PERFORMANCE WORK STATEMENT
FOR
Building 848 Transformer Inspection, Testing and Preventive Maintenance
CANNON AFB, NM
18 February 2021
PERFORMANCE WORK STATEMENT (PWS)
FOR
Building 848 Transformer Inspection, Testing and Preventive Maintenance
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, labor, transportation and certifications necessary to perform transformer inspection, testing, preventive maintenance, and select forensic analysis for Building 848 transformers at Cannon AFB, NM. The contractor's work shall be in accordance with (IAW) Federal, State and local regulations, manufacturer specifications, and standard commercial practices. 27th Special Operations Civil Engineer Squadron (27 SOCES) Electrical technicians will de-energize and energize the transformers as needed for performance of work required in this PWS.
1.1. SERVICE ELEMENTS. The contractor shall perform transformer inspection, testing and preventive maintenance, for units listed in Appendix B, IAW:
1. Appendix A: Unified Facilities Criteria (UFC) 3-501-01, Electrical Engineering, with
Change 1, 2019
2. National Fire Protection Association (NFPA) 70, National Electrical Code (NEC)
3. American National Standards Institute (ANSI)/International Electrical Testing Association (NETA) Standard for Maintenance Testing Specifications for Electrical Power Equipment and Systems, 2019
4. Institute of Electrical and Electronics Engineers (IEEE) standards (see paragraph 1.1.2 for applicability
1.1.1. INSPECTION. Inspection shall include the following:
1. External transformer inspection
2. Internal transformer components, to include connections and windings
1.1.2. TESTING. Testing shall include the following:
1. Transformer turns ratio (TTR) test, IAW C57.12.91-2020 – IEEE Standard Test Code for Dry-Type Distribution and Power Transformers
2. Insulation resistance test, IAW C57.12.91-2020 – IEEE Standard Test Code for Dry- Type Distribution and Power Transformers
3. Winding conductor resistance test, IAW C57.12.91-2020 – IEEE Standard Test Code for Dry-Type Distribution and Power Transformers
1.1.3. PREVENTIVE MAINTENANCE (PM). The contractor shall inspect and tighten all transformer windings in accordance with manufacturer's torque specifications for electrical connection in a manner that will not damage any transformer components. The contractor shall remove any foreign debris. The contractor's cleaning method is subject to conformity with CAFB environmental requirements (see paragraph 4.9). Note: PM is not required for Appendix B, item "Old T13."
1.1.4. FORENSIC ANALYSIS (Appendix B, item "Old T13" only). The contractor shall perform inspection (including disassembly), testing and disassembly forensic analysis actions for a single, failed, 3 phase, 75kVA transformer to determine the likely cause(s) of failure.
1.1.4.1. In addition to the criterion described in paragraph 1.1.1, the contractor shall perform inspection (including disassembly) to reveal potential indications of:
1. Burns
2. Discoloration/deposits on bushing terminals, connectors, bus bars, ground pads, leads
3. Loose connections on tap leads, bushings, core ground straps
4. Carbon tracking
The contractor's disassembly inspection shall include removal of the transformer's core/coil assembly, and an appropriate level of dissection to locate any of the aforementioned maladies.
For components indicating faults, flaws, or found to be in poor condition, the contractor shall provide documentation with photos and written description, IAW paragraph 1.1.5.
1.1.4.2. IAW with the requirements and standards cited in this PWS, the contractor shall perform the following testing:
1. Insulation resistance test: winding to winding
2. Insulation resistance test: each winding to ground
3. Insulation resistance test: all windings to ground
4. Insulation resistance test: core to ground
5. TTR field test
6. Insulation power factor test
7. C1 and C2 bushings test
8. Windings DC resistance test
9. Dielectric absorption test
10. Low-voltage excitation test
11. Applied potential test
12. Low voltage impulse test
13. Induced-voltage test (with Partial Discharge measurement)
14. Impedance test (single and 3 phase)
15. Frequency response analysis
1.1.5. DOCUMENTATION. The contractor shall provide a report detailing all work performed IAW paragraphs 1.1.1, 1.1.2, 1.1.3, 1.1.4 and sub-paragraphs, and resulting pre- and after service data, to include transformer identification and test results. The contractor shall provide recommendations for prolonging service life on Appendix B powered transformers, and to mitigate failure of inspected transformers. The contractor shall submit the report to the Contracting Officer (CO) in electronic format; it shall be compatible with Adobe and Microsoft Office products, as applicable. The report is due within five business days following the Government's final inspection of on-site work.
2. SERVICES SUMMARY. The contractor's service delivery requirements are summarized as Performance Objectives that relate directly to standards of performance required to meet contract requirements. To meet a Performance Objective, the contractor's service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum service delivery required for acceptable quality control. Failure to meet a Performance Threshold (a discrepancy) may mean that the contractor's quality control is unacceptable, and re-performance is necessary, at no additional cost to the Government.
Conditions beyond the contractor's control will be evaluated by the Contracting Officer's Representative (COR; see paragraph 4.5) (and CO as necessary). The table below lists key Performance Objectives that will be verified for contractual compliance by the COR and/or CO;
however, inspection of any contract requirement is authorized.

3. GOVERNMENT FURNISHED SERVICES. Existing electrical, water, sewage and municipal solid waste utilities are available for the contractor's use in meeting the requirements of this contract. The contractor shall be responsible for all temporary connections (e.g. extension cord plug) and for their removal prior to final acceptance of work.
4. GENERAL INFORMATION.
4.1. CONTRACTOR PERSONNEL.
4.1.1. Contract Manager: The contractor shall provide a Contract Manager who shall be responsible for the performance of services. The name and contact information of the Contract Manager and alternate (if assigned) shall be provided to the CO in writing prior to the beginning of work. The Contract Manager and alternate must be able to read, write, speak, and understand English.
4.1.1.1. The Contract Manager and alternate (if assigned) shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.
4.1.2. Contractor Employees: The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
4.1.2.1. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English. Contractor employees must be able to read, write, speak, and understand English.
4.2. CONTRACTOR AND CONTRACTOR PERSONNEL QUALIFICATIONS.
The contractor, or contractor’s employees actually performing the work required under this contract, shall be fully qualified electricians, or a journeyman electrician working under the direct and physically present supervision of a fully qualified electrician. A fully qualified electrician shall have a current license, issued by a reputable and qualified agency. The contractor shall provide to the CO a copy of the license for each qualified electrician prior to performing any work.
4.2.1. The contractor, Contract Manager, and alternate (if assigned) are responsible and in charge of the work on site. The contractor shall ensure the Contract Manager is available via telephone at all times in order to communicate with the CO and COR while onsite at CAFB. The Contract Manager shall be able to communicate with onsite contract employees at all times.
4.3. SAFETY REQUIREMENTS. In performing the work required under this contract, the contractor is responsible for employee and worksite health and safety. The contractor shall ensure that all personnel are appropriately trained regarding electrical hazards, and other work required by this contract.
4.3.1. The contractor shall record and report promptly (within one hour) to the CO or COR, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel.
4.3.2. In the event of an accident/mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the
CO.
4.4. QUALITY CONTROL. The contractor shall have and maintain a quality program to ensure services are performed IAW contract requirements. The contractor shall have and implement procedures to identify and prevent defective services from recurring. At a minimum, the contractor shall utilize quality control procedures that address the areas identified in paragraph 2, Services Summary.
4.5. QUALITY ASSURANCE. The Government will evaluate the contractor’s performance by appointing a Contracting Officer's Representative (COR) to ensure services are received. The COR will evaluate the contractor’s performance through periodic onsite inspections and investigation of complaints from base personnel. If required, the CO will make final determination of customer complaint validity.
4.5.1. The COR will perform assessments of the contractor’s performance. Subsequent to contract award, the identity of the COR, with a letter defining their duties and authority will be furnished to the successful bidder/offeror.
4.5.2. The COR will inform the Contract Manager in person when deficiencies occur in order for the contractor to initiate corrective action. The COR will make a notation of the discrepancy on a surveillance checklist with the date and time the discrepancy was noted and will request the Contract Manager or alternate (if assigned) to initial the entry on the checklist.
4.5.3. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO and not to the COR.
4.6. HOURS OF OPERATION. The contractor shall perform the services required under this contract during the following hours: 7:00 AM to 4:00 PM (MST/MDT), Monday through Friday, except for Federal Holidays. The Contractor may request permission to work outside of these hours by obtaining approval from the COR or CO at no additional cost to the Government (includes weekends and extended daily work hours). The Contractor may be directed by the CO to work outside of normal duty hours based on facility occupant’s mission requirements.

4.7. SECURITY REQUIREMENTS. The contractor shall be responsible for all passes issued to their employees under this contract. Applications shall be coordinated through the CO. At the time of application, the 27th Special Operations Security Forces Squadron may conduct a background check on employees. Upon termination of employment, the contractor shall be responsible for returning identification cards and base passes to Security Forces within 24 hours.
4.8. CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE SERVICES
DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR
OVERSEAS COMBATANT COMMANDER. This service is determined to be non-essential for performance during crisis according to DODI 3020.41, Operational Contract Support, paragraph 2.c. In the event of a crisis, the contractor will be notified by the CO of the need to discontinue services due to contingency, base closure or other causes. If notification to discontinue services is not received, the contractor shall be expected to continue performance in accordance with this PWS.
4.9. ENVIRONMENTAL REQUIREMENTS. The contractor shall comply with all Federal, State and local laws and regulations concerning the obtaining, use, storage, reporting, control and disposal of Hazardous Materials (HM) and Hazardous Wastes (HW). In performance of this contract, the contractor shall comply with the requirements of the Cannon Air Force Base (CAFB) and Melrose Air Force Range (MAFR) Civilian Contractor Environmental Guide (See Appendix C) unless otherwise specified. In complying with the CAFB and MAFR Civilian
Contractor Environmental Guide, the contractor shall continue to primarily communicate with the CO or COR.
4.9.1. Focus areas of the CAFB and MAFR Civilian Contractor Environmental Guide include, but are not limited to:
4.9.1.1. The contractor shall not bring HM onto CAFB, nor use HM on CAFB until the contractor receives required authorizations (Reference Appendix C).
4.9.1.2. CAFB tracks HM. The contractor shall coordinate with the COR prior to purchasing HM; and shall provide usage data, if requested by the CO.
4.9.1.3. The contractor's disposal of HW shall be coordinated through the COR, for Government disposal.
4.9.1.4. The contractor shall ensure that employees are appropriately trained in the use of hazardous materials, and to manage/package hazardous wastes generated during work.
4.9.2. In the event Federal, State and local environmental laws and regulations change during the term of this contract, to include the CAFB and MAFR Civilian Contractor Environmental Guide, the contractor is required to comply as such laws and regulations come into effect. The contractor shall immediately implement those changes in laws and regulations that result in a decrease or no change in the contract price. Prior to implementing any such laws and regulations that will result in a change in performance, or an increase in contract price, the contractor shall notify the CO, and submit a price proposal, in order to obtain CO approval. The performance change notification and price proposal shall be submitted within 15 calendar days from the date the contractor receives notice of the laws and regulations giving rise to the performance change, and increase in cost of performance. Also, if there is a decrease in cost as a result of the change, the contractor shall inform the CO.
4.9.2.1. If the contractor spills or releases any HM or HW substance into the environment, the contractor or its agent shall immediately report the incident to CAFB Fire Dept at 911. The liability for the spill or release of such substances rests solely with the contractor and its agent.
4.10. Environmental Management System (EMS). All contractor personnel shall complete EMS Awareness training prior to commencement of any activities. Training is available through the learning management system called The Environmental Awareness Course Hub (TEACH) at https://usaf.learningbuilder.com/account/login/?ReturnUrl=%2f. The Contractor shall submit the Awareness Training Certificates of Completion to the COR prior to any on-base performance under this contract. Use of Microsoft Edge, Google Chrome or Mozilla Firefox is recommended.
