PERFORMANCE WORK STATEMENT (PWS)

NASA/KSC

Remote Communication Access Realtime Translation (CART) Services

General: This is a nonpersonal services contract to provide remote CART services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Description of Services: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform remote CART services as defined in this PWS. CART is a conversion of the spoken word into written text. The transcriber listens to vocal communications and transcribes them into text which appears instantly on a computer monitor or is projected onto a large screen. Remote CART is done with the CART provider situated at a remote location and connected to the meeting via telephone, conference phone or computer microphone.

Background: NASA John F. Kennedy Space Center (KSC) has a follow-on requirement for remote CART Services. KSC’s Office of Diversity and Equal Opportunity (ODEO) provides this service to NASA KSC Deaf/Hard of Hearing civil servants in the conduct of their official duties, in order to implement the requirements of the Rehabilitation Act of 1973, as amended, by providing reasonable accommodations to applicants and employees with disabilities.

Objective: To meet the NASA KSC ODEO requirement to provide CART services to NASA KSC Deaf/Hard of Hearing civil servants in the conduct of their official duties.

Scope: The contractor shall provide remote CART services to support meetings for authorized requesting individuals. Although subject to change, there are currently four (4) authorized requesting individuals center-wide. Meetings average from one (1) hour to four (4) hours in duration. Estimated usage, subject to change based on the user’s future work requirements, is 110 hours per month, for an annual usage of not-to-exceed (NTE) 1,320 hours. Annual estimated hours of 1,320 shall be represented in increments of fifteen (15) minutes for a total of NTE 5,280 chargeable increments.

Product Delivery: Contractor shall provide a roughly edited transcript consistent with CART industry standards, within 48 hours, to the designated service user at no extra charge.

Contract Type: The award resulting from this Request for Quote (RFQ) is anticipated to be a firm-fixed-price, not-to-exceed type purchase order, with the CLIN structure in accordance with the Attachment 2 – Schedule of Prices.

Period of Performance: The Government may request service during the 12 month base period of July 1, 2020 through June 30, 2021. The Government has the option to extend the contract for four additional one-year periods. See Schedule.
