About this file
This is a Performance Work Statement (PWS) for Switchgear Maintenance and Emergency Services at the Bureau of Engraving and Printing (BEP) in Washington, D.C. The contractor must provide comprehensive maintenance and emergency repair services for the BEP's electrical distribution infrastructure, including a central GE 15kV distribution switchgear system, GE and Cutler Hammer distribution switchgear, and associated equipment across 14 distribution substations. Services include inspection and preventative maintenance to maintain 24/7 operational capability, emergency response within 2-12 hours depending on severity, and detailed reporting of all work performed. The contract is a hybrid structure with Firm Fixed Price CLINs for routine preventative maintenance and Time & Material compensation for emergency maintenance. The contract period is one 12-month base year plus four optional 12-month years. Key deliverables include an annual maintenance report due within five business days of completion, emergency reports due within 24 hours, a maintenance plan due within ten business days of award, an equipment inventory list due within ten business days of initial work completion, point-of-contact information within five business days of award, a written electrical safety program within ten business days of award, and employee training records within ten business days of award.
The contractor must provide all personnel, equipment, supplies, materials, and facilities necessary to perform services except those designated as government-furnished. Contractor personnel require BEP security clearance or must be escorted by cleared personnel and must wear identification badges at all times. The contractor must maintain 24/7/365 availability with a toll-free emergency contact number and must coordinate all work with the BEP's Contracting Officer Representative (COR). Maintenance work on the central GE 15kV switchgear occurs biennially during odd calendar years, while other maintenance is scheduled with BEP coordination, preferably during the Year-End Shutdown period when currency production ceases. The contractor must comply with all applicable federal regulations, OEM manufacturer specifications, BEP security requirements, and electrical safety standards (OSHA, NFPA). Personnel must undergo background investigations conducted by BEP's Office of Personnel Security, and only new parts may be used unless OEM refurbished parts are unavailable, which requires prior approval from the COR. Emergency service pricing requires the contractor to assess the situation, diagnose the issue, and provide a firm-fixed quote before performing work, with BEP retaining the right to defer work, perform it internally, or engage another supplier at no cost beyond the response fee.
