. Performance standards require 95-100% compliance across various objectives, with penalties including mandatory reperformance within 24 hours, payment deductions for unperformed services, and potential contract termination for critical defects such as uncleared personnel on-site.
