About this file
This is a Performance Work Statement (PWS) for the installation of hangar fans at Ellington Field Joint Reserve Base in Houston, Texas, dated July 21, 2026. The contractor is responsible for furnishing all labor, parts, tools, paint, equipment, and materials necessary to install three Big Ass Fans and one pivot fan into the main hangar. All work must be completed within thirty calendar days of contract receipt and comply with international, federal, state, and local building codes. The project is driven by the need to improve working conditions for the 147th Maintenance Squadron, which currently operates in the hangar with inoperable fans and unsustainable temperature conditions.
The key performance objectives include verifying existing electrical wiring and replacing it if faulty, ensuring all HVLS fans are interlocked with sprinkler waterflow switches per NFPA 13, removing and disposing of existing fans off-installation, installing all four supplied fans, and ensuring proper functionality. Required deliverables include certifications and licenses, fan system design package, engineer approval for fan loading capacity, as-built drawings, test reports, final inspections, and operations and maintenance manuals with warranty information. The contractor must request government inspection before each installation phase and comply with all installation security and access requirements, including background checks, base identification, and vehicle passes. Applicable standards include the International Building Code, National Electrical Code, NFPA 409 and 70E, International Fire Code, and Department of Defense Unified Facilities Criteria. Post-installation testing must include electrical continuity and load testing, fan functionality across speed settings, control systems validation, structural inspections, and fire code clearance verification.
