About this file
This is a Performance Work Statement (PWS) for single-track trail building and maintenance services to be performed for the Bureau of Land Management (BLM) Billings Field Office. The contractor shall build 19 miles of new single-track trail and maintain 6 miles of existing single-track trail on BLM-administered lands within the Billings Field Office boundary. All work must produce a finished tread width of 42–48 inches and ensure full accessibility to adaptive equipment for persons with disabilities. The contractor is responsible for providing all labor, equipment, tools, materials, supplies, supervision, and transportation. New trail construction includes vegetation clearing, tread grading and compacting, installation of rolling dips and drainage features, removal of obstructions, creation of accessible turnouts, and final grooming. Existing trail maintenance involves removing slough and excess material, filling ruts and depressions, reshaping tread and backslope, removing protrusions, restoring drainage structures, eliminating braided trails, and final grooming. The contractor must use mechanized trail-building equipment appropriate for narrow single track, such as SWECO or Sutter trail dozers (preferred), mini track loaders, or mini excavators, with blade widths supporting 42–48 inch tread.
Performance standards require 95% of newly built trail and 95% of maintained trail to meet specifications for width, tread uniformity, accessibility, drainage functionality, and alignment, with 100% of drainage structures inspected to meet design specifications. The performance period runs from March 1, 2027 to September 30, 2027 (weather dependent), with workdays varying based on environmental and safety conditions. Evaluation will be conducted through random sampling, GPS measurement, and onsite inspection, and the contractor must provide verifiable previous relevant experience using the specified equipment. Deliverables include completed trail sections built and maintained according to specifications, with documentation of completed segments, mileage, and GPS files submitted to the Contracting Officer's Representative (COR). The BLM will provide project maps, GPS data, field coordination, and identification of special status species areas and cultural sites.

PERFORMANCE WORK STATEMENT
(PWS)
Single Track Trail Building & Maintenance
Bureau of Land Management – Billings Field Office
1. PROJECT SCOPE AND SUMMARY
The Contractor shall provide all labor, equipment, tools, materials, supplies, supervision, and transportation necessary to build 19 miles of new single-track trail and maintain 6 miles of existing single-track trail within the Bureau of Land Management (BLM) Billings Field Office (BIFO). All trail work shall produce a finished tread width of 42–48 inches and shall ensure full accessibility to adaptive equipment for persons with disabilities.
The Contractor must follow specifications, standards, and technical guidance from the BLM COR, PI, or appointed technical representative. Concepts from the NOHVCC Great Trails Book and BLM/IMBA’s Guidelines for Quality Trail Experience may be used.
2. DESCRIPTION OF WORK
A. New Trail Building (19 Miles) The Contractor shall build new single-track trails that are optimized for mountain bicycles, and motorcycles according to alignments designated by BLM through maps and GPS datasets. Work shall include:
• Clearing vegetation and obstacles within the trail corridor.
• Grading, shaping, and compacting the tread to meet width and rideability standards.
• Installing rolling dips, drainage features, lead-off ditches, and other approved structures.
• Removing protruding rocks, roots, and stumps from the tread and backslope.
• Creating features designed to accommodate adaptive equipment, including accessible turnouts, stable tread surfaces, and smooth transitions.
• Incorporating natural materials onsite for stabilization, armoring, and erosion prevention.
• Final grooming using rock rakes or approved equipment to produce a smooth, uniform tread, where specified.
B. Existing Trail Maintenance (6 Miles) Maintenance work shall restore designated existing single-track trails to their original alignment, tread width (42–48 inches), and drainage functionality. Work will include:
• Removing slough, berm, and excess material and redistributing suitable material onto the trail bed.
• Filling ruts, troughs, and depressions with borrow material and compacting to specification.
• Reshaping trail tread and backslope to meet original centerline and designed contour.
• Removing protruding rocks, roots, and stumps and scattering excess materials appropriately.
• Restoring, cleaning, or reconstructing drainage structures, including rolling dips and lead-off ditches.
• Eliminating braided trails not designated as passing sections.
• Reshaping switchbacks, climbing turns, and turnouts to original specifications.
• Final grooming of maintained trail surfaces using an approved drag or rake.
3. LOCATION
All work will occur within multiple trail systems located on BLM-administered lands within the Billings Field Office boundary. Site-specific maps and GPS datasets will be provided to the Contractor before work begins. Additional field guidance will be issued by the COR/PI as needed.
4. PROJECT SPECIFICATIONS
A. Trail Width & Accessibility All new and maintained trails shall be built to a finished tread width of 42–48 inches. When possible, trails must be accessible to adaptive recreational equipment, requiring smooth tread conditions, gradual transitions, and stability suitable for larger mobility devices.
B. Tread Shaping & Compaction The finished tread shall be firm, uniform, and capable of supporting adaptive equipment.
Compaction shall be completed using mechanized track or wheel rolling with a minimum of three passes or as directed by the COR.
C. Drainage Rolling dips shall be built according to COR instruction and must be equally rideable as surrounding tread. Waterbars shall not be installed; existing waterbars shall be converted to rolling dips where feasible.
D. Structures & Features Approaches to cattleguards shall be repaired to provide smooth transitions. Signs, fences, and trail markers shall be protected; any damage caused by the Contractor shall be repaired at Contractor expense. Braided trails not designated as passing lanes shall be obliterated using natural materials (rocks, logs, brush) to conceal undesired routes.
E. Equipment Requirements The Contractor shall use mechanized trail building equipment appropriate for narrow single track, such as SWECO or Sutter trail dozers (preferred), mini track loaders, or mini excavators. Blade widths must support building 42–48 inch tread. Equipment operation shall limit resource disturbance and adhere to BLM environmental protection measures.
5. BLM RESPONSIBILITIES
BLM/BIFO will provide project maps, GPS data, field coordination, and identification of special status species areas, cultural sites, or restrictions as needed.
6. PERFORMANCE PERIOD
The period of performance shall begin March 1, 2027 to September 30,2027 weather dependent). Workdays may vary based on environmental and safety conditions.
7. PERFORMANCE REQUIREMENTS & EVALUATION
Performance will be evaluated through random sampling, GPS measurement, and onsite inspection. Contractor shall provide verifiable previous relevant experience using the equipment described in section 4.E.
A. Trail Building Performance 95% of newly built trail shall meet specifications for width, tread uniformity, accessibility, drainage, and alignment.
B. Trail Maintenance Performance 95% of maintained trail shall meet specifications related to tread restoration, drainage functionality, removal of protrusions, compaction, and overall rideability.
C. Drainage Performance 100% of drainage structures will be inspected; dips and ditches must meet design specifications.
8. DELIVERABLES
Completed trail sections built and maintained according to specifications. Documentation of completed segments, mileage, and GPS files will be submitted to the COR.
