This is Amendment 0001 to Solicitation 140L3626Q0045, issued by the BLM MT-STATE OFC (MT935) in Billings, Montana, with an effective date of August 12, 2026. The amendment is not extended, and the hour and date for receipt of offers remains as specified in the original solicitation or as amended. Offerors must acknowledge receipt of this amendment by completing items 8 and 15 and returning the form, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers. The amendment incorporates questions and answers received from interested offerors regarding the contract. Key clarifications include: (1) the contractor may route trails themselves using provided maps and GPS tracks, with BLM optionally flagging 3-5 miles if needed; (2) pricing is simple with no additional details required beyond price per item per mile; (3) no estimated price range or independent cost estimate is available; (4) mini track loaders or mini excavators are acceptable for the full 19 miles of new trail if all PWS requirements can be fulfilled; (5) BLM will provide georeferenced trail maps prior to work, with the International Mountain Bicycling Association mapping the 13-mile Elk Basin routes by late winter 2027; and (6) progress payments will be made as the contractor completes different trail sections, with mileage confirmed via BLM-provided georeferenced maps and field-truthing prior to construction. The performance period is March 1, 2027 through September 30, 2027.

Description of Changes - This amendment incorporates the following:
1. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government.
Questions and Answers
1. Are any of the routes physically marked on the ground, or is it the contractor’s responsibility to flag the routes using the provided maps and gps tracks?
Best case scenario is to have the contractor who has the experience necessary to route the trails themselves and they won't need to have all of it flagged. However, the COR can go out on the ground-flag 3-5 miles, and then with the map they will be able to layout the remaining trail- if needed we can flag all of it too.
2. Are the quantity and price on the bid schedule as simple as they appear, i.e. price per item per mile with no other breakdown or detail required?
Yes, the breakdown is simple. No additional details are required.
3. Is there an estimated price range or independent cost estimate the Government can share for this project?
No.
4. Section 4.E of the PWS lists SWECO or Sutter trail dozers as preferred, with mini track loaders and mini excavators also named. Are mini excavators and mini track loaders acceptable for the full 19 miles of new trail, or is a dedicated trail dozer required?
If the contractor can fulfill all requirements outlined in the PWS by utilizing a mini track loader or mini excavator, their use is acceptable for the project.
5. Will the proposed alignments be flagged and GPS staked by BLM before work starts? The maps in Attachment 2 show general routes only. Terrain and rock content drive the cost on single track, so any detail on soil and rock conditions along the proposed routes would help us price it accurately.
Best case scenario is to get a contractor who has the experience necessary to route the trails themselves and they won't need to have all of it flagged. However, the COR can go out on the ground-flag 3-5 miles, and then with the map they will be able to layout the remaining trail- if needed we can flag all of it too.
We are having the International Mountain Bicycling Association come this fall to lay out some of the trail for us- and the actual routes for all of the 13 miles in Elk Basin will be mapped, and then we (BLM) will layout-flag some, and all on the ground if needed. I will not have the exact lines until late winter- The period of performance is March 1,2027- 9/30/2027 so we can have the exact trail lines mapped before the contractor would start. The area is in a bowl as depicted on the map and the trails will lay within that bowl, the terrain and soil is similar- no matter where the trails go in that area on the map- it is soft, erosive soil, a few limited areas of shelf rock, but not much rock at all. The contractor could look here for what soil types are present in both areas:
Web Soil Survey .The remaining 6 miles would be at the Bearcreek trailhead and the ground is sage-brush steppe, some rocks, but also more soft erosive soils.
6. How will completed mileage be measured and paid over the performance period? We want to confirm whether progress payments are made on completed segments or only at final acceptance.
Mileage would be confirmed by BLM providing a georeferenced map of the trail lines prior to work beginning. The contractor would need to follow the routes laid out utilizing a mapping app that can read georeferenced maps- and prior to building the routes BLM or their designee (potentially IMBA members) would go out with the contractor and field truth where the trails are to go and log the mileage before the blade hits the ground. Progress payments can be made as the contractor completes different sections of the trail.
