Performance Work Statement Summary
This Performance Work Statement (PWS) defines service requirements for Flag Secretary Office and Official Function support services to Commander Naval Air Force U.S. Pacific Fleet (COMNAVAIRPAC/CNAP) at Naval Air Station North Island, San Diego, California. The contractor must provide qualified and experienced personnel to perform tasks across three primary service areas: Flag Secretary Office Support Services—Facilities Liaison/Engravings/Graphic Design; Official Functions and Events Menu Planning; and Ceremonial and Reception Material Warehouse Management. The work encompasses facilities maintenance coordination for 13 buildings, facility liaison with Navy Public Works, maintenance of Government vehicles and fire safety equipment, preparation of detailed technical drawings for official ceremonies and events, expediting engraving requests, and issuing ceremonial gear with proper approvals. The contractor shall work full-time during Government business hours (7:30 AM–4:00 PM, Monday–Friday), excluding federal holidays, though weekend and after-hours support may be required for official events listed in Table 4.5, which includes 12 major annual events ranging from 12 to 1,500 guests (Fleet Week Reception, SPEEDFEST, Change of Command, Battle of Midway Commemoration, and others).
The Official Functions and Events portion requires the contractor to create menus, budgets, table layouts, and grocery lists for each event, with planning beginning 30–120 days prior. For smaller events (fewer than 100 guests), the contractor creates recipes and trains food preparation staff; for larger events (more than 100 guests), the contractor creates recipes and conducts demonstrations. The contractor must also manage the ceremonial and reception material warehouse, conducting initial wall-to-wall inventory within 30 days, issuing materials upon approval, conducting weekly inspections, and managing laundry services for approximately 3,000 pieces of linens and table cloths (20–200 pounds weekly). Contractor personnel must hold a high school diploma, possess recent Flag Secretary Office support and event planning experience within three years, demonstrate proficiency with Microsoft Office and graphic design software (Microsoft Project, Adobe Photoshop, Corel Draw Suite 12, Studio 9, Adobe InDesign, Adobe Illustrator), and hold a current California Food Handler's Card with knowledge of NAVMED P5010 food service sanitation standards and official representation protocols. A SECRET security clearance is required for Flag Secretary Office support personnel; Common Access Card (CAC) issuance is required for all personnel. The contractor must submit a Management/Quality Control Plan within five working days and report all labor hours via the Enterprise-wide Contractor Manpower Reporting Application (ECMRA) to the secure site at https://doncmra.nmci.navy.mil, with inputs due no later than October 31 of each calendar year covering the prior October 1–September 30 fiscal year period.
